Dear Comrades,
History has its own course. Nobody can prevent it.
The Gramin Dak Sevaks (GDS) Union was formed in the year 1999 by NFPE with the guidance and blessings of Com. K.Adinarayana, the Legendary Leader who scarified his whole life for the emancipation of GDS. But the union was hijacked by a group of persons who are totally against NFPE and thus Com. Adi and NFPE was cheated. They even prevented the GDS employees from shouting the slogan - “NFPE ZINDABAD”. They looted the GDS money in lakhs and crores. They purchased flats and buildings. All the benefits achieved by the NFPE through continuous struggle was snatched away by the Government one by one during the period from 1999 to 2011. Sufferings of the GDS increased but the ‘anti-NFPE group” could not do anything. Neros were fiddling when the Rome was burning. They continued to blame NFPE for their inefficiency. They published open letters in their journal challenging the NFPE leadership.
Through money power and muscle power this “anti-NFPE group” tried to silence all those who questioned the leadership and those protested were sent out of the union in a most undemocratic manner and adhoc-committees were appointed dismissing the duly elected bodies. Even in the earlier All India Conference, GDS delegates who contested against the leadership were not allowed to contest and were brutally attacked and thrown out from the conference hall.
It is at this juncture, the majority of the GDS delegates who attended the All India Conference held at Amaravathi decided to shape their own destiny. The new union of the GDS called “All India Postal Employees Union GDS (NFPE)” was formed on 7th April 2012 by the majority of the delegates. Thus the broken link of GDS with NFPE is restored after a long gap of twelve (12) years. Those black days are over. Once again the GDS are going to march forward under the banner of NFPE. We shall fight together for the cause of GDS. We shall fight against the Govt. which is totally unsympathetic towards the three lakhs Gramin Dak Sevaks.
In this joint struggle we shall abide by the great traditions of Com. Tarapada Mukherjee, Dada Ghosh, K.G.Bose, N.J.Iyer and Com. Adinarayana. Com: Adi, who fought many a battle for the emancipation of GDS shall be our guiding spirit and the mighty National Federation of Postal Employees (NFPE) shall be our hope and inspiration.
We shall restore the pride and honour of three lakhs Gramin Dak Sevaks. We shall unleash series of struggle including strike exclusively for realisation of the GDS demands. We shall restore our past fighting tradition and the glory of GDS.

On this occasion of launching the new website for the GDS, NFPE extend its warm greetings to the three lakhs Gramin Dak Sevaks.
Let us march ahead with determination.

MINUTES OF CADRE RESTRUCTURING OF MMS STAFF HELD IN THE CHAMBER OF PMG (BD,MKTG&TECH) O/O CPMG HYDERABAD ON 03 AND 04 APRIL-2012.

A committee comprising of following members constituted by Secretary Post vide Directorate letter No. 01/01/2011-SR dated 20.01.2012 on the Cadre Restructuring of MMS Staff met on 3.4.2012 and 4.4.2012 in the office of the Chief Postmaster General, AP Circle, Hyderabad.

2. Committee reviewed the discussions held on the cadres of Multi Tasking Staff (Technical) Artisans, Charge Hand in the previous meeting and discussed issues relating to cadre of Postal Assistants, Technical Postal assistants, Technical Supervisors, and Assistant Manager Cadres.
3. Committee discussed the existing recruitment rules of above mentioned cadres. Staff Side members placed their grievances of above cadres before the committee. It was agreed to discuss issues relating to remaining cadres.
4. Staff Side members suggested enhancing existing educational qualification of above mentioned cadres by keeping in view the changing technological scenario in the automobile field.
5. The format for preparing the committee report was agreed to.
6. Director (MV) was requested to put forth the discussed and suggested terms of reference (TOR) of the committee to Postal Directorate for approval.
7. Manager (MMS) Hyderabad was requested to compile the Data base of various cadres as per the information received from other Circles and present at the next meeting of the Committee.
8. Some of the suggestions receiving before the committee were examined and it was agreed to examine the remaining suggestions during the next meeting.
9. Director (MV) has been requested to forward the 1984 standards for organizational set up for MMS to all members of the Committee. These will be discussed in the next meeting.
10. It was agreed to discuss the issues of remaining issues in the next meeting to be held on 23rdand 24th May 2012 at 11.00 A.M.

OPENING OF NEW POST OFFICES

The Minister of State for Communications & Information Technology Shri Sachin Pilot informed Rajya Sabha today that a proposal for opening of Post offices has been received from Chhattisgarh Government during the current financial year for opening of 1927 new rural branches of Post offices at 1927 Gram Pachayat Headquarters.
Department of Posts has included it in its 12th Plan Proposal and has presented it to the Planning Commission.

GRANT OF DEARNESS RELIEF TO CENTRAL GOVERNMENT PENSIONERS /FAMILY PENSIONERS-REVISED RATE EFFECTIVE FROM 1.1.2012

Subject:-     Payment of Dearness Allowance to Central Government Employees - Revised Rates effective from 1.1.2012.

        The undersigned is directed to refer to this Ministry's Office Memorandum No.1(14)/2011-E-II(B) dated 3rd October, 2011 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced form the existing rate of 58% to 65% with effect from Ist   January, 2012.
  
2.   The provisions contained in paras 3, 4 and 5 of this Ministry's O.M. No.1(3)/2008-E-II (B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.
  
3.    The additional instalment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4.   These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.
  
5.     In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Audit General of India.

Please refer to our Circular No. Conf/No: 3/2012 Dated: 12th March, 2012 Dated wherein the National Executive of Confederation was notified to meet at Kolkata on 28th April, 2012. The venue of the National Executive meeting is “Institute of Agricultural Cooperative Management” near Didhan Nagar Railway Station, Ultadanga, Kolkata.
As per the Constitution the National Executive consists of the following members:

All State Committee Secretaries.
Chief Executives [Secretary General / General Secretary}
pf Affiliates which have more than 3,000 Members.
In our last communication, we had requested for a detailed report on the participation in 28th February Strike from both the State Committees and Affiliates. Very few have responded to the request. We therefore request you to kindly send us the report immediately by email to Confederation to enable us to compile it.
All National Executive Members are also requested to make it a point to attend the meeting at Kolkata without fail and inform us the time, date and mode of conveyance of their arrival and departure at and from Kolkata.
