Fixation of Pension 

            In implementation of Government's decision on the recommendation of the Seventh Central Pay Commission (7th CPC), orders have been issued vide Department of Pension & Pensioners’ Welfare O.M. No. 38/37/16-P&PW(A) (i) dated 04.08.2016 for revision of provisions regulating pension/gratuity/ commutation of pension/family pension/disability pension/ex-gratia lump-sum compensation, etc. in respect of the employees retiring on or after 01.01.2016.v For revision of pension of pre-2016 civil pensioners, the 7th CPC recommended the following two formulations:

(i)       Notional Pay of employees who retired prior to 01.01.2016 may be fixed in the Pay Matrix on the basis of the Pay Band and Grade Pay at which they retired, by adding the number of increments he/ she had earned in that level while in service, to the minimum of the corresponding level in the matrix. Fifty percent of the total amount so arrived at shall be the revised pension.

(ii)    The pension, as had been fixed at the time of implementation of the 6th CPC recommendations, may be multiplied by 2.57 to arrive at an alternate value for the revised pension.

         7th CPC recommended that the pensioners may be given the option of choosing the formulation which is more beneficial to them. Orders were issued for revision of pension as per Formulation (ii) above vide Department of Pension & Pensioners’ Welfare O.M. No. 38/37/16-P&PW(A) (ii) dated 04.08.2016 and the pension disbursing authorities were advised to make payment of revised pension accordingly without waiting for the revised pension payment authority. A Committee under the chairmanship of Secretary, Department of Pension & Pensioners’ Welfare was constituted to examine the feasibility of Formulation (i). The Committee observed that Formulation (i) as recommended by the 7th CPC might be difficult to implement in a large number of cases and this method may also cause anomalies.

      In implementation of the recommendations of the aforesaid Committee, orders have been issued vide Department of Pension & Pensioners’ Welfare O.M. No. 38/37/16-P&PW(A) dated 12.05.2017. It has been provided that the revised pension/family pension w.e.f. 01.01.2016 in respect of all Central civil pensioners/family pensioners may be revised by notionally fixing their pay in the pay matrix recommended by the 7th CPC in the level corresponding to the pay in the pay scale/pay band and grade pay at which they retired/died by notional pay fixation under each intervening Pay Commission based on the Formula for revision of pay. 50% of the notional pay as on 01.01.2016 shall be the revised pension and 30% of this notional pay shall be the revised family pension w.e.f. 1.1.2016. Higher of the two Formulations i.e. the pension/family pension already revised in accordance with this Department’s OM dated 04.08.2016 or the revised pension/family pension as worked out by notional pay fixation method, shall be the revised pension/family pension w.e.f. 01.01.2016.

     There were around 55.51 lakh pensioners/family pensioners (including defence pensioners/family pensioners) as on 31.03.2016. All Pension Sanctioning Authorities have been advised to accord top priority to the work of revision of pension and issue revised Pension Payment Authority in implementation of the above orders expeditiously.

     There is no proposal for creation of any other organisation for pension related issues.

   This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State for Prime Minister’s Office, Dr Jitendra Singh in a written reply to question by Adv. Narendra Keshav Sawaikar and Shri P. Nagarajan in the Lok Sabha today.

Dear Comrade,

We are welcoming all the delegates and representatives of the All India Conference and we assure that no stone will be unturned in our efforts in providing food, accommodation and hospitality. We strive very hard with our limited resources due to demonetization and the policy of taxes which affected very badly within this two months.

We convened our Circle Council 14.07.2017 at Bangalore in which our beloved General Secretary made his presence. The collections for advertisements to the Souvenior to be released in the AIC from the divisions of other circles are not at the expected level. We could not secure advertisements as we proposed earlier due to demonetization. Further the GST has increased our estimated expenditure to the extent around 20% in all matters like lodging, catering, arrangements etc. We don’t like to compromise the standard in conducting the AIC in a pleasant manner.

Our General Secretary Com. R. N. Parashar, after hearing all our present impediments has considered our request to enhance the delegate fee per head to the extent of Rs.2000/-. The enhancement is inevitable due to the situations warranted due to bearing more tax burden on lodging and commodities and catering. Kindly bear with us and the inconvenience caused due to increase in the delegate fee to all may please be excused.

We have contacted the divisions/branches directly to estimate the number of delegates/visitors. Even though, some have responded effectively, we could not ascertain the no. of delegates who may participate in the AIC. We sought the guidance of CHQ and the CHQ has furnished the details of delegates and visitors of Alandhi, Trivandrum and LucknowAll India Conferences, division/branch wise. We are taking the average of the last three AICs and propose to make lodging arrangements. Since there will be no refund in case of non occupation of lodges in case if not occupied, we are restricting the advance booking of lodges to the extent of average participants as per the last AIC.

Accommodation has been arranged from 06.08.2017 morning to 09.08.2017 Morning. As a gesture if any comrade arrives to Bangalore on 05.08.2017 evening, accommodation will be provided for which we require advance intimation from the respective divisions. The lodges shall be vacated in the morning of 09.08.2017 at any cost.

After landing Bangalore, the delegate can reach straightaway to the lodges mentioned therein where our Reception Committee comrades welcome you. On Payment of delegate fee there itself, they will allot accommodations. File and other records will be delivered at the Reception Committee office functioning at the Conference venue on tendering the receipts issued at the time of allotment of accommodation. No extra person without paying delegate fee will be accommodated or allowed in share the accommodation. The contact number of comrades who are entrusted the work of allotment of room on receipt of payment will be exhibited in our AIC website and also will be intimated to the circle secretaries.

If more number of delegates/visitors come at last minute, there may be some delay in providing accommodation since all the lodges nearby the AIC venue within a radius 1 Kms have been booked and we have to accommodate the rest to the nearby areas, therefore, all the circle secretaries are requested to assess the expected participants in advance and intimate the Reception Committee so that we will be in readiness.

In nutshell, we desire to provide you a comfortably stay as per our estimate and hope you will cooperate with the Reception Committee. A moderate cold will be prevailing in nights and if need be please bring some light sweater or shawl.There will no compromise in food and we will serve you with smile.
