Closure of Post Offices

Sub:  Closure of Post Offices to contain spread of Corona virus (Covid-19).

Sir,
We would like to convey our sincere thanks to you for issuing advisory and instructions to prevent spread of coronavirus (covid-19) in post offices.
But after noticing the seriousness of this fatal disease several state government e.g. Kerala, Rajasthan, Punjab, Odisha, Bihar and Delhi have declared total lockdown in the states.

          UP govt. has declared lockdown in 15 cities and districts and AP government declared lockdown in five districts?
  
Railway board has taken decision to stop operation of all passenger trains throughout the country from 22nd March to 31st march 2020. 50% of our business i.e. transmission of mail is related with Railway. When there will be no transmission of mail through railway, the work from RMS will be negligible.

When there will be no means of transport, then it will be very difficult to postal employees to attend duty in post offices.

The officers at lower level at most of the places are not making arrangements as per advisory issued from directorate.

In most of the post offices soaps, sanitizers, napkins and thermal scanners are not provided.

Honorable Prime Minister has also appealed to maintain  social distancing, but in post offices it is very difficult to maintain social distancing as some of the work like Aadhar updation and enrollment, opening of IPPB accounts, delivery of articles through mobile app are directly connected with public and thumbs and finger impressions are taken from the customers. The Postman have to go to their beats            to deliver postal articles.

In most of the post offices on the counters there are no glasses visible that may keep distance within counters PA and public.

Keeping in view above all facts and seriousness of this fatal disease caused by corona virus (covid-19) and in the national interest and in the interest of mankind, it is requested that the post offices throughout the country may kindly be ordered to be closed from 23rd march 2020 to 31st march 2020.

An early and positive action is highly solicited.

Message of PM to Nation on 19.03.2020

Prime Minister Narendra Modi on Thursday made a fervent appeal to all Indians to stay indoors as much as possible to avoid getting infected by coronavirus, saying the world has never seen a danger as grave as this.

He called for 'Janta curfew' on March 22 from 7 am-9 pm, saying no citizen, barring those in essential services, should get out of house.

"Even World War I and II did not affect as many countries as coronavirus has done," Modi said in a national broadcast.

Asking people to sacrifice "some weeks of yours, some time of yours", Modi said given that coronavirus has no cure yet, the only way to stay safe is to stay indoors.

"I request all people in country to get out of house only when it is extremely necessary, try and do all work from home," he said


केंद्र सरकार ने ग्रुप बी और सी के कर्मचारियों को निर्देश है कि 50 फीसद दफ्तर आएंगे और 50 फीसदी घर से काम करेंगे। साथ में सभी विभाग के HOD को कहा गया गया है कि वो ऐसा रोस्टर तैयार करे जिनमें आधे कर्मचारी ही दैनिक आधार पर आफिस आए। साथ में इस बात के भी निर्देश है कि जरूरत पड़ने पर कभी भी किसी भी कर्मचारियों को आफिस बुलाया जा सकता है। घर से काम करने वाले कर्मचारियों को इस बात की हिदायत है कि वो अपनी उपस्थिति इलेक्ट्रॉनिक माध्यम से आफिस को देते रहेंगे।
इसके साथ ही सभी विभागों को निर्देश दिया गया है कि मंत्रालय में आने जाने वाले हर शख्स की थर्मल स्कैनिंग हो। सैनिटाइजर की व्यवस्था हो। वृद्ध और गर्भवती महिलाओं को लोगों के संपर्क में नही आने को कहा गया है। ज्यादातर कामकाज ईमेल के जरिये होए फाइलों का आदान प्रदान कम हो। ज्यादतर मीटिंग से बचा जाए। वीडियो कॉन्फ्रेंसिंग का ज्यादा इस्तेमाल हो। केंद्रीय सचिवालय कर्मचारी संघ के मुताबिक अगर जरूरी हो तो कर्मचारियों को अल्टरनेट व्यवस्था के तहत मंत्रालय में बुलाया जाये। सिर्फ बजट सेशन और अति महत्वपूर्ण मंत्रालयों में शिफ्ट में कर्मचारियों से काम कराया जाय।

इसके अलावा दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने सभी दिल्लीवासियों से घर से काम करने का आग्रह किया है, ताकि जहां तक हो सके शहर में कोरोना वायरस के फैलाव को नियंत्रित किया जा सके। दिल्ली सरकार ने साथ ही सभी शैक्षणिक व गैर-शैक्षणिक कर्मचारियों के लिए स्कूलों को बंद करने का निर्देश दिया। मुख्यमंत्री ने ट्वीट कर कहा, "मैंने दिल्ली में सभी स्कूलों, कॉलेजों, विश्वविद्यालयों को छात्रों व कर्मचारियों के लिए पूरी तरह बंद करने का निर्देश दिया है।" उन्होंने कहा, "बोर्ड परीक्षाओं समेत सभी परीक्षाएं 31 मार्च के बाद ही होंगी। मैं दिल्लीवासियों से जहां तक संभव हो, घर से काम करने का आग्रह करता हूं।"
