Dear Comrades,

1. 2010 September 7th All India General Strike: All out efforts are being made by the Central Trade Unions, Central and State Employees Federations and other Public Sector Unions to make the All India General Strike a historic success. The strike may turn in to an All India Bandh. It is our duty ensure participation of all Postal and RMS Employees including Gramin Dak Sevaks in the strike. NFPE and GDS Union have already served strike notice to the Secretary Department of Posts on 17-08-2010.The tour programme of All India Leaders is in progress. Divisional/Branch Secretaries are once again requested to organize intensive campaign programmes such as General Body meetings, conventions, office to office squad work, exhibiting notices and pamphlets etc and make the strike a resounding success.

2. JCM Departmental Council Meeting: After a long gap of 4 years JCM Departmental Council Meeting was held on 27.08.2010 under Chairpersonship of Secretary, Department of Posts. Office Side is represented by Member (P), Member (Technology) many othe DDGs and officers. Ten representatives from NFPE attended the meeting including Coms. M.Krishnan, (SG), K. Ragavendran, (Ex. S/G),K.V.Sridharan,(GS P-3 and Leader Staff Side) ,. Giri Raj Singh, (GS R-3 +Secretary Staff Side), I.S.Dabas, (G/S P-4),.P. Suresh (G/S R-4), . P.Rajanayagam, (Ex. G/S AIPAEA), S.P. Mukherjee (EX.G/S Admn Union) Nomination of the newly elected General Secretary of AIPAEA and Admn Union will take place later. The items included in the July 13th Strike Charter of demands which are already discussed on 12.07.2010 are not taken up for discussion again in the Departmental Council meeting. There are about 70 items have been discussed and the remaining items will be discussed in the next meeting. Secretary, Department of Posts, assured that next meeting will be held shortly. The gist of the items discussed is available in the NFPE Website.

3. Technology Sweep In India Post:

SECRETARY DEPT OF POSTS INFORMED THE STAFF SIDE DURING THE JCM DEPARTMENTAL COUNCIL MEETING THAT GOVT.HAS CLEARED THE PROPOSAL SUBMITTED BY THE DEPT FOR LARGE SCALE COMPUTERSATION PROGRAMME INCLUDING CORE BANKING, NETWORKING ETC. GOVT HAS ALLOTTED RS.1800 CRORES TO THE INDIA POST FOR THE PERIOD SEPTEMBER 2010 TO SEPTEMBER-2012.

4. CADRE RESTRUCTURING COMMITTEE

Many Comrades from P-IV and R-IV wants to know whether their cases for cadre restructuring will be considered by the Cadre Restructuring Committee. The reply given by Secretary Dept of Posts in the JCM Departmental Council Meeting held on 27.08.2010 is reproduced below for information of all concerned. ------

Item No. 8: Restoration and improvement of ‘In Cadre Promotion’ to Postmen/Mail Guard & Multi Skilled Employees Cadre.

The whole structure of regular promotions for Postmen/Mail Guard and Group D in the same cadre stream like Sorting Postman, Head Postman, Head Mail Guard, Jamadar, Head Jamadar etc had disappeared consequent on introduction of TBOP and BCR promotion Scheme. Hundreds of promotional posts like Head Postman, Head Mail Guard, Jamadar etc were abolished. Due to the unilateral shift in the status of TBOP/BCR system to MACP Scheme, the cadre of Postman, Mail Guards and Multi-Skilled Employees have no promotional avenue at all. Modified ACP is not a promotion but a financial upgradation to officials on completion of 10,20 and 30 years of service. The financial upgradation schemes are only an addition to the regular promotion scheme and not a replacement. It can be seen that all other cadres in the Department of Posts excluding Postman, Mail Guard and Multi Skilled Employees have their own in-cadre promotional system. It is therefore urged upon to reintroduce the regular promotional avenues to these cadres.

5. Remittance of quota and donation to NFPE:

As you aware the financial position of NFPE is not so sound. For further improving the financial position of the Federation, the financial position is to be improved. All Divisional / Branch Secretaries are once again requested to clear all dues towards NFPE and extend their cooperation in making the Federation more vibrant and financially sound. Special appeal is being sent separately to all the Divisional/Branch Secretaries who are in arrears of quota and donation. Please treat it as urgent / important and respond favourably.

6. Postal Crusader: As decided in the Federal Secretariat meeting held on 12.08.2010 advertisements of P&T / Postal Cooperative Societies will be published from the next issue (October) of “Postal Crusader” . Tariff form will be exhibited in the NFPE Website. All Circle/ Decisional / Secretaries are requested to collect and send one advertisement from the P&T/Postal Cooperative Societies of their State/District.

7. MASSIVE NEW RECRUITMENT IN POSTAL: As an aftermath of July 12th settlement, the Directorate has approved Direct Recruitment about 13000 Postal Assistant / Sorting Assistants for the year up to December, 2010.Recreuitment process is in progress now. Circles have already issued notification. Examination for promotion of Lower Grade officials (Postmen, Gr. D etc.) up to the year 2010 is also announced.Postmen/Mail Guard Examinations are also being held in all Circles. Circle/Divisional Secretaries are requested to ensure that action is taken by the Circle/Divisional administration for filling up of all PA, SA, Postmen, Mail Guard vacancies up to the year ending December, 2010 by Direct Recruitment and by promotional Examinations. .

Sub: Grant of Honorarium to the officials entrusted with the fixation of Time Related Continuity Allowance (TRCA) and payments of arrears to Gramin Dak Sevaks consequent on implementation of Recommendations of One-man Committee.

Sir/Madam,

I am directed to refer to this office of even no. dated 21.12.2009 regarding rates of Honorarium for fixation of pay in revised scales consequent on implementation of recommendation of 6th Central Pay Commission was communicated.
2. The demand of staff side for extension of the Honorarium rates to those officials entrusted with fixation of Time Related Continuity Allowance (TRCA) and payment of arrears to Gramin Dak sevaks was engaging the attention of the department for quite some time past. Now, the Competent Authority in consultation with Integrated Finance Wing has approved grant honorarium to the officials entrusted with the fixation of Time Related Continuity Allowance (TRCA) and payment of arrears to Gramin Dak Sevaks consequent on implementation of recommendations of One-man Committee and in pursuance of the order no. 6-1/2008-PE.II dt. 09.10.2009. The rates of Honorarium applicable are as under:

3. The honorarium is applicable to such case where the fixation of Time Related Continuity Allowance (TRCA) has been found to be certified as correct by the Postal Accounts office. The Honorarium shall not be applicable, where the fixation of Time Related Continuity Allowance (TRCA) was done irregularly and paid erroneously.

4. The Prescribed ceiling on grant of Honorarium has to be kept in view while payment of Honorarium and on no account should it exceed the prescribed Ceiling.

5. The Expenditure for payment of Honorarium has to be met within the Budget Grant provided for the year.

6. This issues with the concurrence of Integrated Finance Wing vide their Diary no. 188/FA/10/CS Dated 25.08.2010.

POSTAL DEPARTMENTAL COUNCIL JCM MEETS
AFTER FOUR YEARS

THUS THE ASSURANCE OF 12TH JULY STRIKE NEGOTIATIONS STANDS HONOURED

The first meeting of the reconstituted Postal Departmental Council was held today [27.08.2010] at 11.00 Hrs in the Committee Room of Dak Bhawan. The Secretary Department of Posts who is the Chairman of the JCM Departmental Council chaired the meeting. The Official Side was represented by the Postal Board Member Technology and Member Personnel and several DDGs and Directors.
The Staff Side was represented by the Staff Side Leader, Staff Side Secretary, Secretary General NFPE and FNPO, and other Members of Departmental Council.
135 items were in the agenda. Nearly up to 70 items were discussed in the meeting within the duration of the meeting. It was decided to hold another meeting within a very short duration to complete the remaining 65 items.
The Chairman in her introductory remarks welcomed the staff side members and requested the cooperation for the development of our services. She informed that the Cabinet has sanctioned a sum of Rupees 1800 crores for technological advancement of Postal Department including core banking and networking etc.
The Leader Staff Side thanked the Secretary for initiating the meetings of the Joint consultative Machinery and for taking speedy action on many issues as per the assurances of 12th July meeting. He pointed out the non-constitution of Regional Council JCM in some circles like Chhattisgarh and the non-holding of four monthly meetings in some circles and requested the intervention of the Secretary. The Chairman agreed to look into this matter. The Leader Staff Side also brought to the notice of the Chairman that despite the assurance on 12th July, the clarifications on implementation of MACP has not gone from Directorate especially on issues like liberalizing the benchmark conditions as well as the prevalence of several confusions in Circles on MACP Orders for of grant up gradation. The Chairman assured that a Committee headed by SPOs/SSPOs in each division may suo moto review of grading in the ACRs would be undertaken to facilitate grant of MACP to all except those who were punished under disciplinary proceedings. Orders for mitigating the grievances of the staff side in this regard will be issued by the Directorate. The Leader Staff Side also brought to the notice of the Chairman that in the Southern Region of Tamilnadu Circle wholesale closure of single handed post offices are ordered by the PMG,, even though Secretary Posts has already assured in the meeting of 12th July, 2010 that only relocation of offices would be resorted to and there will not be any closure. The Chairman assured positive intervention.
The Secretary Staff Side also thanked the Chairman for recommencement of JCM meetings and expressed his hope that this will continue and the periodicity of the JCM meetings would be maintained. He pointed out that the spirit of JCM is to maintain mutual consultations and therefore desired that the holding of regular meetings of JCM Departmental Council would be ensured.
Director SR, who is the Secretary of the JCM Departmental Council steered the discussions by taking up items one by one.
The following items were discussed and the decisions and trends on those items are as follows:
1. Cadre Restructuring for all Non-Gazetted Group B&C Cadres:
A Joint Committee is already constituted on this issue to finalise within three months i.e., before November, 2010.
2. Creation of System Administrators Cadre &
3. Computation of proper norms for work allotment to existing System Administrators and grant of certain essential amenities.
This is already referred to the above Cadre Restructuring Committee. Chariman assured that this Committee will also discuss all the 15 issues pertaining to System Administrators raised by the Staff Side.
4. Grant of officiating pay with all consequential benefits for staff officiated in HSG-I vacancies.
Necessary orders extending the benefit to such officials will be issued shortly.
5. Filling up of residual vacancies.
All the Circle Heads have already been directed to take action to fill up residual vacancies immediately.
6. Imparting training to non-matriculate Group D promoted to Postman / Mailguard or PA/SA cadres after 1.1.2006.
The issue was referred to MOF on 20.05.2010. The MOF has clarified only for the Group D who either died or retired from service in between 1.1.2006 and 29.08.2008. The MOF also clarified that the handicapped officials would be imparted with a separate training course. The issue of Group D promoted to Postmen or PA is again being referred to MOF. The Staff Side pointed out that even proper fixation of Grade Pay has not been done to TBOP and BCR Group D officials. The Chairman directed for issue of proper clarificatory orders immediately.
7. Irregular mention of PB slab for certain categories of staff in the MACP orders issued by the DoP.
Further corrigendum on this issue is expected shortly from DOPT.
8. Restoration and improvement of in-cadre promotion to Postmen/Mailguard and Multi skilled Employees Cadre.
As this is part of cadre restructuring this will be discussed by the Cadre Restructuring Committee.
9. Enhancement of Double duty and Holiday duty allowance for Postmen.
A separate committee to discuss the issues of Postmen to be formed as per the decision of 12th July meeting will go into this issue also.
10. Replacement of night halt allowance to Mail Overseers with TA/DA.
This issue will be considered based on the submissions of staff side.
11. Extraction of Data entry work from Postmen and Multi Skilled Employees.
So far as the Multi Skilled Employees are concerned the DOPT orders would be followed and the data entry work will be removed. Official Side pointed out that since the higher scales were granted to Postmen, data entry work related to delivery work may be entrusted to Postmen.
12. Increasing the number of chances to appear for LGO examination and revision of LGO exam syllabus.
The Official side stated that syllabus revision with objective type is under way. Increasing the number of chances by two more attempts will be considered only for those employees who have already exhausted all six chances. However, this concession will not be extended to other officials who have not yet exhausted all chances.
13. Irregular computation of working hours for Postmen in field units.
Work norms for speed post have already been finalized on 5.2.2010 and orders issued.
14. Revival of Cash handling allowance for Postmen.
The Official side did not agree to this on the grounds that the Postmen are granted with higher pay by the 6th CPC. However, on insistence by the Staff Side, the Official Side agreed to discuss in the Committee for Postmen issues.
15. Removal of minimum cyclable distance for grant of cycle maintenance allowance to Postmen/MSE.
The discrimination between the GDS and the Postmen/MSE was pointed out by the Staff Side. The Official Side agreed to consider this issue.

16. Eligibility to appear LGO Examination.
Agreed to reduce from three to two years while finalizing the amended recruitment rules of PA/SA.
17. Counting of Special Allowance for pay fixation case of PO&RMS Accountants.
The Staff Side pointed out that this issue had already been sorted out in other organisations like Railways. The Official Side agreed to verify with Railways and once again refer this issue to Nodal Ministry.
18. Request for discontinuance of the practice of obtaining fidelity / security bond from the employees handling cash.
The issue is under examination.
19. Non-drawal of HRA to the officiating SPMs working at offices having attached quarters.
For arrangement up to 90 days instructions were issued on 30.07.2010. Above 90 days Heads of Circle will be addressed once again reminding them of their powers to suspend the quarters enabling the officials to draw their due HRA for the officiating period.
20. Protection of pay of defunct scale of PO&RMS Accountants who opted for general line under Directorate letter No.2-22/88-PE.I dated 01.12.92.
The decision taken in respect of Natha Singh [Punjab Circle] will be extended to all such officials. Copy of Directorate order in this regard has been supplied.
21. Enhancement of SB incentive to PAs working in Savings Bank Branches.
The proposal for enhancement of SB Allowance was sent to MOF on 2.3.2010. The MOF sought some querries on 26.03.2010. Information is pending from Circles like Jharkhand, M.P, Chhattisgarh and Rajasthan even after issue of four reminders. The reply will be sent at the earliest. Further the Official Side agreed to continue the SB Allowance in case of officials posted for successive tenures without insisting for another test.
22. Payment of honorarium / incentive for drawal of arrears on implementation of 6th CPC and GDS Committee.
Honorarium for 6th CPC was already issued. For drawal of GDS arrears, orders have been issued yesterday. The Staff Side insisted honorarium for pension related work. The Official Side agreed to finalize this shortly.
23. Stepping up of pay of senior official on par with juniors in case of anomaly arising out of fixation of pay on placement to TBOP / BCR scales clarifications.
The official side is not agreeable on the grounds that stepping up of pay does not apply in case of financial up gradations. However our demand for keeping the date of effect prospectively from the date of issue of orders only will be considered.
24. Revision of Cash Allowance to SPMs handling cash in the absence of Treasurers.
This was agreed to.
25. Anomaly in fixation of pay in respect of the officials promoted on 01.01.96 under BCR scheme.
The Chairman assured to reconsider their earlier decision based on the discussion made by the staff side.
26. Review of Short Duty Scheme introduced w.e.f. 14.08.2008.
Extending the hours of engagement of SDPAs is under examination.
27. Request to drop the confirmation examination.
This will be carried out at the time of finalization of Recruitment Rules which is under process
28. Enhancing the limit of cash to be remitted through leather cash bag [LCB] and Special Messenger.
This will be revised.
29. Arbitrary and forcible allotment of staff quarters.
Orders have already been issued not to force any official to occupy staff quarters in lieu of rent free accommodation attached with the PO. The case of Rajasthan will be addressed by the Directorate suitably.
30. Non-posting of women employees where basic amenities are not available.
Detailed instructions were given earlier on 29.04.1998. The staff side pointed out some cases in Tamilnadu Circle on which the Chairman directed to cause suitable instructions to not to post women employees in such offices.
31. Upward revision of conveyance allowance to PRI[P].
Agreed to grant TA/DA apart from Conveyance Allowance in case the PRI[P]s are deputed beyond 16 KMs for any purpose.
32. Non-supply of statement of balance to the officials brought under the New Pension Scheme 2004.
It was agreed to by the official side to issue such information to concerned officials about the quantum of recoveries made from officials and remitted to CRA [Central Regulatory Authority].
33. Conveyance of cash with Police escort – Problems thereon.
All Circles Head are empowered to engage armed guard or Ex-Servicemen based on requirements. Instructions will be reiterated. Providing for insurance to cash remittances other than through the LCB will be considered
34. Discontinuance of Medical facilities availed from Ispat General Hospital [IGH]Rourkela in Orissa Circle.
Chief PMG Orissa will be addressed to issue identity card to all Postal Employees for taking outdoor treatment without any prepayment.
35. Fixing work norms to RPLI Work at BOs/SOs – Request immediate orders.
The Official Side contended that providing work norms would result in cessation of incentive granted to GDS. The Staff Side pointed out that incentive is being granted while work norms exist in other areas for other staff, why this should be done. The staff side requested to work out work norms as recommended by Nataraja Murti Committee while continuing the grant of incentives. The Official Side agreed to consider this issue.
36. Fixing of uniform rate of incentive for computerized work in POs.
Heads of Circle are in a better position to assess the pending work and fix the incentive.
37. Officiating arrangement in Group B posts earmarked for General Line.
The Official Side did not agree to this proposal.
38. Introduction of new system of bag numbering.
Reports from 18 circles are received. The situation is under review.
39. Non-grant of Special Allowance to unqualified Accountants.
Orders will be reiterated for granting special allowance to unqualified Accountants. The staff side pointed out that since the MACP is only a financial up gradation without any change of status, the grant of special allowance to continue to all such officials. The Official side agreed to this.
40. Incentive Scheme for the Post Offices retailing mutual funds and Bonds along with funds for marketing & publicity and suggested strategies.
Pending incentive bills will be cleared.
41. Ensuring the standard of residential accommodation to the SPMs provided with attached quarters.
Orders will be reiterated.
42. Enhancement of financial powers of HSG-I, HSG-II and LSG Postmasters.
This is under examination.
43. Budgetary allotment for computer advance.
1.56 Crores has been approved under RE. Request for further allotment will be placed. A percentage of allotment will be fixed for Group C cadre.
44. Fixing norms / Time factors to PSDs, CSDs and Creation of establishment.
The Staff Side requested for creation and filling up of posts as per the standards fixed. The Official Side agreed to examine this.
45. More Bonus in respect of PLI Policies taken by the Departmental Employees.
The Official Side was not in favour of the demand. However after discussion, the Chairman agreed to consider the issue.
46. Payment of special allowance for the staff working on MPCMs.
To avoid recovery from a retrospective date, the Official Side agreed to issue suitable instructions.
47. Grant of Tribal Area Allowance to the employees serving in the tribal area of Igdapuri and other places of Nasik District.
The nodal ministries rejected the proposal sent by the DoP.
48. Grant of financial assistance & relaxation of rules in granting special disability leave to victims of terrorists / bomb blast.
Pending cases like Bhubaneshwar have been settled.
49. Grant of Road Mileage Allowance to the staff entrusted with the work of clearance of cheques.
This will be considered.
50. Unilateral decision to close down Foreign Post Offices.
No decision to close down foreign post offices have been taken.
51. Sop harassing staff on contributory factors for simple and flimsy reasons by misusing the provision of 'unbecoming of Government Servant' deviating the ruling contained in Volume III, FHB etc.
Instructions in this regard are being issued. The Staff Side insisted that the pending cases of TPF of Bhimavaram, PPF of Mysore, and other cases for speedy settlement.
52. Recovery of alleged over payment of pay and allowances to Postmen on account of fixation from the officials of accounts branches of HPOs.
The Staff Side pointed out that while the issue is still before the Court, no recovery shall be made from the staff of Accounts Branches. The Chairman agreed to stop recovery till the finalisation of court cses. This will apply to recovery of over payment of Bonus ceiling case for GDS also.
53. Enhancement of honorarium to RD premature cases.
Since the earlier order was made only in 1996 [and not 2006 as mentioned in the official side note] as pointed out by the Staff Side, the Official Side agreed to review the same.
54. Counting of Special Allowance for pay fixation - case of PO&RMS Accountants.
Since the TBOP/BCR is only considered as up gradation and not regular promotion, the Staff side insisted that counting of Special Allowance for fixation should have been continued. The Official Side will consider this aspect.
55. Drawal of Pay to senior BCR officials in HSG-I post as the pay scales of HSG-II and BCR is one and the same and settlement of earlier officiating cases of Tamilnadu, West Bengal and other circles as one time measure.

At this point, the meeting came to an end with the acceptance of the staff side request for fixing another date shortly for the JCM meeting to discuss the remaining items in the agenda.

The Chairman agreed to convene the meeting at the earliest say within ten days.

Union Cabinet approved Direct Tax Code (DTC)

Direct Tax Code gets nod Paving the way for radical reform and simplification in the Direct Tax system the Union Cabinet on Thursday approved the much-talked about Direct Tax Code (DTC) Bill proposing to provide more Income Tax relief to salaried class. The DTC Bill, which seeks to replace the archaic Income Tax Act, 1961, proposes to raise the Income Tax exemption limit from existing Rs 1.6 lakh to Rs Two lakh, highly placed sources said.

The Income Tax exemption limit for senior citizens is proposed to be raised to Rs 2.5 lakh. Under the moderate tax slab suggested in the DTC Bill the government proposes tax rate of :-

10 per cent for income between Rs 2 lakh and Rs 5 lakh,

20 per cent for income between Rs 5 lakh - Rs 10 lakh and

30 per cent for income over Rs 10 lakh.

Currently the Income Tax rate is 10 per cent on income above Rs 1.6 lakh and upto Rs 5 lakh, 20 per cent on income above Rs 5 lakh and upto Rs 8 lakh and 30 per cent on income above Rs 8 lakh. The first draft of the DTC bill had suggested 10 per cent tax on income between Rs 1.60 lakh and Rs 10 lakh, 20 per cent on income between Rs 10 and Rs 25 lakh and 30 per cent beyond that. T

The DTC Bill proposes to levy Corporate Tax at 30 per cent.

There will be no cess and surcharge on it, sources said.

The DTC Bill will be introduced in the ongoing Monsoon session of Parliament. The Cabinet at its hour-long meeting chaired by the Prime Minister discussed at length various provisions of the DTC Bill, which will seek to bring about radical reforms and simplification in direct tax structure including the Income Tax rates and exemptions. The overall thrust of the DTC Bill will be on bringing about simplification of direct tax system including personal Income Tax and Corporate Tax with “an in-built bias” in favour of moderation of tax rates, sources close to the preparation of draft legislation said. Provisions of the DTC Bill stipulating the tax rates in direct tax front including Income tax and Corporate Tax will come into effect once it the legislation is approved by both houses of Parliament. The government plans to implement various provisions of the DTC Bill with effect from April One 2011. It is learnt that the government is likely to introduce the DTC Bill either tomorrow or next Monday in both houses of Parliament. After its introduction the draft DTC will be sent to Select Committee of both houses for scrutiny. After examining the recommendations of the Select Committee the government will move the DTC Bill for approval of Parliament in the Winter Session.

Later, talking to newspersons, the Finance Minister Pranab Mukherjee said, “The whole objective is that a plethora of exemptions will be limited. (Income) tax slabs will be three. Rate of taxes will be taken in the schedule so that they need not be changed every year,” he said. The Finance Ministry submitted the draft DTC Bill for consideration of the Cabinet after examining responses from various stake holders including trade, industry and corporate sector.

Subject : Extension of Modified Assured Career progression Scheme to the Staff

Car Drivers of Central Government.

Attention of all concerned is invited to para 5 of this Directorate O M. o f even N o. dated18.09.2009 wherein it was mentioned that postal Federations have requested to retain the Existing structured promotion scheme relating to the cadre of Drivers and accordingly it was decided to continue the existing structured promotion scheme for Drivers. In the light of this MACPS was not extended to the cadre of Drivers.

2, Department of Personnel & Training vide their O.M. No.35011/03/2008-I-stt.d (D) dated 30.07.2010 (Copy enclosed) has now extended the MACPS to the Staff Car Drivers of the Central Govt. as a fall back option i.e. if they are unable, to get promotion within the percentage based present system the benefits of MACPS shall also be extended to the regular staff Car Drivers of the Central govt. In other words, the Staff Car Driver Scheme and the MACPS shall run concurrently.

In the light o f the extension of MACPS to the cadre of Drivers, the provision of para 5 of OM dated 18.09.2009 & Para 13 of Annexure I of OM ibid shall be deemed to have been modified to this extent . Revised provision, as per above, may be brought to the notice of all concerned.

Offering Distance & E- Learning Programmes to Central Government employees
Department of Personnel and Training and Indira Gandhi National Open University have come together and signed a MoU for offering Distance & E- Learning Programmes to Central Government employees.

The Central Government employees can now enrol for a wide spectrum of Distance & E-Learning Programmes offered by IGNOU and get their fees reimbursed on successfully completing the programmes.

Distance &E-Learning Programmes for Government Employees (DELPGE)
1. Purpose/Objective

The purpose of the Programme is to increase the availability and flexibility of options open to employees for enhancing their knowledge and skills in order to improve the functioning of Government organisations and the delivery of services to the public.

2. Eligibility:

(i) The Programme is open to Central Employees (working in Ministries/Departments/Attached offices) and the faculty members of State Apex Training Institutions. The officers working under Public Sector Undertakings are not eligible for the Programmes covered under this Programme.
(ii) The specific conditions of eligibility of employees (including level of employee and Ministries covered) for each module/course will be decided for each course/module and notified from time to time by DoPT.

3. Types of Courses Offered under the Programme
The following category of courses are open for enrolment under this programme:-
(i) Short-Duration Specialised modules:- The specialised Modules are basically oriented to cater to the requirement of Government employees in a specific domain.
(ii) Certificate Programmes:
(iii) Masters, PG and PG Diploma Programmes.

4. Notification of Courses/Programmes:-
The menu of courses/programmes on offer shall be reviewed annually by the Committee headed by the Joint Secretary, Training, Department of Personnel and Training with the members drawn from different Ministries.
Besides recommending the programmes to be offered under this Programme, the Committee shall also make recommendations on the eligibility of the employees of different Ministries for the select courses.

5. Course review committee for upgrading the course material:-

(i) For certain Ministry specific courses, respective Nodal Ministry will be represented in the Course review Committee of IGNOU. The committee may also co-opt the following:-
(a) Representative of the nodal Ministry
(c) Director in charge distance learning in DoPT
The Course Review Committee may meet from time to time to review the course content based on the general feedback and make such recommendations as deemed necessary.

6. Admission Procedure
(i) The employees concerned have to apply directly in response to the admission notification of IGNOU subject to availability of funds.
(ii)The number of seats for Employees in each programme shall be limited to 50 and these will be offered on a first come first served basis.

7. Payment and Reimbursement of Fees
(i) The employees enrolling for the courses under this Programme will pay the required course fees to IGNOU. The amount so paid shall be re-imbursed to the employee on his/her successful completion of the course by IGNOU.
(ii) Employees failing to complete the course in the time limits and / or with the minimum qualifying grades prescribed by IGNOU shall not be eligible for any reimbursement.
(iii) Reimbursement for the Masters programme is available to an employee only once in his/her career.
(iv) The participants are eligible to enrol for only one programme at a time under this Programme.
(v) An officer is eligible to claim reimbursement/refund for successful completion of maximum of ten (10) numbers of Units in a block of five (5) years.

the years 2009 and 2010 by direct recruitment.

Sir/Madam,

The existing Recruitment Rules of Postal Assistant/Sorting Assistant provide for filling up 50% of the vacancies by Direct recruitment. The remaining 50% of the vacancies are required to be filled up by promotion through a Limited Departmental Competitive Examinaiton and the unfilled vacancies are to be offered to the Gramin Dak Sevaks, possessing minimum educational qualification of 10+2 pass the Recruitment Rules further provide that only those Gramin Dak Sevaks will be eligible for being considered who secure marks not below the marks secured by the last direct recruit of the relevant category selected viz. Other Communities/SC/ST or OBCS of the same year. If the vacancies still remain unfilled those are required to be filled up by subsequent Direct Recruitment from amongst other open market candidates.

2. While there was no restriction in filling up the posts by promotion through Departmental Examination, the Circles on clearance of direct recruitment vacancies of the years 2006,2007 and 2008 under the Optimisation Scheme were directed vide this Department’s Letter No. 60-16/2009-SPB-I, dated 31st August, 2009 to ensure that the direct recruitment process is finalized and results declared by 31st December 2009. Consequent upon completion of the said direct recruitment process the Circles had the information about the marks secured by the last direct recruit of the relevant category selected. It would have facilitated the Circles to take action to fill up such vacancies, which remained unfilled after holding the Limited. Departmental Competitive Examination, by Gramin Dak Sevaks. If the vacancies have still remained vacant after considering the GDS such vacancies are to be added to the direct recruitment vacancies of the years 2009 and 2010 and filled up as advised vide this Departments letter of even number dated 22nd July, 2010.

3. If any Circle is still in the process of filling up the unfilled vacancies of the years 2006, 2007 and 2008 by GDS, they may report the present status to the Directorate by FAX and simultaneously expedite the action. Such Circles while advertising/circulating (by 20th August, 2010) the number of vacancies of the years 2009 and 2010 to be filled up by direct recruitment should clearly indicate that the number of vacancies is likely to increase. The Circles without fail should complete the process of filling up the unfilled vacancies by GDS latest by 23rd October, 2010 so that the number of vacancies which might still remain unfilled may be taken into account while Short-listing the

Staff Side raised the issued regarding fixation of pay on promotion after 1.1.2006 and irregular objections being raised by the ICIR in the date of increment and ordering recoveries as agenda items No. 121/135 & 122/135 during the meeting of the Departmental Council (JCM) in the Departments of Posts.

2. The items were discussed and undersigned is directed to clarify the issues as under:

Issues

1. Item No. 121/135: Clarification in respect of fixation of Pay on promotion after 1.1.2006: - Despite crystal clear orders in the R. P. Rules 2008 under Rule 13 (i) that if the pay in the pay band after adding the increment is less than the minimum of the higher pay band to which promotion is taking place, pay in the pay band stepped to such minimum, this has not been implemented in many circles in respect of promote in Postal Assistant cadre and also in the case of HSG-I promotions. Similarly under Rule 7 1(A) (ii) while detailing the fixation of initial pay in the revised structure, it was stated that if the minimum of the revised pay band/pay scale is more than the amount arrived at per (i) above, the pay shall be fixed at the minimum of the revised pay band/pay scale. The initial fixation has not been granted in many places with wrong notion that the initial pay is pertaining only to the direct recruitments and not for others. Suitable clarificatory orders may please be issued to rectify the mistakes in the pay fixation.

2. Item No. 122/135: - Irregular objections raised by ICIR in the Date of increment and ordering recoveries: - The ICIR party in many places had raised an objection about the grant of increment on 01.07.2006 stating that one did not completed the qualifying service of six months in between 01.01.2006 to 30.06.2006 he is not entitled for increment on 01.07.2006 even through he had completed six months service from the date of last increment he draws in 2005 and revised his date of next increment to 01.07.2007. This is highly irregular.Accordingly to RP Rules 10, one period of six months should be taken from the date of his last increment to 30.06.2006 and not for the six monthly period from Jan 06 to June 06. Suitable clarifications set aside the irregular objections being by the ICIR party.Clarifications1. Attention is drawn to Rule 13(i) and Rule 7(A) (II) of CCS (RP) rules, 2008 for fixation of pay.2. As per Para 10 of CCS (RP) Rules, 208, there will be a uniform date of annual increment viz: 01st July of every year. Employees completing 6 months and above in the revised pay structure as on 01st July will be eligible to be granted the increment Ministry of Finance, Department of Expenditure vide OM No. 1/1/2008-IC dated 13th September 2008 clarified that all Government servants who earned their last increment between 02.01.2005 and 01.01.2006 would get their next increment on 01.07.2006. In accordance with the provisions of Sub Section (1) of Section 22 of the Industrial Disputes Act, 1947, we hereby notify that all the Postal/RMS/MMS/Administrative & Postal Accounts Employees and the Gramin Dak Sewaks will observe one day General strike on 07.09.2010. Charter of Dmands

1. Price rise of essential commodities to be contained through appropriate corrective and distributive measures like universal Public Distribution System and containing speculation in commodity market

.2. Concrete proactive measures to be taken for linkage of employment protection in the recession stricken sectors with the stimulate package being offered to the concerned entrepreneurs and for augmenting public investment in infrastructure.

3. Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.

4. Steps to be taken for removal of all restrictive provisions based on poverty line in respect of eligibility of converge of the schemes under the Unorganized Workers Social Security Act 2008 and creation of National Fund for the Unorganized Sector to provide for a National Floor Level Social Security to all unorganized Sector workers including the contract/casual workers in line with the recommendation of National Commission on Enterprises in Unorganized Sector and Parliamentary Standing Committee on Labour.

5. Disinvestment of shares of Central Public Sector Enterprises (CPSEs) is not resorted to for meeting budgetary deficit and instead their growing reserve and surplus is used for expansion and modernization purpose and also for revival of sick Public Sector Undertakings.

6. Fill up all vacant posts and lift the ban on recruitment and creation of justified posts.

7. Stop outsourcing/contractorisation of Governmental functions

8. Regularise all Gramin Dak Sevaks daily rated workers/employees. Remove the ceiling on compassionate appointments; end the discrimination in the bonus ceiling of GDS employees

9. withdraw PFRDA bill and extend the statutory defined benefit pension scheme to all Government employees

10. Guarantee right to strike as a fundamental right of employees.

ONE DAY ALL INDIA GENERAL STRIKE ON 7th SEPTEMBER,2010

Dear Comrades,

The meeting of the National Federation of Postal Employees & All India Postal Extra Departmental Employees Union held at New Delhi on 12th August,2010 resolved to conduct joint nation wide campaign amongst the Postal, RMS, MMS, Postal Accounts, Postal Administrative Employees and GDS Employees to participate in the nationwide one day strike on 7th September, 2010 decided by the Central Trade Unions, State and Central Government Employees Organisations, Banks, LIC, College and school Teachers Organisations etc in a joint national convention held at New Delhi on 15th July 2010 in protest against unprecedented price rise of essential commodities, violation of trade union rights, ban on creation of Posts, contractorisation, outsourcing and privatization, Regularisation of Gramin Dak Sevaks and Casual Labourers fundamental trade union rights etc. The Charter of Demands and copy of Strike notice is attached herewith for your campaign.We would call upon all Circle/Divisional and Branch Secretaries of NFPE and GDS Union immediately to hold joint meetings at all offices and ensure participation of all staff and make the 7th September, 2010 strike a grand success.We are having the moral responsibility to raise our voice and record our concern against the onslaughts unleashed on working class and we are wholeheartedly participating in the nationwide strike organised on 07.09.2010. The first Federal Secretariat meeting after the 8th Federal Council of NFPE is held on 12.08.2010 at NFPE office New Delhi under the Presidentship of Com. K. K. Sharma, (R-4), Vice President, NFPE. 1. 2010 September 7th One day All India General StrikeThe meeting fully endorsed the decision of the confederation of Central Government Employees and workers to join the All India General Strike on 07.09.2010, as per the call given by Nine Central Trade Unions, Central and State Government Employees Federation & Teachers federations, Bank, LIC, BSNL and other public Sector employees. In addition to the first five demands which are common to all working class, another five demands of the Central and state Government Employees are also added to the Strike charter.The following are the strike charter of demands: -Charter of Demands1. The meeting unanimously decided to make the strike a grand success. Campaign programme of the All India Leaders are enclosed herewith. All Circle Secretaries of each Circle Should consult each other and jointly make arrangements for the conduct of the meetings which will be attended by the All India Leaders/office bearers. Copy of the strike notice signed by Secretary General , General Secretaries of all affiliated unions and GDS Union is enclosed herewith Meeting decided that all general Secretaries shall also issue separate Circulars to their Circle/Divisional/Branch Secretaries emphasizing the need to make the strike a total success. Intensive campaign like general body meetings, conventions, office-to-office squad work, issuing of bulletins and pamphlets etc is to be conducted.

2. National Executive of the Confederation of Central Government Employees and workers held at New Delhi on 11.08.2010, has chalked out the following campaign programmes for making the strike a grand success in the Central Government Employees Sector.(i) To organize joint conventions at all state capitals and other important places under the auspices of the State Units of the Confederation, All India State Government employees Federation (AISGEF) and All India Defence Employees Federation (AIDEF).(ii) Confederation will serve strike notice on 13.08.2010. All affiliates and their units shall serve the strike notices on their respective Heads of Department/Office by 20th inst.(iii) Confederation CHQ will prepare campaign material in the form of brief note on each of the demands in the charter and place the same on its website. www.confederationhq.blogspot.com (All are requested to download it and translate it into their local language and use it effectively as a campaign material)(iv) Demonstrations will be organised at all state capitals and other regional centers jointly by all participating affiliates on 6th September 2010.As NFPE is the major constituent of Confederation it is our responsibility to take the lead in organizing the campaign programmes by extending our fullest cooperation to the state/district units of Confederation. We should also ensure that the strike is total in the Postal and RMS offices in all circles and throughout the country. Please take it seriously and start campaigning now itself.

3. Review of the deferred Indefinite strike from 13th JulyThe Federal Secretariat after detailed deliberations came to the following conclusions;(a) In many circles the compaining for the strike was not conducted in an effective manner. This should be examined self-critically by all concerned and remedial measures shall be taken to avoid recurrence of such lapses in future.(b) The strike settlement is satisfactory. The Federal Secretariat appreciated the positive approach shown by the Secretary, Department of Posts, in settling some of the major issues in the Charter of Demands.(c) The progress made in respect of the assurances given by the Secretary (Posts) is satisfactory and Federal Secretariat authorised the Leadership to ensure time bound follow up action. Department has already initiated action for filling up of Posts, convening JCM Departmental Council, Constituing the cadre restructuring committee, getting clearance from Ministry of Finance for the Annuity Pension Scheme of Gramin Dak Sevaks etc etc.

4. JCM Departmental Council Meeting:The Department has notified that the JCM Departmental Council Meeting will be held on 27.08.2010. the items (total 116 items) notified for discussion are available in the NFPE Website (www.nfpe.blogspot.com). Ten representatives from NFPE and four from FNPO is the composition of the staff side in the JCM Departmental Council.The Federal Secretariat decided to collect information from all Circles Secretaries whether the JCM (Regional Councils) has been constituted in their Circle, if not the reason thereof and raise the issue in the JCM Departmental Council and request the Secretary, Departmental of Posts to take action for ensuring regular holding of the JCM Regional Council Meetings also in all Circles. If the non-constitution of the JCM (RC) is due to any dispute among the affiliates of NFPE, then the Federal Secretariat authorised the Secretary General to convene a meeting of all Circle Secretaries of that Circle and resolve the issue amicably.5. Cadre RestructuringThe department has issued orders constituting the cadre restructuring committee under the chairmanship of DDG Establishment. Com. K. V. Sridharan, General Secretary, P3 and Com. Giriraj Singh, General Secretary, R3 are nominated as the representatives of NFPE in the cadre restructuring Committee. The Federal Secretariat authorised the NFPE representatives to demands the cadre restructuring of all cadres including PA/SA/PA (CO)/PA (SBCO), Postmen, Mailguard and Multi Skilled Group – C etc in the first meeting of the Committee and thereafter take further action.6. Mail Net Work optimization programmeThe Federal Secretariat reviewed the view points presented by Secretary Department of Posts in the meeting with the staff side on 15.07.2010 regarding Mail Network optimisation programme and after detailed deliberations it is decided that we need not oppose the Scheme subject to the condition that there should not be any privatization, outsourcing and closure of RMS offices and violation of the agreements already reached with the staff side. Any excesses as in the case of project Arrow will be opposed when the scheme is put into practice. Our apprehension regarding the Mckinsey has been conveyed to the Department during the 15th July meeting. The assurance of the Secretary Posts, that while implementing the Scheme frequent consultation with the staff side will be made at all levels and they will be taken into confidence is to be implemented in letter and spirit by the Department.7. Decisions of the 8th Federal Councis of NFPE and follow up action.The Federal Secretariat took the following decisions for strengthening the organizational functioning and unity.(a) In all Circles Postal Coordinating Committees are to be formed in a phased manner.(b) State Level Trade Union Camps should be organised in all Circles(c) NFPE Unions should take the lead for forming state committees of confederation of Central Government Employees and workers and shall strive hard to strengthen the unity and organizational work among the affiliates of confederation.(d) State/District level women convention (NFPE) are to be convened for creating awareness among women employees for active participation in Trade Union activities.(e) Postal Casual labourers Union should be formed in all circles in a phased manner and holding of All India Convention will be decided in the next Federal Executive meeting.(f) Decided to conduct an All India study Camp of under the banner of NFPE before December 2010. The All India office bearers of NFPE and affiliated unions, Circle Secretaries of each affiliates and some active workers shall participate in the All India Study camp. Venue, dates etc will be decided later.8. Foreign Delegation by India Post to Royal Mail LondonDepartment has informed that a foreign delegation to Royal Mail, London will arranged in September 2010. There will be five representatives from NFPE (SG, GS P3, GS P4, GS R-3, GS-R-4) in the delegation.9. Postal CrusaderFederal Secretariat decided to explore the possibility of accepting advertisements from P&T cooperative Societies etc for publication in Postal Crusader.10. Financial ReviewIt is decided to request all affiliates to ensure remittance of full quota to Federation and take necessary follow up action in this regard.11. All India Conference of All India Postal Accounts Employees Association (AIPAEA) will be held at New Delhi from 14th to 17th August 2010.12. All India Conference of All India Postal Employees Union Group ‘C’ will be held at Pune from 8th to 10th January 2011.

The National Executive of the Confederation met today as scheduled; discussed the steps to be taken to ensure large participation of Central Government employees in the impending strike action of 7th September, 2010 organised by the joint platform of Central Trade Unions and Federations of employees and took the following decisions.
(1) To organise joint conventions at all State Capitals and other important places under the auspices of the State Units of Confederation, AISGEF and AIDEF. The tentative dates on which the conventions will take place at different places are indicated in the joint communication, copy of which is enclosed;
(2) The charter of demands on which the Strike will be organised is enclosed. (The suggestions made by the participants and accepted at the meeting arte incorporated)
(3) The Confederation will serve the strike notice on 12th inst. And all affiliates and their units are requested to serve the strike notices on their respective of Heads of Department/Office by 20th inst. (Copy of the strike notice will be placed at the Website on 13th.)
(4) The affiliates may add as an annexure described as Part II demands which are department specific and which are pending settlement for a long time.
(5) The State Committees and affiliates will chalk out campaign programme to cover the districts and other regions.
(6) The Confederation CHQ will prepare campaign material in the form of brief note on each of the demands in the charter and place the same on its website.
(7) Demonstrations will be organised at all State Capitals and other regional centres jointly by all participating affiliates on 6th September, 2010 and the members advised to participate in the joint rally organised on the same day by the Central Trade Unions.
(8) The Confederation and its affiliates will participate in the March to Parliament programmes organised by the Central Trade Unions after the strike in pursuance of the acceptance of the demands by the Government.
(9) Confederation will take independent initiative in organising campaign and action programmes in pursuance of the common issues of the Central Government employees after the strike action.
(10)The Confederation CHQ will ensure that the Dharna programme decided upon earlier to protest against the vindictive actions in the IA & AD Department is staged in those State Capitals, which could not be organised on 5th. The National leaders will go over to such State Capitals along with the National leaders of the All India audit and Accounts Association.
(11)The affiliates will make the subscription dues pertaining to the F.Y. 2009-10 immediately.
(12)The Nationals Council of the Confederation will be held at Mumbai in December, 2010.

7th September Nation wide General Strike.

As you are aware, the Central Trade Unions, except the BMS, jointly held a National Convention at Mavalankar Hall, New Delhi on 15th July, 2010. The convention was also attended by the representative of all Federations and Associations of employees and workers. The leaders of AISGEF, AIDEF and Confederation of CGE and workers also participated in the Convention. The said convention unanimously adopted a declaration calling upon the workers and employees in the country to organize a One day General Strike on 7th September, 2010 to oppose primarily the neo-liberal economic policies of the Government of India and its impact on the working class. The copy of the declaration adopted is enclosed. The convention has decided to highlight five important issues that affects the livelihood of workers in particular and poor people of the country in general.
In the wake of the unprecedented unity of the working class of our country we have decided to ensure that every member of our organizations do take part in this historic strike on 7th September, 2010. In order to mobilize the Central and State Employees and Defence workers it is decided to hold conventions at all State capitals and other important workplaces jointly by the three organizations. The State Committee of the three organizations are requested to kindly interact and ensure that the joint convention is organized at their respective places on the dates indicated. It will be difficult to entertain any request for a change of date for it will jeopardize the schedule and affect adversely the conduct of conventions elsewhere.
It is also decided that along with the demands adopted by the National Convention of Central Trade Unions, five important issues of importance to all Government employees should be included in our Charter. The charter of demands in pursuance of which the strike would be organized is as under:- These issues may be popularized amongst the employees and may be explained at the State/District wise conventions. The State leaders of all the three organizations are also requested to organize such conventions at other important towns and cities in their respective States.
