APPEAL FROM DEPARTMENT OF POSTS

EXTEND FULL SUPPORT AND SOLIDARITY TO DEFENCE EMPLOYEES 'ONE MONTH LONG ALL INDIA STRIKE' FROM 20-08-2019 TO 19-09-2019
No.Confdn/Genl/2016 -19                                                                  dated 18th August 2019
.
EXTEND FULL SUPPORT AND SOLIDARITY TO
DEFENCE EMPLOYEES ONE MONTH LONG  ALL INDIA STRIKE
FROM 20.08.2019 TO 19.09.2019.
Dear Comrades ,

As already communicated in Confederation's circular dated 01.08.2019 (published in website and also sent by post to all Affiliated Organizations , COCs and National Secretariat Members), the National Secretariat of Confederation  of Central Govt Employees and Workers has decided to extend full support and solidarity to the one month long All India Strike of all Defence Employees Federations/Unions/Associations from 20.08.2019 to 19.09.2019. In addition we have published in website in August 2019 itself,  three important documents relating to Defence Employees strike including propaganda materials published by All India Defence Employees Federation (AIDEF). Unfortunately, it has come to our notice that whatsApp messages are circulated from certain quarters, as if nothing related to Defence Employees Strike is there in the Confederation website.
As already mentioned in Confederation circular dated 01.08.2019 and also in the three important documents published in website, the main demand of the strike is  "withdraw the decision of the NDA Government to corporatize/privatize Ordnance Factories"  The decision of the Govt to corporatize/privatize Ordnance Factories will adversely affect the job security of about 40000 defence employees working in these factories, as happened in BSNL after Telecom Corporatization. Further it is against the interest of our Nation also. Govt has also made it clear that in the 100 days action programme of Communication Ministry,  in addition to already formed Postal  Savings Bank Company (India Post Payments Bank) another company called Postal Life Insurance (including Rural PLI ) will be formed in Postal Sector as recommended by Task Force Committee Report. Closure orders of 12 Govt of India Printing Presses issued by the previous NDA Govt is not yet withdrawn.

In Railways also privatization of Coach/ Engine production centres , closure of all Railway Printing Presses, running of two private  (Rajadhani type) Passenger trains are included in the 100 days action programme. In the coming days more and more privatization and outsourcing/closure of Central Govt functions and Departments are going to take place as a part of "BIG BANG" reforms declared by Modi-2 Government.  The Defence Employees Federations have taken a bold and historic decision to heroically fight back the Corporitization / privatization policy of the Central Government.

Confederation National Secretariat once again calls upon all its Affiliates and State/District COCs to organize mass demonstrations in front of all Defence Establishments and at all important centres from 20.08.2019 onwards, extending full support and solidarity to the striking Defence Employees. It is also requested to extend all help to make the strike a thundering success by forming Strike Aid  Committees, organizing public meetings, protest rallies etc., jointly with Central Trade Unions and other like - minded organizations .
      Fraternally yours

M.KRISHNAN
Secretary General
Confederation
Mob : 09447068125.

WE AS NFPE ALSO EXTEND FULL SOLIDARITY & SUPPORT TO ONE MONTH STRIKE CALLED BY DEFENCE  FEDERATION FROM 20th  AUGUST TO 19th  SEPTEMBER-2019
NFPE CALLS UPON ENTIRE RANK AND FILE TO EXTEND FULL SOLIDARITY SUPPORT TO THE STRIKE OF DEFENCE EMPLOYEES TO MAKE IT A HISTORIC SUCCESS.

DEPARTMENT OF POSTS MUST LEVERAGE TECHNOLOGY TO STRENGTHEN DIGITAL INDIA-RAVI SHANKAR PRASAD

MINISTRY OF COMMUNICATIONS

Posted On: 31 JUL 2019 4:00PM

The annual Heads of Circles Conference held at Srinagar in Jammu and Kashmir from 29th to 31stJuly 2019 adopted a 100 Days Action Plan and a five-year vision to align the Department of Posts with the Prime Minister’s “New India” initiative.

The important decisions taken during the conference with participants from across the country included:

  1. Leveraging the Digital network of 1.55 lakh Post offices, including 1.29 lakh in rural areas as infrastructure to support e-Commerce, e-Governance and financial inclusion in the country.
  1. Developing infrastructure to extend the reach of the e-Commerce industry to tier II & III town as well as to rural areas by investing in 190 parcel hubs, 80 Nodal Delivery Centers and a Pan India Road Transport Network.
  1. Facilitating SME led export industry by expanding the network of Foreign Post offices and offices of exchange where in-house customs clearance facility will be available.
  1. Partnership with Common Service Centre to provide a suite of citizen centric services such as banking, remittance, insurance, DBT, bill and tax payments etc at Post offices.
  1. Opening Passport Sewa Kendras in all aspirational districts of the country as per the mandate of MEA.
  1. Consolidation of the network of 13,352 Aadhaar enrollment and updation centres in Post offices introducing flexible timings for the convenience of customers.
  1. Conducting recruitment examinations in local languages to make the departmental and Gramin Dak Sevaks work force representative and more efficient.
  1. Converting the India Post Payments Bank (IPPB) into a Small Finance Bank (SFB) to provide micro credit at the doorsteps to individuals and SME’s.
  1. Targeting the milestone of one crore accounts for IPPB in 100 days.
  1. Restructuring the Postal Life Insurance and Rural Postal Life Insurance business of the Department into a fully regulated Strategic Business Unit (SBU) registered as a company as per the requirement of IRDA.
The resolve of the Department to support the Prime Minister’s “New India” initiative was applauded by Minister of Communications,Shri Ravi Shankar Prashadin his address to the officers over a video conference. The Minister urged the officers of the Department at all levels to think to reform and perform in order to transform. In particular, he asked the Heads of Circles to leverage technology to strengthen Digital India by adopting Artificial intelligence, IOT and Cloud computing for citizen centric services. The many start-ups coming up in the country are the plus points of the nation that need to be supported and harnessed by the Postal service. Most importantly, he urged the Department to tap the rising demand for e-Commerce in rural and semi- urban India by fast tracking the access of e-Commerce participants to this emerging segment. In his concluding remarks, the Minister recalled the powerful use of the “Letter” by Mahatma Gandhi and suggested that as mark of the association of the Postal Department with the Father of the Nation, the Department should pay an appropriate tribute to him on the occasion of his 150th birth anniversary on 2nd October, 2019. SNC (Release ID: 1580841) Visitor Counter : 249
