            NEW DELHI: Prime Minister Narendra Modi has constituted a five-member task force to rationalise central government staff and ensure their maximum optimisation.

            The task force will be headed by Establishment Officer and Additional Secretary in Department of Personnel and Training (DoPT) Rajiv Kumar and it will submit its report next month, officials said today.

            The prime minister has approved the proposal to constitute a task force to examine the issues of rationalisation and optimisation of human resource in various ministries to align them with financial resources and focus areas of the government, they said.

            Minister of State for Personnel Jitendra Singh said rationalisation of staff is of paramount importance for good governance.

            “This decision has been taken keeping in line with the Modi government’s commitment of maximum governance and minimum government. We are also considering restructuring existing tribunals, autonomous bodies and central public sector undertakings to ensure better optimisation of human resource,” he told news agency PTI in New Delhi.

            The task force has two joint secretaries from Cabinet Secretariat, one each from the DoPT and Department of Expenditure as members, the officials said.

            In his Budget speech for 2016-17, Finance Minister Arun Jaitley had said a task force has been constituted for rationalisation of human resources in various ministries.

            “A comprehensive review and rationalisation of autonomous bodies is also underway,” he had said.

            As per its Terms of Reference (ToR), the task force will take stock and recommend measures to optimise senior positions in the Government of India, covering the posts in the secretariat and outside the secretariat including Chief Vigilance Officers – who act as a distant arm of Central Vigilance Commission to check corruption, various autonomous bodies, regulatory bodies, attached and subordinate offices.

It will also review roles and requirements of these posts, including eligibility criteria and recommend measures to achieve synergy and convergence of purposes and resources, the ToR said.

            The task force will review the processes involved in filling these posts and recommend rationalisation and is required “to examine and incorporate global best practices in this regard”, it said.

            There are about 50 lakh central government employees working in various ministries.

Govt won't scrap existing facilities, allowances New Delhi, Mar 4: After dropping enough hint that Government is all set to implement the recommendations of Seventh Pay Commission soon, here is yet another good news for central government employees. According to Finance Ministry sources, Government won't be making any changes in the existing advances and facilities, enjoyed by Central government employees. Pay commission had suggested abolition of many privileges and facilities including risk allowance, small family allowance, festival advance and motor cycle advance etc in its recommendations. Reportedly, employees associations and Trade Unions were not happy with the suggestions by the pay commission. They had requested government to make its stand clear on it.  Reportedly, Finance Ministry was constantly in touch with PMO over the same. Finally PMO said that it doesn't want to disappoint government staff.  A Finance Ministry sources was quoted by a news website as saying, "The PMO has sent its directive and it says that existing privileges cannot be curtailed. Betterment must be done for central government employees by protecting the current facilities".  Earlier, Government in its Budget document made the announcement that pay Commission will be implemented during the financial year 2016-17.  Centre further said the once-in-a-decade pay hike has been built in as interim allocation for different ministries and budget numbers were credible.  The voluminous budget documents state that "the implementation of the Seventh Pay Commission due from January 1, 2016 is to be implemented during the financial year 2016-17 as also the revised One Rank One Pension scheme for Defence services." "The government has made provisions for the additional liabilities on these count," it said, without giving the amount allocated for implementation. Reservation in Promotion 

            The instructions issued by Department of Personnel & Training provide for reservation in promotion to persons belonging to Scheduled Castes (SCs) and Scheduled Tribes (STs) in posts in the Central Government upto the lowest rung of Group 'A'. These instructions are also being implemented by Central Public Sector Undertakings, wherever reservation in promotion is applicable.

            The Supreme Court in its judgment dated 19.10.2006 in the matter of M. Nagaraj & Others vs. Union of India and Ors., while upholding the validity of some of the Constitutional Amendments, observed that the concerned State will have to show in each case the existence of compelling reasons, namely, backwardness, inadequacy of representation and overall efficiency of administration before providing reservation in promotion. In order to provide impediment free reservation in promotion to SCs and STs, the Constitution (One Hundred and Seventeenth Amendment) Bill, 2012 was introduced in Rajya Sabha in September, 2012. The Bill was passed by the Rajya Sabha on 17.12.2012 and transmitted to the Lok Sabha for consideration and passing. The Bill could not be considered in the Lok Sabha and lapsed on the dissolution of 15th Lok Sabha. The issues emanating from the Supreme Court judgment in M. Nagaraj case are under examination.

           

            This was stated by Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the PMO Dr. Jitendra Singh in a written reply to a question by Shri Kaushal Kishore in the Lok Sabha today.

Time Taken to Dispose Appeal 

            As per the Right to Information Act, 2005 it is mandatory on the part of Public Information Officer either to provide the information or reject the request for any of the reasons specified by the RTI Act within 30 days of receipt of the request. However, information concerning life or liberty of a person has to be provided in forty-eight hours of the receipt of request.

            Similarly, as per the RTI Act, an appeal shall be disposed of within 30 days on the receipt of the appeal by the First Appellate Authority or within such extended period not exceeding a total of 45 days from the date of filing thereof, as the case may be, for reasons to be recorded in writing.

            The Act, however, does not prescribe time limit or target for disposal of 2nd appeal/complaint by the Central Information Commission.

            The Commission, however, on 22.03.2011 decided that each Information Commissioner including Chief Information Commissioner will endeavour to decide about 3200 appeals/complaints per year. During 2015, a total of 27,922 appeals/complaints were disposed off.

            This was stated by Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the PMO Dr. Jitendra Singh in a written reply to a question by Shri Sharad Tripathi, Shri Y.V. Subba Reddy and Shri K.N. Ramachandran in the Lok Sabha today.

Staff Side explained the justification of each and every demand  and conveyed the large scale resentment among the Central Government Employees to the Cabinet Secretary . Cabinet Secretary has not made any commitment on any demand. He informed that this is only a preliminary interaction with the Staff Side.

            The Postal operative staff are in great pressure and heavy strain in the work after the implementation of ongoing CBS, CIS etc. Two days rest in a week will motivate them better work performance.

            Already, five day weak is in vogue in respect of Postal administrative offices and Postal accounts. Only the operative offices are kept open for six days in a week.

            Recently, the bank employees have been observed five day weeks in the second and fourth week of the month. This is being introduced in the insurance public sector companies like LIC.

            It is therefore requested to kindly consider to observe five days week in the Postal operative officers.

Dear comrades,

            As per the decision in our AIC MASS DHARNA was conducted successfully at JANTAR MANTAR, NEW DELHI on 9^th Feb 2016 with the solidarity and support of NFPE & NFPE affiliated unions. Nearly 100 members from all over India attended the DHARNA particularly large number from MAHARASTRA CIRCLE. DHARNA was addressed by all General Secretaries, Secretary General, NFPE.  Com. M. KRISNAN, Secretary General Confederation and our President participated in the DHARNA.

            After the DHARNA a delegation with com. R.N. PARASAR, SG NFPE met member [P] and submitted Memorandum. He assured to examine the issues positively.

            As per our AIC decision it was decided to hold MASS DHARNA IN FRONT OF ALL CPMG OFFICES ON 22-3-2016. As such we appeal to all Circle Secretaries of NFPE unions to organize the programme by taking initiative to mobilize casual labour in large number by issuing notice by Circle co-ordination committee.

            Without the support and solidarity it will not be possible to organize the programme on their own by casual labour.

            As such we request all the Circle Secretaries of NFPE to organize the programme. All General Secretaries are requested to advise circle unions to make the programme success.
