RESOLUTION

This mass demonstration of all cross section of employees held on this day at the call of the above unions under…………………………………………………… (name of division) notes with serious concern that the postal services is crippling with paucity of fund almost in all heads and payment of working wage to contingent paid officials and DRMs, GDS substitutes are stopped for months. Common people who have provided accommodation on rent for our offices are not getting rent and electricity bills are defaulted.  Payment of different bills of other employees have also been stopped for long. But unfortunately, the department is looking indifferent to the above issues, rather has been fixing unrealistic targets without caring the view point of staff side. Opening offices on Sunday/Holiday even on National Holiday has almost become a practice without considering the fact that for better productivity the working employees should get some rest/relief particularly in the background of incessant network failure. These are nothing but inhuman pressure, mental torture on the lower-level employees. Again, the work is being considered on the basis of totally impractical time factor for Post and RMS Offices. On the other hand, due benefits to the GDS cadre as recommended by the Kamalesh Chandra Committee has not been implemented as yet, nor the instruction for membership verification of the GDS cadre has been issued. The services are deteriorating and the staff grievances are escalating. 

Under this situation, this mass demonstration resolves to place the following demands for immediate settlement and implementation in the interest of postal services, all cross section of postal employees and  also to avoid further trade union action. 

· Immediate stoppage of torture in the name of unrealistic targets. 

· Immediate grant of fund for payment of due wage, rent and bills. 

· Immediate review of unscientific time factor for Post and RMS Offices. 

· Immediate settlement of demands of GDS cadre as per Kamalesh Chandra Committee Report and  instruction of GDS membership verification.

 Dear Comrades,

           A online meeting of NFPE union office bearers, Senior leader, General Secretaries, Chairman and convener of Women Sub Committee was held on 20.02.2023 and discussed on the points that unscientific targets, grant of immediate budget, ensuing programme of confederation and AISGEF/NJCA, International women day, Southern zone study camp and  observe 2nd Death Anniversary of Com M. Krishnan. A programme of action has been decided in the meeting of the Federal Executive against unscientific target and for grant of Budget etc which is mentioned below.

 Divisional Level Programme on 1st March, 2023:-

           Lunch Hour Demonstration and sending resolutions to the Secretary/ the Director General. Demand batch wearing program in all offices on 1st to 3rd March-2023.

 Circle Level Programme on 10th March, 2023:-

           Day long Dharna at Circle Office on 10th March, 2023 and sending resolution to the Secretary and the Director General.

 All India Level Programme on 13th March, 2023:-

           Day long Dharna at Postal Directorate. Postal comrades who are supposed to attend the parliament Dharna on 14th March will ensure their presence in day long Dharna at postal Directorate on 13th March.

           CHQ R-III is endorsing all the programmes of NFPE mentioned in the circular dated 20.02.2023 and appeal to all CWC Members, Circle/Divisional/Branch secretaries to mobilize rank and file to participate and make it grand successful.

           Note:- Resolution/Performa of badge will be posted in whatsapp group/Website.

 Ensuing programme of Confederation and AISGEF/NJCA:-

           Circular No. R-III/Circular/1/2023 dated 19.02.2023 has already been issued by CHQ R-III with appeal to mobilize rank & file to participate and make a grand success above programmes. Comrades from New Delhi and its adjacent Circles are to participate in large numbers.

 International Women Day:-

      It will be observed either on 8th March, 2023 or 9th March, 2023 in circle wise. The women Sub Committee will plan for further programme.

 Southern Zone Study Camp:-

          Southern Zone Study camp will be held at Thiruvanthapuram Kerala. Apart from host Circle, Odisha, AP, Telangana, Tamilnadu, Karnataka Circle will attend. CWC members, Circle Secretaries and Divisional/Branch secretaries of respective circles will attend the camp. All Circles are requested to book their up and down journey tickets so as to reach the venue by 21st April (Night) and leave (23 April, 2023 Night or 24th April, 2023 morning). The cost of TA/DA will be borne by the circle and division.

 Observe 2nd Death Anniversary of Com M. Krishana:-

          1st March, 2023 will be 2nd death Anniversary of our beloved leader Com M. Krishnan. Please observe this day in every division across the country in befitting manner.

 CWC R-III:-

 The Central Working committee Meeting of All India RMS and MMS Employees Union Group C (CHQ) is to be held on 11th April-2023 to 12th April-2023 at “Patrakar Bhawan, Behind RMS office, Itarsi-461 111 (MP)”.

The meeting will commence at 10.00 AM on 11th April, 2023. All office bearers of Central Head Quarter and all Circle Secretaries, Mahila Sub Committee, Chairperson Convener and Joint Convener office bearers are requested to attend the meeting on the date and time as notified. Divisional Secretaries of MMS Divisions Delhi, Mumbai, Chennai, Hyderabad, Banglore, Pune and Ahmadabad are also requested to join the meeting as special invitees.

Attendance of all CWC members, Circle secretaries and invitees is required. In case of any problem, depute any representative to represent the organizational status of the circle and to discuss the CWC agenda items.             Parliament Dharna on 14th March, 2023:-

 

            As per decision of 8th December, 2022 joint convention it has been decided jointly by confederation and AISGEF that on 14th March, 2023, parliament Dharna will be organized at New Delhi from 10.00 AM to 4.00 PM. NFPE has fixed quota of 50 for R-3.

 

            Rally- 5th April-2023

 

            Confederation has decided for mass rally in Delhi on 5th April.

 

            So all are requested to mobilize rank & file to participate and make a grand success above programmes. Comrades from New Delhi and its adjacent Circles are to participate in large numbers.

 

Payment of Quota

 

            All Circle/Divisional/ Branch Secretaries are requested to clear the arrears of quota Rs 40/- (Rs Forty only) per month from March-2022 to CHQ without delay. RMS worker will not be posted to those branches which are in arrears more than 3 months and Division which is more than 6 months in arrears will be treated as defunct. Please remit the quota to CHQ through EMO/DD/Cheque and Accounts transfer.

 SUCCESSFUL CONDUCT OF THE 4TH CIRCLE CONFERENCE OF POSTAL AND RMS CASUAL AND CONTRACT WORKERS UNION, TAMILNADU CIRCLE. * 













The 4th Circle Conference of Postal and RMS Casual and Contract Workers Union, Tamilnadu Circle was held on 19.2.2023 in Chennai at Dharmaprakash Hall. The Conference was presided over by Com Sivagurunathan, Circle President in the presence of Com A. M. Sekar, Working President.

Com R. B.Suresh, Chairman, Reception Committee welcomed the leaders and the gathering. 

Com Janaradan Majumdar, Secretary General, NFPE inaugurated the Conference. 

Com C.C. Pillai, All India President PRCCWU and Com D.B. Mohanthi, GS, NFPE P4 delivered the special address.

Veteran P&T leader Com J. Ranganathan, Comrades M. Duraipandian, WP, Confdn TN, A. Veeramani, Circle Secretary, P3, NFPE, B. Paranthaman, Circle Secretary, NFPE P4, R. Vishnudevan, Circle Secretary, AIPEU GDS, P. Mohan, State Secretary AIPRPA, K.R. Ganesan and G. Narasimhan, R. Santhanam, T. Gunasekaran, V. Nirmala State OBS, AIPRPA and other leaders greeted the Conference.

Delegates participated in the discussion and offered valuable suggestions.

The Resolutions were moved by Com M. Sudhakaran, District President, Coimbatore and unanimously adopted.

The Conferences ended with thunderous slogans.

 *Meeting with the Chief PMG* 

On 20.2.2023, a delegation consisting of All India Leaders Comrades C. C.Pillai  and D. B. Mohanthi accompanied by Comrades D. Sivagurunathan, A. M. Sekar, K. R. Ganesan, M. Sudhakaran, CBE met the respected Chief PMG, Tamilnadu Circle and handed over the copy of the Resolutions adopted in the Conference. The Chief PMG assured positively on the Resolutions.

The issues of Equal wages for Equal Work and appointment of casual labourers who were left out in the Dovetailed List as GDS in Tambaram Division, reinstatement of three lady workers in Coimbatore BPC, timely payment of wages to Part time and Scavenger were discussed with the Chief PMG.

In respect of the disengaged three lady staff at Coimbatore BPC, the Chief PMG assured to settle the issue through Coimbatore RO.

In all, the discussion with the Chief PMG was positive and constructive.

Remembering Com.N.J.Iyer  


Com.Iyer was elected as GS AIRMS & MMS Emp union group C at Amritsar in 1963 and continued upto 1985.

 Com.Iyer was elected as President of NFPE in its very first conference in 1986 at Calcutta and continued the same post till he breathed his last.

 He is leader of a symbol of Sacrifice and Dedication..            
  
He was a leader of rare and exemplary character who identified with the Left and Democratic forces.He was very strict in money matters and clean in both public and private life. Com.Iyer attracted large number of workers to the left ideology by his simplicity and incessant struggles,taking workers of all shades and opinions with him without compromising the basic principles..

 Com.N. J. Iyer expired on 13.02.2000 at Nagpur at the age of 74.
