Dear Comrades,
Inspite of efforts by NFPE/POSTAL JCA till date neither specific orders are  issued nor funds released by DIRECTORATE for payment of revised wages & arrears from 1-1-2006 and other issues are pending. it is decided by POSTAL JCA to launch programme of action for settlement of the demands of casual labour along with other demands of regular employees which was already published in websites of unions.
In addtion to the programme of POSTAL JCA it was decided to collect signatures of casual labour on memorandum and submit the same in December. copy of the memorandum is published in the website of NFPE and other all india unions website.
All the circle/ divisional secretaries are requested to collect signatures of casual,part time contingent, daily rated mazdoors and contract workers working in your division on six copies of memorandum and the same may be sent to the address given below before 31ST JANUARY 2017 so that the same will be submitted to all concerned.

C]  AFTER CONDUCTING SIGNATURE CAMPAIGN THE MEMORANDUM WILL BE SUBMITTED TO HONURABLE PRIME MINISTER,CHIEF JUSTICE OF SUPREME COURT, CHAIRMAN, NATIONAL HUMAN RIGHTS COMMISSION, LOKSABHA SPEAKAR, DURING THE BUDGET SESSION OF PARLIAMENT IN FEBRUARY.
D]     TO SUBMIT THE MEMORANDUM TO HON’BLE COMMUNICATION MINISTER BY TAKING APPOINTMENT TO MEET HIM.
 ALL ARE REQUESTED TO IMPLIMENT THE PROGRAMME WITHOUT FAIL. ALL GENERAL/ CIRCLE/ DIVISIONAL SECRETARIES OF NFPE AFFLIATED UNIONS TO GUIDE AND ASSIST CASUAL LABOUR IN IMPLIMENTING THE PROGRAMME.

This is with reference to Ministry of Finance, Department of Expenditure OM No.25(30)/E.Coord/2016, dated 17th November 2016 regarding release of Part Salary in advance amounting to Rs.10000/- form the salary for the month of November 2016 in the form of Cash Pay-out to all Non Gazetted Employees of Central Government. Also refer your office letter dated 11.11.2016 which mentions that Government Departments may be allowed to draw cash beyond the stipulated limit of Rs.10,000/- in exceptional cases only on production of evidence justifying their cash requirements in writing.

Necessary instructions may please be issued immediately to all the banks in view of the Ministry of Finance OM dated 17.11.2016 referred above to enable Govt. offices to release advance salary as per above mentioned OM.
