Subject:- Postponing the implementation date of PNOP.

Respected sir,

                     Kindly refer to the  meeting held  on 28-05-2018 on PNOP and calling suggestions on PNOP. Staff Side R-III CHQ has submitted the suggestions vide its letter of even number dated 27-06-2018  (Copy enclosed). Now it is learnt that Department has issued orders to implement the PNOP w.e.f. 17-08-2018. In this regard we submit the following for consideration:_

1.   It is very sorry to inform that not a single suggestion given by the Staff Side has been  accepted by the Department and also the Administration has also not  clarified all  the points/anxiety raised by the Staff Side.

2.   No discussion was held at Circle /Regional level for selection of L-1, L-2 hubs and mail arrangements. Due to unscietific selection of hubs without considering geographical situations, large scale back routing and accummulation in L-1 hubs will be resulted.

3.   Sufficient space and other infrastructure facilities has not been provided in earmarked parcel hubs.

4.   The problem  due to the CSI role out is not settled,  in addition to that implementation PNOP without providing the minimum requirements will create more difficulties to the staff and lead to public criticism.

                  Therefore due to above reasons we would request you to kindly postpone the implementation of PNOP from 17-08-2018.
