HISTORIC ONE DAY TOKEN STRIKE OF 19TH SEPTEMBER 1968.
19th SEPTEMBER 1968, is the biggest Milestone in the history of Central Government Employees trade union movement - 57 years ago on this day the entirety of the Central Government Employees conducted one day TOKEN STRIKE on the clarion call of Joint Council of Action (JCA) comprising of AIRF, AIDEF and the Confederation of Central Government Employees and Worker's.
The basic demands of the strike were " Grant need based minimum wages " & " Full Neutralisation of rise in price of cost of living through Dearness Allowance ", along with other Demands in the charter. More than 30 lacs CG Employees participated in the strike inspite of all odds, making the strike a grand success.
The 15th ILC (1957) for the first time, provided a broader framework for Determination and fixation of minimum rate of wages in India, which mainly recommended fixation of minimum wages should be based on " Need based and should ensure the minimum human need of an industrial Worker's, irrespective of any other considerations ". This concept was not accepted by the 2nd CPC, resulting in an indefinite strike by CG Employees from 12th July 1960, unilaterally withdrawn on 17th July in absence of any negotiation forum. Later on, the Government established Joint Consultative Machinery (JCM) with compulsory Arbitration, similar to that of whitley Council in Britain in 1966.
When in the first meeting of JCM staff side raised the issue of full Neutralisation of price rise and Dearness Allowance, Government accorded its Disagreement but refused to refer it to the Arbitration, staff side gave the clarion call of one day TOKEN Strike on 19th SEPTEMBER 68 under the banner of JCA.
The then Government led by Smt. Indira Gandhi resorted to all repressive measures to suppress the strike, services of para military forces and even army Personnels were utilized to curb the strike of CG Employees. ESMA was promulgated everywhere, preventive arrests of leader's were made and strict directives were issued for dealing with the strike. There were mass scale Victimization, thousands were suspended, jailed, terminated, removed from Service, 17 striking Employees sacrificed their lives in police actions at various places.
The impact of the strike was that the Government was compelled to put "Neutralisation of price rise in the "Terms of Reference of 3rd CPC " in 1970. The 3rd CPC recommended the formula of Neutralisation of price rise through Dearness Allowance as per consumer price index. The facilities of Dearness Allowance, which we are enjoying today are because of the sacrifices of those Comrades. Need Based minimum wage as per Dr Akroyd recommendations is still illusive, sustained struggle is required to achieve the same.
On this 57th ANNIVERSARY of the historic 19th SEPTEMBER strike 1968, the Confederation of Central Government Employees and Worker's pays respectful Homage to 17 Martyrs of 19th SEPTEMBER strike, who have sacrificed their lives for the betterment of future Generations. We also remember the great leaders who led the movement and the common members who made it possible by their active participation. Their sacrifices will always be a source of inspiration for us to carry out the struggles in future to protect the interest of the working class.

DEPARTMENT OF POSTS AND BSNL SIGN STRATEGIC MOU FOR SIM SALES AND MOBILE RECHARGE SERVICES

The Department of Posts (DoP), under the Ministry of Communications, Government of India, and Bharat Sanchar Nigam Limited (BSNL) have signed a Memorandum of Understanding (MoU) on September 17, 2025, in New Delhi to expand BSNL’s mobile connectivity reach across India.
The MoU was formally signed by Ms. Manisha Bansal Badal, General Manager (Citizen Centric Services & RB), on behalf of Department of Posts and Shri. Deepak Garg, Principal General Manager (Sales and Marketing-Consumer Mobility), BSNL.
Under this agreement, DoP will leverage its unparalleled postal network of over 1.65 lakh Post Offices for sale of BSNL SIM cards and mobile recharge services across the country. The vast reach of India Post, which touches almost every village and town in India, will serve as a powerful last-mile channel for BSNL to enhance its presence in both urban and rural geographies.
This initiative aims to make BSNL's telecom services more accessible and affordable, particularly for citizens in the remotest parts of the country who often struggle with limited connectivity. By enabling Post Offices as service points, the partnership seeks to bridge the digital divide, empower rural households with mobile services, and advance the broader goals of Digital India, financial inclusion, and socio-economic development. The proof of concept was implemented in Assam, where it has already shown significant success, demonstrating its potential as a scalable model for nationwide rollout.
Through this collaboration, post offices will act as Points of Sale (PoS) for BSNL, Mobile SIM sale and for mobile recharges. BSNL will provide SIM stock and training, while DoP will onboard new customers for BSNL and facilitate transactions in a standardized and secure manner.
Ms. Manisha Bansal Badal, General Manager (Citizen Centric Services & RB), Department of Posts, stated, “This partnership combines the trusted reach of India Post with the telecom expertise of BSNL to deliver affordable and accessible connectivity to every citizen.”
Shri. Deepak Garg, Principal General Manager (Sales and Marketing-Consumer Mobility), BSNL, added, “Through this collaboration, BSNL services will be available at every nook and corner of the country, enabling citizens—particularly in rural and underserved areas—to access mobile services conveniently at their nearest Post Office.”
The agreement, effective for one year from 17.09.2025 and may be renewed subsequently. Both parties will jointly ensure robust monitoring, monthly reconciliation, and strict adherence to cybersecurity and data privacy standards. By combining BSNL’s telecom infrastructure with India Post’s nationwide presence, this initiative sets a new benchmark in public sector synergy for citizen-centric service delivery.

In view of the Durga Puja/ Dussehra festivals, the Government has decided that the salary of all Central Government employees in the State of Bengal for the month of September 2025 may be drawn and disbursed by the Central Government offices (including Defence, Posts & Telecommunications) on 26th September 2025 (Friday).
2. The wages for September, 2025 of the industrial employees of Central Government serving in the State of Bengal may also be disbursed in advance on 26th September 2025.
3. The pension for September, 2025 of all Central Government Pensioners in the State of Bengal may also be disbursed by Bank/PAOs on 26th September 2025.
4. The salary/wages/pension so disbursed is to be treated as advance payments and will be subject to adjustment after the full month’s salary/wages/pension of each employee/pensioner is determined. The adjustment, if any, will be made without exception from the salary/wages/ pension of the month of September 2025.
5. The concerned Ministries/Departments are requested to bring these instructions to the notice of their offices located in the State of Bengal for necessary action immediately.
6. Reserve Bank of India is requested to bring these instructions to the notice of all paying branches of all Banks located in the State of Bengal for necessary action immediately.

Note dated 31.07.2025, has clarified that the Payment Gateway charges as per the RBI guidelines and GST on Payment Gateway charges, being charged by ATAs during online Air/Railway ticket booking are reimbursable. Therefore, it is requested to settle the claims accordingly.

Subject: Change of terminology used for specific category of account holders, viz. “Persons with unsound mind” in POSB Schemes.
Madam / Sir,
The matter related to usage of appropriate terminology, for specific category of persons with unsound mind often referred to as individuals with mental health conditions or intellectual disabilities, requiring a guardian to manage their financial accounts under the Post Office Saving Schemes and require special consideration within the legal framework, was under examination of this Department in consultation with Ministry of Social Justice & Empowerment, Department of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Health and Family Welfare etc.
2. After detailed examination, It has been decided to use a common terminology as “Persons with mental illness or intellectual disability” in place of ‘persons with unsound mind’ in POSB Schemes, to address such categories of depositors mentioned above.
2. Henceforth, it is requested to use “Persons with mental illness or intellectual disability” in all forms and stationery and also in software, in place of “persons with unsound mind, henceforth. Necessary amendments will be made in Rules & Regulations in due course.
3. It is reiterated that this order intends to change only the nomenclature. All other conditions for opening & operating POSB schemes will remain the same.
4. It is requested to circulate these instructions to all concerned for information and necessary guidance. This may also be placed on the notice board of all Post Offices in the public area.

In case CPMG is the approving authority or the first reviewing authority’ review may rest only with CPMG and cases need not be sent to the Postal Directorate.
(ii) If post of any member/chairman of the committee is vacant, the officer (holding/looking after the additional charge of the said post) may be the member/chairman of the Committee as the case may be.
3. Any guidelines / instructions, issued earlier, containing provisions which are contrary to what have been stated in this communication shall be deemed to have been modified to the extent mentioned.
4. Contents of this letter may be brought to the notice of all concerned for information and strict compliance.

DOPPW COMMENCES PREPARATIONS FOR DLC CAMPAIGN 4.0

The Department of Pension & Pensioners’ Welfare (DoPPW) will conduct the Nationwide Digital Life Certificate (DLC) Campaign 4.0 from 1st to 30th November 2025 across all 1600 districts and sub-divisional headquarters of the country.
A high-level review meeting was chaired by Shri V. Srinivas, Secretary (Pension) on 9th September 2025, with participation from senior executives of 19 Pension Disbursing Banks and India Post Payments Bank (IPPB).
During the meeting, the performance of DLC Campaign 3.0 was reviewed. The previous campaign achieved 1.62 crore DLCs, including more than 50 lakh DLCs through Face Authentication technology, and organized 1,900 camps in 800+ districts and cities with active participation of banks, IPPB, Central Government Ministries/Departments and Pensioners’ Welfare Associations (PWAs).
From the banking side, Shri Amritesh Mohan, Chief General Manager, State Bank of India, Shri Rajesh Prasad, Chief General Manager, Punjab National Bank, and Shri Gurusharan Rai Bansal, Chief General Manager, India Post Payments Bank participated. Senior representatives from other pension disbursing banks were also present and assured complete preparedness of their networks and doorstep service channels.
The meeting finalized daily DLC generation targets for November 2025, scheduling of camps at 1600 districts and sub-divisional headquarters, and provision of doorstep services for very senior and differently-abled pensioners. Stakeholders agreed to use the DLC NIC Portal for real-time monitoring and reporting. Banks and IPPB will launch an extensive awareness campaign in October 2025, using SMS, WhatsApp, social media, banners, and local media coverage to inform pensioners about submission options.
DLC Campaign 4.0 is positioned as the largest-ever outreach initiative for pensioners, targeting 2 crore DLCs, with a strong emphasis on Face Authentication technology, ensuring universal coverage and ease of living for pensioners. NKR/PSMPRESS NEWS (PIB)

Union Minister for Communications and Development of North Eastern Region, Shri Jyotiraditya M. Scindia, today unveiled the UPI–UPU Integration project at the 28th Universal Postal Congress in Dubai, a landmark initiative set to transform cross-border remittances for millions worldwide.

The initiative, developed by the Department of Posts (DoP), NPCI International Payments Limited (NIPL), and the Universal Postal Union (UPU), integrates India’s Unified Payments Interface (UPI) with the UPU Interconnection Platform (IP), combining the reach of the postal network with the speed and affordability of UPI. Calling it “more than a technology launch, but a social compact”, Shri Scindia said, “The reliability of the postal network combined with the speed of UPI means families across borders can send money faster, safer and at much lower cost. It reaffirms that public infrastructure built for citizens can be linked across borders to serve humanity better.”
He outlined India’s vision for a modern, inclusive postal sector, anchored in four verbs. “To connect through seamless data-driven logistics; to include by delivering affordable digital financial services to every migrant and digital enterprise; to modernise with AI, DigiPIN and machine learning; and to cooperate through South–South partnerships with a UPU-backed technical cell.”
Under the vision of Prime Minister Shri Narendra Modi’s Digital India and working towards a Viksit Bharat, India Post stands as a powerful example of the scale and inclusion. Highlighting this, Shri Scindia added, “With Aadhaar, Jan Dhan and India Post Payments Bank, we have opened over 560 million accounts, most in women’s names. India Post delivered over 900 million letters and parcels last year. This is the scale and spirit of inclusion we bring to the global stage.”

Shri Scindia announced financial support committing 10 million dollars during this cycle to channel technology into innovation, with special focus on e-commerce and digital payments. Taking forward the motto of 'Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas' he reiterated how India stands ready with resources, expertise and friendship.
Shri Scindia also announced India’s candidature for the Council of Administration and the Postal Operations Council of the UPU, reaffirming its commitment to building a connected, inclusive, and sustainable future for the global postal community.
He concluded his speech at the 28th Universal Postal Congress in Dubai saying “India comes to you not with proposals, but with partnership. We believe in resilience, enabling interoperable solutions that avoid costly fragmentation, and in trust, linking payments, identity, addressing and logistics so that global commerce becomes seamless.” (Release ID: 2164861)

It is envisaged to resolve the chronic and long-pending grievances thereby facilitating payment of the rightful due of the pensioners whether in the form of huge arrears due to delay in either starting of the family pension or due to procedural delays, the pension has not been processed and disbursed correctly.
