UNDER THE CHAIRMANSHIP OF MEMBER(P) IN CONNECTION WITH THE TWO DAYS STRIKE CALL
ON 1st & 2nd DECEMBER,2015 BY NFPE IN SUPPORT OF
THEIR CHARTER OF DEMANDS.
A meeting was held on
18.11.2015 under the Chairmanship of Member (P) in connection with the two days
strike call on 1st & 2nd December, 2015 by NFPE in
support of their Charter of Demands. The following were present:
Office Side
1. Shri Ashutosh Tripathi, (Member (P),
(2) Smt. Anju Nigam, DDG (SR&Legal), Shri Arun Malik , Director (SR &
Legal) and (4) Shri Raj Kumar , Director (Staff).
Staff Side:
1.Shri R.N. Parashar,
Secretary General (NFPE). 2. Shri Giiriraj Singh, General Secretary, All India
RMS & MMS Employees Union Group-C.
3. Ms. Seethalakshmi, General Secretary, All India Postal Employees
Union, Postmen and Group-D/MTS.
CHARTER OF DEMANDS / DECISION.
(i) Include GDS in 7th CPC for wage revision and other
service related matters.
The Staff Side was informed that the proposal was
referred to Department of Expenditure thrice but was not agreed by them.
Therefore, a committee to look into the wage structure, remuneration and
service conditions of the Gramin Dak Sevaks. The Committee will consider the
suggestions and views of all the stakeholders and try to address their
concerns. (Action by: DDG(Estt.)
(ii) Implement cadre
Restructuring proposals in all cadres including Postal Accounts &
MMS.
Group-C- The
proposal is pending with D/o Expenditure. It is being pursued vigorously.
Postal Accounts Cadre –Regarding restructuring of Sorter, LDC and DEO cadre in
PAO’s, views of both the association viz., AIPAEA , BPAOEA have been called for vide letter dated 29/06/2015. Only one association has
submitted the reply and reminder is issued to the other. The file would be
processed further on receipt of necessary inputs from them.
MMS
Cadre- Under process. Follow up action in
all the above cadres is being taken.

(iii) Fill up all vacant
posts in all cadres of Department of Posts (i.e. PA, SA, Postmen, Mail Guard, Mail Man, GDS Mail
Man, MMS Driver & other staff in MMS, PA CO,
PA SBCO, Postal Accounts, Civil & Electrical Wing Staff, as per
actual sanctioned strength.
Staff Side was informed that:
(a)
the instructions will be issued to fill
up all vacancies of Postmen/Drivers by
31.03.2016.
(b)RRs
of Drivers have already been revised; Circles will be advised to fill up the
vacancies.
(c)
Instructions will be issued to the Circles to recalculate the vacancies taking
into account the residual vacancies, LR etc. by 31.03.2016
(d)The
Union representatives demanded filling up of all other vacant posts of Gramin
Dak Sevaks, which was accepted. Orders in this regard will be issued soon.
(e)PA/SA
DR exam is now being conducted by SSC from 1st November, 2015 and
likely to be completed by end of December,2015 for filling up the vacancies.
(f) Abeyance
order dated 27.04.2015 issued in
r/o PA/SA DR Exam 2014 has been revoked in 10 Circles namely Andhra, Pradesh,
Assam, J&K, Karnataka, Kerala , North East, Odisha, Tamil Nadu, West Bengal
and Punjab and these Circles will now be filling up PA/SA DR 2014 held up vacancies. (Action by: DDG(R&P and DDG(P)
(iv) Stop all types of
harassment in the name of implementation of various new services
and schemes and Trade Union Victimization.
The Staff Side was assured that there will be no harassment to the
officials while implementing new services/schemes. The Staff Side was asked to
furnish specific cases so that necessary corrective measures could be taken. (Action by: Staff Side)
