Dear Comrades,

                   As you know that the 30th  All India Conference of AIRMS & MMS Employees Union Group `C` was held at Tirupati from 15th to 18th June, 2014 under the Presidentship of Com. S.K. Bardhan President, CHQ R-III. Near about 1200 delegtes and visitors from different corners of the country participated. All the circle Secretaries except H.P and and all CWC members attended the Conference.

                   The Reception Committee has made nice arrangements for boarding and lodging. CHQ congratulates and warm greetings to the Reception Committee.

                   Com. K.K.N. Kutty, President Confederation of C.G. Employees and Workers inaugurated the Conference. Chairman Reception Committee  Sh                         Verma delivered welcome speech. The Conference was addressed by Com. K.V. Sridharan Ex G/S , Sh G.N. Reddy M.L.C. Tirupati , Com. G.O. State Secretary AITUC on 15th June, 2014. Com. D.K. Rehate Ex President NFPE inaugurated the Subject Committee on 16th June, 2014. Subject Committee was addressed  by Coms. R.N. Prashar ASG, NFPE, Nageshwar Rao G/S COC A.P., R. Seetha Lakshmi G/S P-IV, P.Suresh G/S R-IV, P.Panduranga Rao G/S GDS (NFPE), P.Mohan G/S P.T.C.L., R.Shivnarayana, President P-III, Nagabhushanam Working Chairman PTCL& Es C/S R-III A.P., and other leaders. Com. C.C. Pillai EX S/G NFPE & G/S R-III Released  video `CD` and delivered  lecture on Com. K.Adinarayana death anniversary on 17th June, 2014. More than 71 delegates including Circle Secretaries and CWC members participated in the delebrations.

                   On the basis of the delebrations, the 30th AIC adopted Resolutions  which were published in the “RMS Worker” July, 2014  issue and took the following decisions:- 

CALL ATTENTION DAY TO SAVE RMS & MMS

Phased programme with dates and period:-

The program  will start from 1st week of July 2014 and will be culminated 3rd week of august 2014
Branch level programme from 1week of the  July 2014 to be ended with in the 18th July 2014.

Badge wearing /group meeting /jata /public place meeting etc highlighting the problems faced by the RMS & MMS Employees.

Divisional level  programme  starting from the 20th July,2014 to be ended the 30th  July 2014.

One day long Dhrana at Divisional level with a proper attention submitting a memorandum.

Addressed to CPMG /PMG through Divisional head for early settlement of  the problem faced by the staff .

Regional level program will start from the  2nd week of August and to be ended with in 18th August 2014 by holding Dharna/ Demonstrations.

Circler Level programme will be held on 22nd August, 2014 (Friday) holding day long Dharna at Circle Offices. .

All the leaders/ Circle Secretaries affiliated of NFPE may be requested  to attend the programme at Circle level

The date of program from Branch level to Regional PMG level may be fixed up by the Circle Organisation intimating to the Central Headquarter
All the Circle Secretaries are requested to prepared their rank and file to metalize the program in a serious manner.

CHARTER OF DEMANDS/MEMORANDUM


  1. Request the administration to provide required facilities for proper functioning of works - good quality of computers, scanners, Printers, UPS in the Speed Hubs, Parcel Hubs, CRCs etc to improve the efficiency and to minimize the difficulties faces by the staffs.
  2. Stop harassment to the official in the name of new norms introduced unilaterally with CRCS and SPCC etc.
  3. Stop the move to dismantle the MMS and out sourcing MMS Drivers. Fill up all the vacant post of Drivers, Artisans, cleaners, AMM, Manager and Dy. Manager and other category of staff in MMS.
  4. Demand timely repaired and maintenance of RMS and MMS Building and request to provide the working & hygienic atmosphere.
  5. Demand replacement of condemn vehicles; sanction justified posts of Drivers, Artisans etc for smooth functioning of mail movement.
  6. The all SPCC Hubs throughout the country should be under the control of SSRM/SRM (under RMS Division) as the SPCC is the part of RMS.
  7. All L2 offices should be identified as intra circle Hubs (ICSH) to avoid back routing of articles.
  8. Bring all BPCS Speed posts centres, logistic posts centres etc under RMS Dn. and to Post LSG, HSG –II & HSG – I as In-charge considering the work load of the offices.
  9. Revise the wages of Part-time/contingent employees & DRM. Stop outsourcing of the work done by the Part time/Contingent and DRMs.
  10. Demand withdrawal of collective responsibility for the loss & misspent of the articles and bags.
  11. Request to frame clear norms for processing Speed Post/CRC/Parcel without any ambiguity and considering the practical feasibility.
  12. R.P. Sorting should not be merged with Parcel Shorting to avoid loss of revenue, Trace & Track should be arrange separately in R.P. Shorting. Ignoring the volume, size of parcels a good number of parcel are being booked causing trouble in transhipment. Staffs are engaged with parcel work in particularly the lady official facing hardship in dealing. Fix norms ins size, weights etc and all essential part to be take care off.
  13. Demand for introduction of scientific schedule in MMS stop the harassment of staff related with the schedules particularly the drivers and Mail Guard Cadres.
  14. Demand for budgetary of allotment of fund in medical heads, so that the claims for the treatment can be settled. The scarcity of fund is a cause for which the sufferings are increasing day by day.
  15. Supply of 40 Seated Railway Bogies. It is a regular harassment on the part of our staff. It is requested to take up the case at the appropriate label with the Railway Authority so that the matter can be settle for smooth Mail movement one end to others.
  16. Stop vindictive attitude by the authority as various levels. Attitude of the authority towards the unions antagonise the staff at all level. Some officers don’t follow the rules and refused for holding formal meeting and informal meeting with the service union. Punishment is being awarded to the representative of the service and the staff on trade union activities. Urges for proper instruction to correct the tendency and all kind of function to be ensure at all level maintain the transparency as the Departmental rules.
  17. Stop abolition/ merger of offices – violation of the agreement are occurred at various circle level stop this process without any delay urges for open mind discussion before taking final decision.
  18. – 20) These three agenda can be adopted by the respective circles as per urgency of the organisation at their circle level intimating to the central H.Q.



NATIONAL SECRETATIATE MEETING OF CONFEDERATION:- National Secretariat Meeting of Confederation will be held on 17th July, 2014 in New Delhi to discuss 7 CPC related issues and 15 Points Charter of Demands and future course of action.

NFPE FEDERAL EXECUTIVE:- Federal Executive Meeting of NFPE will be held on 21st August, 2014 at Ongole (AP) to discuss 7 CPC & related issues,  15 Point Charter of Demands of Confederation, future course of action and Pending Postal Problems.

P-IV CWC REPORT:- The Central Working Committee Meeting of AIPEU  Postman and Group `MTS` was held at Nellore (AP) from 28th June, 2014 to 29th June, 2014 under the Presidentship of Com. V.K. Saha President CHQ.
  SK Humayun Ex President & C/S P-IV AP Circle delivered the Welcome speech and welcomed all guests, CWC members with Momento.
Com. M. Krishnan S/G NFPE & Confederation inaugurated the CWC on 28th June, 2014 at 11.00 AM and elaborately spoke on Postman Cadre problems, Memorandum relating the  issues Postman & MTS and common memorandum of C.G.Emp. which will be submitted to the 7 CPC.
