Subject:-Hunger Strike/Agitation against the unilateral orders to close the night sets of Eluru RMS and Rajhamundry RMS in A.P.Circle.



Respected Madam ,



It has been intimated by the Circle Unions of Andhra Circle that on 26-08-11, PMG Vishakhapatnam unilaterly ordered closure of night sets of Eluru RMS and Rajhamundary RMS with immediate effect without taking into confidence or consulting the Unions. No mailarangements and staff arrangement has been ordered.



Incoming mails are processed in thre night sets so that they may be delivered next day. This action will delay the mails by 24 hrs. Against this delay and issuing the orders without consulting the Unions, JCA has started a hunder strike w.e.f. 27-08-2011 and also decided to proceed on mass leave.



Department in many meetings and on discussions on Charter of Demands of strike notice has assured the unions that no office/set will be merged without consulting the Unions. Inspite of so many assurances by Directorate, Circles are not following the orders of the Directorate.



This Union urgres upon you to kindly advise CPMG Hyderabad to withdraw the orders of closure of night sets to maintain congenial atmosphere in the Circle otherwise JCA may decide to go on total strike in AP Circle.

Subject:-Out Station Allowance for RMS Staff-Revised Rates.



Respected Madam ,



Kindly refer to your office Memo No. 28-2/2010-D dated 19.7.2011 regarding revision of Out Station allowance in the wake of revised DA rates recommended by 6th Central Pay Commission.



Out Satation Allowance for the RMS staff working in sections is based on the Daily Allowance given to the employees while on tour.The 6th Pay Commission recommended the Daily Allowance on the basis of Grade Pay not on the basis of post while the Out Station allowance has been revised on the basis of posts which has created confusion.



At S.NO. 5 in Para 2 of the above mentioned letter LSG SA working in the sections is to be paid OSA at the rate of Rs.31.50 for every six hrs. SAs who have got MACP-I, MACP-II and MACP-III and getting Grade Pay of Rs.2800/ to 4600/ are also working in the sections but Circles are not paying them OSA at the rate prescribed for LSG-SA (Rs. 31.50) though their grade pay is at par or more than LSG SA. These officials are at the loss. Previously TBOP/BCR SAs were getting the OSA prescribed for LSG SA.



This Union urges upon you to kindly link the entitlement of OSA on the basis of Grade Pay as in the case of Daily Allowance while on tour and pay OSA to MACP-I, MACP-II and MACP-III SAs working in the sections at the rate of Rs. 31.50 (per six hrs).
