New Delhi, the 9th November, 2017
S.O. 3578 (E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution read with rule 6 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965 and in supersession of the notification of the Government of India in the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) number S.O. 2079(E), dated the 20th August, 2014, except as


respects things done or omitted to be done before such supersession, the President hereby directs that with effect from the date of publication of this Order in the Official Gazette, all civil posts except persons serving in the Indian Audit and Accounts Department under the Union, shall be classified as follows :-

Explanation – For the purpose of this Order, ‘Level’ in relation to a post means, the Level specified in third row of Part A of the Schedule to the Central Civil Services (Revised Pay) Rules, 2016.

Dear Comrades,

                        All India RMS & MMS Employees Union Group ‘C’ CHQ Red Salute and congratulate to all CWC members, Circle Secretaries, Divisional Secretaries and Branch Secretaries, office bearers and members for participating and making a grand success of all programmes including 19 Sept, 2017 dharna, massive dharna  17 Oct, 2017 at Capitals and Mahadharna at Parliament Street from 9 to 11 Nov., 2017 called by Confederation and CTUs and now CHQ appeal to all to mobilize rank & file to participate in 2 days dharna infront of Divisional Offices on 28 & 29 Nov, 2017, One day Dharna on 20 December, 2017 infront of Circle offices and 5 days dharna at New Delhi from 12 to 16 February, 2018 called by NFPE

EMERGENT FEDERAL SECRETARIAT MEETING OF NFPE HELD ON 9 NOV., 2017:- The Emergent Federal Secretariat Meeting of NFPE with the available general secretaries  and office beareers was held on 9th Nov., 2017 under the Presidentship of Com. Giri Raj Singh  President NFPE and reviewed the whole situation, attack on Postal Saving Schemes, closure of APS, appointment of outsourced  Postal delivery agents,cancellation of GDS membership  verification , delay in implementation oof GDS Committee report, amendment in RRS of Pas, Drivers, non filling up of vacant posts in all cadres including MMS, non implementation of Cadre restructuring proposals of MMS staff, RMS, SBCO, Admn and Postal Accounts and non declaration of result of Regular membership verification and so many issues.
After the details threadbare discussions this Federal Secretariat Meeting has reached to a conclusion that it is the need of hour to resist all  these policy offensive and attacks by way of struggles and serious agitational programmres  culminating   into indefinite strike. The Federal Secretariat Meeting has decided the following demands as mentioned in the Charter of Demands:-

1. Two days Relay hunger fast in front of all Divisional offices on 28th and 29th November 2017 (All Employees will wear Black Badges containing demands and will send resolution addressed to Prime – Minister. 
2. Mass Dharna in front of All C.P.M.G offices on 20th December 2017
3. 5 Days Relay Dharna in front of Parliament from 12th to 16th February 2018. (All Circles will participates in Dharna day wise)..
4. After that Indefinite Strike will be declared

NFPE KERALA CIRCLE REGIONAL (CENTRAL REGION) STUDY CAMP AT KOTTAYAM

            NFPE Kerala circle has conducted Regional (Central region) Study Camp at Kottayam. 250 delegates including 150 youngsters and 70 women attended .Com. M.Swaraj MLA (Independent India after 70 years ) Adv. K. Anilkumar ( 25 years of Neoliberal policy) Poet Ezhachery Ramachandran ( Society &Cultural issues ) Prof. Babuji ( Media & social media ) P.K Muralidharan ( Past & present of P&T trade union movement) took classes.

CONFEDERATION WOMEN'S TRADE UNION WORKSHOP - MUMBAI- & NATIONAL SECRETARIAT MEETING CANCELLED.

NEW VENUE AND DATES WILL BE FINALISED SHORTLY.

            As already informed the COC Mumbai has intimated their unwillingness to organise the Women's Trade Union Workshop at Mumbai due to various reasons , even though they have confirmed their readiness two month's back to host the camp. Confederation National Secretariat has given them time upto 15th November to review the decision and to inform their final stand. Accordingly meeting of the COC Mumbai was held on 15th November and decided that Camp cannot be conducted. Hence it is decided to cancel the Mumbai Women's Trade Union Education Camp. Confederation CHQ sincerely regret the inconvenience caused to all lady delegates who have booked their up and down travel tickets ( including many who booked flight tickets which is not refundable) for the inconvenience caused to them , though due to unexpected circumstances beyond our control. 

            NEW Venue and dates will be finalised shortly and informed to all. 

           Confederation National Secretariat meeting scheduled to be held at Mumbai on 10th November also stands cancelled.

IMPORTANT

LATEST POSITION REGARDING MINIMUM PAY AND FITMENT FORMULA -- GOVT INFORMED STAFFSIDE NATIONAL COUNCIL JCM THAT INCREASE IN MINIMUM PAY AND FITMENT FORMULA WILL NOT COME UNDER ANOMALY COMMITTEE ITEM.

During the last 2 - 3 months both print and electronic media are continuously reporting that increase in 7th CPC Minimum Pay and Fitment Factor is under serious consideration of the Govt. and National Anomaly Committee will give its recommendation to Govt. and orders for increased Minimum Pay and Fitment Formula will be given effect from April 2018. We are reproducing below a letter from Govt. dated 30.10.2017 addressed to Secretary, Staff Side , National Council JCM  stating that the demand for increase in Minimum Pay and Fitment Formula will not come under the purview of National Anomaly Committee. Further Govt. has not yet constituted the HIGH LEVEL COMMITTEE for increasing Minimum Pay and Fitment Formula as assured by the Group of Ministers including Home Minister Sri Rajnath Singh, Finance Minister Shri Arun Jaitley on 30.06.2016. The so-called Senior Officers Committee has also not discussed this agenda even though staff Side has repeatedly demanded discussion and settlement as per the assurance given by Senior Cabinet Ministers. Now 17 months are over. 32 lakhs Central Govt. Employees and 33 lakhs Pensioners are being continuously betrayed by the NDA Govt.
