FELICITATION OF COM. B.D.GUPTA Ex PRESIDENT  AND COM. BALI RAM Ex CIRCLE SECRETARY R-III U.P. CIRCLE WHO RETIRED ON 31-01-2019:- Was held on 31-1-2019 at HPO Agra on 10-02-2019. Coms. Giri Raj Singh President NFPE, & G/S R-III, R.N.Parashar S/G NFPE & G/S P-III, R.N.Yadav G/S Postal Officers Association attended as Chief Guests and appreciated the services of Com. B.D.Gupta President R-III and Com. Bali Ram Circle Secretary R-III who retired from Govt. service on 31-01-2019. Com. Pardeshi Lal Working President & Circle Secretary R-III, Abhishek Ojha C/S R-IV, Sanjay Dube AGS R-IV, B.P.Gupta G/S AIPRPA, M.  .P Circle, Virender  Pachori  Circle President P-III, Abhinav Kumar D/S R-III `X` Dn. and Pankaj Kumar Agarwal Branch Secretary and other leaders attended and addressed this function. More than 100 persons who were welcomed with shawl garlanded by the Reception Committee. More than 300 comrades participates in this function. Felicitation also given to them by the Staff of Varanasi RMS on 1-2-2019. They retired from Govt.Service not from Union and we hope they will continue their valuable service to this mighty Organisation.

OBSERVE COM. S. K. VYAS JI REMEMBRANCE DAY ON 13TH FEBRUARY 2019

Com. S. K. Vyasji, the legendary leader of the Central Govt. Employees and Pensioners passed away on 13th February, 2015.
Com. Vyasji was the Secretary General and President of the Confederation of Central Govt. Employees & Workers for forty years from 1967 to 2006. He was the President and Secretary General of All India Audit & Accounts Association for a long time.  He continued as the Advisor of the Confederation and also as the Secretary General of National Co-ordination Committee of Pensioners Association (NCCPA) and Bharat Central Pensioners Confederation (BCPC) till death.


Com. Vyasji has led various struggles and strike actions of the Central Govt. Employees and was in the forefront of the leadership which organised the first indefinite strike action of the Central Govt. employees after independence, in the year 1960. Com. Vyas was jailed and dismissed from service.  He played an important role in rallying the Central Govt. employees along with the striking Railway employees in the year 1974.  He was an able and uncompromising negotiator with the Government in the JCM National Council and Standing Committee.  He was responsible for many of the benefits and allowances enjoyed by the Central Govt. employees.  The cost indexation of wages was earned by the Govt. employees through the sustained struggles and efforts in 1960s under his leadership.  Confederation of Central Govt. employees and workers representing about 15 lakhs Central Govt. employees is in the forefront of the incessant struggle and strike actions organised by Indian Working Class against the neo-liberal economic policies of the Government.  Com. S. K. Vyasji’s vision and ideological clarity has made the Confederation, part and parcel of the mainstream of the working class movement in India.


               Com. Vyasji was a friend, philosopher, guide and everything for the Central Govt. Employees movement.  In the more than six decades long trade union life, Com. Vyasji endeared himself to every section of the Central Govt. Employees.  His death has caused irreparable and irreplaceable loss to all of us.  He was a great leader, symbol of simplicity, a gem of a person and a leader who is down to earth, extremely polite, kind hearted and compassionate; one of the finest human being, tallest leader, a gentle mentor and a legend.
               He is in our hearts!  His memories will be forever with us!  His long saga of struggle and sacrifice for the Central Govt. employees and pensioners will inspire the generations to come.
               The National Secretariat of Confederation of Central Govt. Employees & Workers calls upon all affiliated organisations and C-O-Cs to observe the 4th Death anniversary of Com. S. K. Vyas Ji as “S. K. VYAS JI REMEMBRANCE DAY”.

Vide GSR 89(E) - DOP's Gazette notification dated 05th Feb 2019 the following change have been made in IPO Recruitment rules.

1) Name of the Post Inspector of Posts & No of Posts 2210 (approximately) 
2) Classification General Central Service Group B Non-gazetted ministerial,
3) Level in the {Pay Matrix Level 7) Rs. 44900 -1, 42,400) 
4) Age limit for Direct Recruits. Not exceeding 30 years relaxable for SC/ST etc. 
5) Educational and other qualifications required for direct recruits-- Bachelor's Degree from a recognized University or institute. 
6) Period of probation 2 years 
7) Method of recruitment 33.34 % by direct recruitment through Staff Selection Commission and 66.66% by promotion through Limited Departmental Competitive Exam.
8) In case of recruitment by promotion- through LDC Exam officials of various grades. Minimum 8 years Departmental Service 
a) HSG II (level 6) in all offices including regular service in as LSG and PA

Office Memorandum

Subject: Reimbursement of rent to Government servants during their temporary stay (upto a maximum period of six months) in State Bhavans/Guest Houses/Departmental Guest Houses run by Central Government/State Governments/Autonomous Organizations etc.

Several references are being received in this Department seeking clarification regarding applicability of instructions contained in this Department’s O.M. No.2(25)/2004-E.II(B) dated 15.12.2011 to Central Government officials on their stay in State Bhavans/Guest Houses and also in cases where Central Government officials stay in Department Guest Houses.

2. The matter has been considered in this Department. In supersession of the instructions contained in aforesaid O.M. Dated 15.12.2011, it has been decided that the officials on their posting to the Centre and the Central Government Officials on their transfer/posting to a new station, necessitating changes of residence if they temporarily stay in State Bhavans/Guest Houses/Departmental Guest Houses run by Central Government / State Government/Autonomous Organizations etc., may be reimbursed the amount of rent paid subject to fulfillment of the following conditions:

(a) The official has applied for accommodation of his entitlement, but has not been allotted residential accommodation by the Government

(b) The concerned Guest House should be located at the place of posting of the official.

(c) The official must have stayed in State Bhavans/Guest Houses/Departmental Guest Houses run by Central Government / State Government/Autonomous Organizations etc. and submit rent receipt in support of payment of rent.

(d) Reimbursement of rent shall be admissible up to a maximum period of six months.

(e) No House Rent Allowance (HRA) shall be admissible during this period.

3. These orders shall be effective from the date of issue.

4. In so far the persons serving in the India Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.

§  नामांकन में बदलाव

§  बीमाकर्ता भारत के राष्ट्रपति की ओर से अंचल के प्रमुखों के समक्ष अपनी पॉलिसी बंधक रखकर ऋण ले सकता है, बशर्ते पॉलिसी ने बन्दोबस्ती सुरक्षा के मामले में 3 वर्षतथा सम्पूर्ण जीवन सुरक्षा के मामले में 4 वर्ष पूरा कर लिया है। समनुदेशन की सुविधा भी उपलब्ध है।

§  ऋण लेने के लिए किसी भी वित्तीय संस्थान को पॉलिसी का समनुदेशन

§  किसी के निरस्त पॉलिसी का पुनर्चलन। 6 अदत्त प्रेमियमों के बाद पॉलिसी तब निरस्त हो जाती है, अगर वह 3 वर्ष से कम समय तक चली है तथा 12 अदत्त प्रेमियमों केबाद पॉलिसी तब निरस्त हो जाती है अगर यह 3 से अधिक वर्षों तक चली है।

§  मूल पॉलिसी बॉण्ड के खो जाने, जल जाने या फटा/विकृत होने के मामले में अनुलिपि पॉलिसी बॉन्ड जारी।

CLOSING PROCEDURE IN POST OFFICE BEFORE MATURITY / DEATH OF ACCOUNT HOLDER


PREMATURE CLOSURE OF ACCOUNT 

(1) In the event of death of the account holder, the account shall be closed immediately on production of death certificate issued by the competent authority, and the balance at the credit of the account shall be paid along with interest till the month preceding the month of premature closure of the account , to the guardian of the account holder. 
(2) Where the Central Government is satisfied that operation or continuation of the account is causing undue hardship to the account holder, it may, by order, for reasons to be recorded in writing, allow pre-mature closure of the account only in cases of extreme compassionate grounds such as medical support in life threatening diseases, death, etc.
Parent or Guardian is unable to continue the account in the event of death of account holder

As per the scheme, the account would mature after 21 years from the date of opening of the account and a partial amount of not more than 50% can be withdrawn after the girl attains an age of 18 years either for the purpose of higher education or marriage.
