The WFTU has issued the following statement on 03 Aug 2015:

The World Federation of Trade Unions (WFTU) that represents more than 92 million workers all over the world expresses its strong solidarity with our class brothers and sisters of India, who prepare a National General Strike for September 2nd.

During the last years India has met great financial rise. It is member of BRICS, has nuclear arsenal and space program. But this financial boom is not a benefit for most of the one billion people of India. Skyscrapers are built next to the slums. Extreme wealth is gathered next to starving people. While the rich become richer, the wretched are once more the victims. The growth of the capitalist economy is always based on the escalation of the exploitation of the working class.

Today that India and its bourgeois political forces take pride on the economic and military strength of the Indian Nation; the vast majority of the people live the contradiction of pauperization.

In these conditions the struggle and the demands of the Trade Union movement of India is just. The WFTU affiliates in India have been preparing this strike for months, showing the determination and the will of the class forces to mobilize the great force of the working people. The success of the National General Strike in India, on September 2nd will be a success for the working class of the world.

Especially this year, when the WFTU celebrates its 70th Year Anniversary, we would like to highlight the historic contribution of the class trade union movement of India to the World Federation since its foundation. It is a fact that without the struggles and the contribution of the trade union movement of India, the international class trade union movement would not be the same.

The WFTU expresses its internationalist support and solidarity to the struggle of its Indian brothers and calls all trade union organizations of WFTU to stand in solidarity with the National Strike of the Indian working class.

Long Live International Solidarity! Long Live the class trade union movement of India! All success to the National General Strike of September 2nd!







            The Section 23 of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 casts the responsibility on the appropriate Government to monitor the implementation of this Act and maintain data on the number of caes filed and disposed off and there is no centralized mechanism to collect such data.

            However, the National Crime Records Bureau (NCRB) has started collecting data under insult to the modesty of women (section 509 of IPC) at office premises and other places related to work since 2014. A total of 57 cases were reported at office premises and 469 cases were registered at other places related to work during 2014.

            The Ministry of Women and Child Development had issued advisories to all States/UTs Government on 23rd December, 2013 and 27th October, 2014 to ensure effective implementation of the Act. The Ministries/Departments in Government of India have also been advised to ensure the compliance of the Act time to time.

            Further, the Ministry of Women and Child Development has taken up the matter with the Ministry of Corporate Affairs for the constitution of Internal Complaints Committee (ICC) in accordance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 as a mandatory disclosure under the Companies Act, 2013.

            Moreover, the Associated Chambers of Commerce & Industry of India (ASSOCHAM), Federation of Indian Chambers of Commerce and Industry (FICCI), Confederation of Indian Society, Chamber of Commerce & Industry (CCI), and National Association of Software and Services Companies (NASSCOM) have been requested to ensure effective implementation of the Act amongst their members in private sector.

            This information was given by the Union Minister of Women & Child Development, Smt Maneka Sanjay Gandhi in reply to an unstarred question in Lok Sabha today.

Grant of Transport Allowance to Central Government employees

Finance Ministry issued orders regarding the revised rates of Transport Allowance to Central Government employees as per Census 2011 with effect from 1.4.2015. The re-classification of cities/towns are specified in the list attached as Annexure.

Subject:- Grant of Transport Allowance to Central Government employees

Reference is invited to Ministry of Finance, Department of Expenditure O.M. No.21(2)/2008-E.II(B) dated 29th August 2008 regarding grant of Transport Allowance to Central Government employees, consequent upon implementation of the recommendations of the Sixth Central Pay Commission (6th CPC).

2. The Government has since considered the re-classification of cities/towns/localities as per Census-2011 (population criteria) for the purpose of Transport Allowance. Accordingly, the President is pleased to decide the revised classification of cities, towns and localities, for the purpose of grant of Transport Allowance at higher rates to Central Government employees, as per Annexure-1.
Therefore, the table below Para ‘1’ of O.M. dated 29.08.2008 stands partially modified as under :-

The revised classification of cities/towns/localities for the purpose of grant of Transport Allowance shall take effect from 1st April, 2015.

4. The orders will apply to all civilian employees of the Central Government. The orders will also be applicable to the civilian employees paid from the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defense and the Ministry of Railways, respectively.

5. All other conditions mentioned in Department of Expenditure O.M. No.21(2)/2008-E.II(B) dated 29.08.2008 shall remained unchanged.
6. In so far as the persons working in the Indian Audit and Accounts Department are concerned, this Order issues in consultation with the Comptroller and Auditor General of India.

2015 SEPTEMBER 2nd ALL INDIA STRIKE - COPY OF THE CONFEDERATION STRIKE NOTICE

Subject: -Verification of membership for  recognition of Service Association under CCS (RSA) Rules, 1993 — Instructions  regarding.

Department of Posts      No.13/01/2015-SR                         Dated: .5th August , 2015

In continuation to this Department`s letter of even number dated 9th June, 2015 and 23rd June, 2015 on the subject mentioned above  it is informed that in order to ensure transparency and fairness and look into the complaints  relating to the verification process it has been decided  to constitute a  three member Forum. The said Forum shall be consist of the following:-

1.    DPDS (HQ)                                                                Chairman
2.    APMG Staff or APMG (Vigilance)                                   Member
(to be decided by CPMG)
3.    Asstt. Director (dealing with Union                               Member
Matters) or Director (Legal) or Asstt.
Director (Investigation ( to be decided by

The details of the Forum so constituted will be circulated to all concerned by 7th August, 2015 under intimation to the Directorate. In view of the same the following modifications/additions have been incorporated in the process.

i)             Last date for submission of complaints from individual employees to Divisional Head/DPS (HQ) has been extended to 21-08-2015. All complaints received on or before 21-08-2015 shall be examined by the Divisional superintendent and sent with a report to the Forum. IN case the complaint is against the Divisional Head the same shall be directly sent to the        concerned circle.
ii)            The Divisional Head will investigate the complaints and furnish a report alongwith course of action to independent Forum headed by DPS (HQ) on or before 11-09-2015.
iii)           The forum will take a final decision with the approval of CPMG  about the course of action to be taken on or before 30-09-2015.
iv)           IN CASE THE COMPLAINT ARE OF SERIOUS NATURE WHICH WARRANT REVERIFICATION IN A PARTICULAR DIVISION/Region, the same may be referred to Directorate alongwith a detailed report by the Forum and reasons for the recommendations.
v)            In view of the above changes,  Drawing & Disbursing Officers will start making monthly recovery from the employee out of their salary for the month of October, 2015 payable on 31-10-2015.
vi)           Recovery of subscription in respect of Service Associations on the basis of old authorization will made till September, 2015 salary (payable on 31-09-2015)
vii)          Divisional Head will ensure that all work relating to verification and its compilation and complaints redressal is completed by 06-11-2015 and reported to Head of Circles.
viii)         The Head of Circle will send the consolidated statement to SR Section, Department of Posts by 18-11-2015.
1.         Any laxity will be viewed seriously.
2.    All Heads of Circles /Postmasters General are requested to give vide publicity to this communication.
3.    This issues with the approval of competent authority.

Government of India has started a RTI online web portal whereby Right to Information (RTI) applications can be filed online by Indian citizens, including those who are living abroad. The detailed procedure in filing of on-line RTI application is as under:


An Indian citizen can file RTI application online through RTI online web-portal, having Uniform Resource Locator (url) www.rtionline.gov.in. The prescribed fee for RTI application can also be paid online through a payment gateway of State Bank of India by way of internet banking of State Bank of India and its associate banks and by using Rupay card, debit/credit cards of Master/Visa. This facility at present is available for 431 Public authorities of Government of India.

All the States have been requested vide this Department’s letter dated 3rd December, 2013 to explore the feasibility of implementing online RTI in their respective States. National Informatics Centre (NIC) has been requested to provide technical support such as software and source code to the State Governments who desire to replicate the web portal for online filing of RTI applications at state level.


This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Jyotiraditya M. Scindia and Adv. Joice George in the Lok Sabha today.

VERIFICATION OF MEMBERSHIP FOR RECOGNITION OF SERVICE ASSOCIATION UNDER CCS (RSA) RULES, 1993- INSTRUCTIONS



REPORT ON NCCPA NATIONAL CONVENTION OF CG PENSIONERS AT HYDERABAD on 31st July, 2015

A GRAND SUCCESS

            The National Convention of CG Pensioners organised by the NCCPA and hosted by the Telengana State Pensioners & Retired Persons Association in Sundarayya Vignana Kendra at Hyderabad was presided over by Nagpur CGPA leader Comrade Daktod. Comrade Prabhakar Nair leader of the host organisation welcomed all participants. Large number of delegates from several states participated in the convention including three women delegates. AIPRPA's participation was significant with 100 Delegates from 8 States including two women delegates from Kerala. 

            Comrade A.K.Padmanabhan CITU National President inaugurated the convention with his remarkable speech covering the international and national attacks on working class including the Pensioners and Senior Citizens under the neo-liberal policies and the need to unite to carry forward the struggle against these policies. He also narrated the importance of 2nd September strike by all sections of working people in India. 

            Comrade Shivgopal Mishra the General Secretary of AIRF and the Patron of NCCPA delivered his special address. His speech covered the important issues before the Pay Commission including that of the pensioners and the need to go on strike from 23rd November. He also pointed out the privatisation spree of the Central Government and he warned that the indefinite strike of November will be preponed without any notice if the Government tries to implement the privatisation of Railways as per the recommendations of Dr.Bibek Debroy Committee. 

            Comrade Pathak President of the AIDEF also narrated the issues before the CG Employees and Pensioners and the policies of the GOI that are aimed at supporting the Corporates and MNCs. He urged for united struggle of all to meet the dangers.

            Comrade KKN Kutty President of Confederation of CG Employees delivered his special address and pointed out that all should understand the political game of the Government and should be ready to counter it effectively. He touched the issues of Pensioners but called for a larger unity of all pensioners and employees to successfully meet the situation. 

            Comrade Pavitra Ranjan Chakraborti the Officiating SG of NCCPA presented the Draft Declaration of the Convention and addressed on the important points in the Declaration. 

            In the afternoon session Comrades K.G.Jayarajan GS AIBDPA; K.Ragavendran GS AIPRPA; P.C.Nair GS Para-military Pensioners Association; and many other leaders also addressed the session and covered the Draft Declaration presented before the house by the Secretary General and suggested several improvements and modifications. 

            Delegates representing the Affiliated organisatins of NCCPA deliberated on the Draft Declaration and all supported the Draft Declaration and suggested some improvements. 

            The Convention came to an end with the summing up speech of the Secretary General. The Convention has taken important decisions including to organise solidarity action by Pensioners in support of 2nd September Strike in all places according to local conditions; solidarity programmes to CG Employees strike from 23.11.2015; continuous campaign programmes and conventions for popularising the demands of the Pensioners as finalised by the Convention; taking steps for meeting the situation by all Pensioners Organisations unitedly after the submission of recommendations of 7th CPC etc. 

            The National Convention was a grand success and all participants have returned with enthusiasm and determination. Some Photos of the Convention are placed below:
