Subject: Exemption from payment of examination fee and application fee in respect of Persons with Benchmark Disabilities. -reg.
           The undersigned is directed to say that in a w.P. (Civil) No. 521/2008 with Civil Appeal No. 5389/2016, the Hon'ble Supreme Court, vide Judgment, dated 30.06.2016, inter alia, declared the Office Memorandum No. 36035/3/2004 - Estt.(Res) dated 29.12.2005, as illegal and in consistence with the Persons with Disability (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. This OM, among other, contained a provision for exemption from payment of application fee and examination fee in respect of Persons with Disabilities.
          Thereafter, with the enactment of 'THE RIGHTS OF PERSONS WITH DISABILITIES ACT, 2016' and issue of notification titled 'THE RIGHTS OF PERSONS WITH DISABILITIES RULES, 2017', this Department has issued an Office Memorandum No. 36035/2/2017-Estt. (Res), dated 15.01.2018, regarding reservation for Persons with Benchmark Disabilities, in the posts and services of the Central Government. The said Office Memorandum dated 15.01.2018, however, does not contain any provision for exemption from payment of examination and application fee in respect of Persons with Benchmark Disabilities.
          The issue has been deliberated upon at length in the Department and it has, now, been decided that the Persons with Benchmark Disabilities shall continue to be exempted from payment of application fee and examination fee, prescribed in respect of competitive examinations held by the Staff Selection Commission, the Union Public Service Commission, etc. for recruitment to various posts. This exemption shall be available only to such persons who would otherwise be eligible for appointment to the post on the basis of standards of medical fitness prescribed for that post (including any concession specifically extended to the Persons with Benchmark Disabilities) and who enclose with the application form, necessary certificate from a competent authority in support of their claim of disability.

EXTEND FULL SUPPORT AND SOLIDARITY TO
DEFENCE EMPLOYEES ONE MONTH LONG  ALL INDIA STRIKE
FROM 20.08.2019 TO 19.09.2019.
Dear Comrades , 

            As already communicated in Confederation's circular dated 01.08.2019 (published in website and also sent by post to all Affiliated Organizations , COCs and National Secretariat Members), the National Secretariat of Confederation  of Central Govt Employees and Workers has decided to extend full support and solidarity to the one month long All India Strike of all Defence Employees Federations/Unions/Associations from 20.08.2019 to 19.09.2019. In addition we have published in website in August 2019 itself,  three important documents relating to Defence Employees strike including propaganda materials published by All India Defence Employees Federation (AIDEF). Unfortunately, it has come to our notice that whatsApp messages are circulated from certain quarters, as if nothing related to Defence Employees Strike is there in the Confederation website.
               As already mentioned in Confederation circular dated 01.08.2019 and also in the three important documents published in website, the main demand of the strike is  "withdraw the decision of the NDA Government to corporatize/privatize Ordnance Factories"  The decision of the Govt to corporatize/privatize Ordnance Factories will adversely affect the job security of about 40000 defence employees working in these factories, as happened in BSNL after Telecom Corporatization. Further it is against the interest of our Nation also. Govt has also made it clear that in the 100 days action programme of Communication Ministry,  in addition to already formed Postal  Savings Bank Company (India Post Payments Bank) another company called Postal Life Insurance (including Rural PLI ) will be formed in Postal Sector as recommended by Task Force Committee Report. Closure orders of 12 Govt of India Printing Presses issued by the previous NDA Govt is not yet withdrawn. 

             In Railways also privatization of Coach/ Engine production centres , closure of all Railway Printing Presses, running of two private  (Rajadhani type) Passenger trains are included in the 100 days action programme. In the coming days more and more privatization and outsourcing/closure of Central Govt functions and Departments are going to take place as a part of "BIG BANG" reforms declared by Modi-2 Government.  The Defence Employees Federations have taken a bold and historic decision to heroically fight back the Corporitization / privatization policy of the Central Government. 

            Confederation National Secretariat once again calls upon all its Affiliates and State/District COCs to organize mass demonstrations in front of all Defence Establishments and at all important centres from 20.08.2019 onwards, extending full support and solidarity to the striking Defence Employees. It is also requested to extend all help to make the strike a thundering success by forming Strike Aid  Committees, organizing public meetings, protest rallies etc., jointly with Central Trade Unions and other like - minded organizations .

Confederation of CGE&W Programmes:

Confederation of Central Government Employees & Workers have declared Nation Wider protest and struggle programmes for settlement of 10 points of Charter of Demands.

Phase-I :   05.09.2019 (5th September -2019 – Thursday)

              Submission of Memorandum with Charter of Demands to Hon`ble Prime-Minister, Cabinet Secretary, Heads of All Departments. Copy of Memorandum should be submitted to all Heads of Offices at State/District Level, holding Mass demonstration.

Phase-II:  15.10.2019 (15th October-2019 – Tuesday):

Mass Dharna in front of all important offices and at all major centres at State/District Level.

National Conference of the Confederation:

Next National Conference of Confederation will be held at Nagpur (Mah) from 07.02.2020 to 08.02.2020 (7th & 8th February, 2020, Friday & Saturday)

Delegate fee is fixed as Rs. 1000/- (Rs. One Thousand)

19th September-2019: 51st Anniversary of 1968 Strike observes as Martyrs Day:

19th September-2019 is the 51st Anniversary of One Day All India Strike of 19th September-1968 of Central Government Employees demanding need based minimum wage and 100% neutralization of D.A. The then Central ..Government has unleashed brutal force to suppress the strike. 17 Comrades lost their lives. Thousands were terminated, suspended and put in to jail. Recognition of unions / Federations was withdrawn.

NFPE calls upon entire rank and file to observe 19th September-2019 as Martyrs day remembering those valiant fighters by holding meetings, demonstrations, flag hoisting and slogan shouting.

Postal Joint Council of Action : Programmes:

1st Phase programme of submission of Memorandum is over.

2nd Phase:  Organize One Day Dharna at Divisional Level on 21st August-2019.

3rd Phase-:   Organize One Day Dharna at Circle Level on 11th September-2019.

4th Phase:  One Day Dharna at New Delhi on 04th October-2019.

11th Federal Council of NFPE:

11th Federal Council of NFPE is scheduled to be held at Vrindaban, Mathura (UP) from 25.11.2019 to 27.11.2019. Delegate fee is fixed as Rs.1500/- for visitors/observers.

            Federal Executive will be held at same venue at Vrindaban on 24.11.2019.

All India Conference of AIPEU Group-C :

All India Conference of AIPE Union Group-C will be held at Hyderabad (Telangana) from 20thOctober to 22nd October, 2019 at Gachi Bowli Stadium, Hyderabad. . Delegate fee fixed Rs.2500/- (Rs. Two thousand five hundred).Reception Committee formed under leadership of Com. SSRA Prasad Circle Secretary P-III, has started preparations to make the AIC a grand success.

CWC of R-III Union:

CWC of R-III Union will be held on 29th & 30th November, 2019 at Ambedkar Bhawan, New Delhi.

Felicitation of Com. Giriraj Singh, retiring on 30th November, 2019, has been organized by Comrades of Delhi Circle.

AIC of R-IV Union:
