Subject:- Regarding abolition of U-32 Section and agitation by staff.

Respected Sir,

                    It has been intimated by the R-III, R-IV, NUR-III and NUR-IV unions that CPMG Bihar Circle has ordered the abolition of U-12 Section w.e.f. 01-01-2016 and introducing Mail Motor Service on this route. Decision of CPMG Bihar is against the 2012 agreement  with the Staff Side vide which it was assured that no office /section will be merged/abolished.

                   U-12 Section runs between Hajipur to Baruani and vice versa. It leaves Hajipur at 7.20 AM and reaches Baruani at 10.30 AM as a result mails are delivered on the same day.
                   In the return jouney it leaves Barauni at 12-30 PM and reaches Hajipur at 17.15 hrs.
                   At present Mail Motor Service is running between Hajipur and Mahnar. The mails which were reaching at Mahnar at 8.15 AM are now reaching after 12.00 PM if this mail Motor Service is extended upto Barauni it will reach there only after 17.00 hrs resulting in delay of 24 hours to the mails.

                 Abolition of U-12 Secton will render 2 SAs and 2 MTS surplus.

                 We urge upon you to kindly honour the 2012 agreement and direct CPMG Bihar Circle to stop this proposal to maintin congenial atmosphere in the circle and in the interest of timely delivery of mails.

SHIFTING OF KALYAN RMS

Subject: Shifting of Kalyan RMS.
Respected madam,
It has been brought to the notice of this union by the Circle Secretary R-III & R-IV Maharasthra Circle that the Admnistration has ordered shifting of entire Kalyan RMS office (i.e. Registration, Parcel, Ordinary, Mail Agency Branch & SRO) except TMO to some proposed place in the interior of Thane City near Thane H.O. in our Departmental building. It is also learnt that the shifting is to be done before 4th  January, 2016. In this context the union would like to bring to your kind notice the following facts pertaining to developments near and around Kalyan RMS and benefits going to be earned by our Department through these developments in coming days. The few developments are illustrated below.
                 Kalyan RMS office is being conveniently located near the Central Railway corridors, which provides suburban connection to Mumbai, and inter-city connections to Post offices located in Dombilvali, Ulhasnagar, Kalyan, Ambernath, Badlapur, Karjat, and beyond. There is also a smooth passage to Panvel Stg through the Kalyan Shilphata road for faster connectivity.
                 The Kalyan railway station is a very important junction. From this junction, there is a bifurcation of railway lines i.e. Mumbai-Bhusawal-Nagpur line and the Mumbai-Pune line of the Central Railways. Kalyan is also known for being the Mumbai region’s exit station to North India and South India.
Moreover the distance between Kalyan RMS (which is serving delivery Post office located in and around Kalyan, Ulhasnagar, Dombivali, Ambernath, Badlapur, Kasara & beyond) and proposed place at Thane is 28 KM via NH3 Highway and will take almost 1 hour transit time for MMS Vehicle by road to reach Kalyan and later on further due transit time to reach the delivery POs.
In view of the above facts the union doesn’t find any merit in shifting of present office activities of Kalyan RMS to proposed place at Thane and further disturbing the mail agency functioning at Thane. Further shifting of Kalyan RMS to a place in Thane where already a Thane Sorting office is functioning has given rise to the apprehension of merger of both the offices in coming days as all the mail agency activities are being concentrated to the proposed office of Kalyan RMS at Thane. Possibility of such an action from the administration in future cannot be denied considering the past experiences and therefore the common interest of our staff is not protected in the said proposal and therefore the same remains insecure. Moreover when the TMO Kalyan RMS is to be retained at Kalyan Rly. Station and Department is paying the rent of this building to Railway then what is the need to shift Kalyan RMS to Thane Sorting building
We urge upon you to kindly advise CPMG Maharashtra Circle to convene a meeting with the Staff Side on this issue  and drop this proposal to  maintain cognizable atmosphere within the Circle.

No Interviews For Govt Jobs From Jan 1; Skill Test May Continue: DoPT


New Delhi: All central government ministries and their Public Sector Undertakings (PSUs) were today told to dispense with the requirement of interviews for selections at junior level posts within next two days, however, they may continue with skill or physical test.

The timeliness set regarding completing the process of the discontinuation of interview by December 31, 2015 has to be adhered to strictly, a communique sent by Department of Personnel and Training (DoPT) to secretaries of all central government ministries said.

From January 1, 2016, there will be no recruitment with interview at the junior level posts in government of India ministries, departments, attached and subordinate offices, autonomous bodies and PSUs.
“All the advertisement for future vacancies will be without the interview as part of the recruitment process,” it said.
The decision to discontinue interview for recruitments is for all Group C and non-gazetted posts of Group ‘B’ category and all such equivalent posts, the DoPT said.
“It is also clarified that as skill test or physical test is different from interview, they may continue. However, these tests will only be of qualifying nature. Assessment will not be done on the basis of marks for such tests,” it said.
In case of specific posts where the ministry or department wants to continue undertaking interview as a process of recruitment, a detailed proposal seeking exemption will have to be sent to the DoPT with the approval of the minister or minister-in-charge.

The ministries have been asked to send a consolidated report to the DoPT by January 7 in this regard.

“Report so to be furnished with the approval of the minister or minister-in-charge shall include the details of the name and number of posts where the interview is discontinued and posts for which the exemption has been sought within the purview of the administrative ministries or departments,” the order said.

Similarly, the Department of Public enterprises has also asked all ministries to advise PSUs under their administrative control to adopt a revised mechanism of recruitment for the non-executive level posts by dispensing with the practice of interview.

23 New Products Launched
Payment Bank to Begin from March 2017


 A week-long celebration of Good Governance Week was organized by Department of Electronics and Information Technology starting from 25th December 2015. A National event on Good Governance was inaugurated on 28th December 2015 by Shri Ravi Shankar Prasad, the Hon’ble Minister of Communications & Information Technology (MoCIT) in India Habitat Centre at New Delhi. This event involved active participation from Department of Electronics and Information Technology (DeitY), Department of Telecommunications (DoT) and Department of Posts (DoP) and their agencies.


Speaking on the occasion, Shri Ravi Shankar Prasad reiterated the commitment of the Government towards the successful implementation of ‘Digital India’ which would help to transform India into a truly digitally empowered society and knowledge economy in the 21st century. He said the government is aiming at empowering people of India through digitalization. Millions of citizens have already joined in this initiative and invited others to do so. He said e-services should reach more people at the earliest and sought cooperation from State Governments, industry and acadmecia in the early achievement of this objective.


Sh. Ravi Shankar Prasad also announced that India Post would be launching Payment Banking by March 2017. He said after the successful turn around of BSNL, new initiatives have been taken for improving performance of MTNL. He also announced launch of free incoming all over the Country by MTNL from New Year.


The event saw the launch / inauguration of new 23 products / eServices.

Attestation of Certificate by Gazetted Officers Abolished by Government

Path-breaking initiatives like discontinuation of affidavits for host of government services and ending job interviews for various posts from January 1 among other initiatives kept the Ministry of Personnel in news during 2015.

“The most revolutionary and path-breaking decision is abolition of attestation of certificates by gazetted officers instead promoting self-attestation,” Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh told.

He said the government took this decision as it was willing to trust citizens, more importantly it’s youth who will not give wrong information while submitting self-attested documents.

This decision has come as a big relief to common people, especially those living in rural areas, who had to take lot of pain in getting documents attested.

The Ministry also recently discontinued the practice of submission of affidavit by the family members of deceased government employees for the appointment on compassionate grounds.

Now people are required to submit self-declaration at the time of applying for compassionate appointment. All states and union territories have also been asked by the Centre to do away with practice of getting gazetted officer-signed affidavit and seek self-attestation.

Singh, a Lok Sabha member from Jammu and Kashmir’s Udhampur constituency, said soon after Prime Minister Narendra Modi’s announcement to end interviews from government jobs, his Ministry has acted on it.

“We have decided that from January 1, next year, the process of interview for Group C and D recruitments will be abolished,” he said, adding that these are some steps which nobody thought of in past over 60 years after country’s independence.

Lok Sabha passes Bonus Bill; benefits to accrue from April 2014

 

The Payment of Bonus (Amendment) Bill, 2015, was passed by a voice vote, with some members objecting to the raising of eligibility limit for payment of bonus from a salary of Rs 10,000 per month to Rs 21,000.

Replying to a debate on the legislation, Labour Minister Bandaru Dattatreya said the Government has ensured that the interest of workers are protected and there is no infringement on their rights.

"Because of Bihar Elections this bill got delayed... The Prime Minister spoke to me and asked why should the benefits of this Act should accrue to workers from 2015. It should be made available from the April 2014," he said while moving an official amendment to the Bill.

The official amendment provides that the benefits of the Act would be deemed to have come into force on April 1, 2014, instead of April 1, 2015. Dattatreya said the Ministry has held 21 tripartite meetings with all central trade unions while arriving at a decision.

The Bill provides for enhancing monthly bonus calculation ceiling to Rs 7,000 per month from the existing Rs 3,500. It also seeks to enhance the eligibility limit for payment of bonus from Rs 10,000 per month to Rs 21,000 per month.

"The Government's paramount intention is to safeguard the interest of workers... There is no infringement of workers' rights and whatever the government does will be in the interest of workers," Dattatreya said.

After the bill was passed, Deputy Speaker M Thambidurai, who was in the Chair, said the government should be congratulated for bringing the measure as also for effecting the benefits retrospectively. 

Terming the legislation as historic, Dattatreya said the outgo from government coffers would be about Rs 6,203 crore.

The Minister said the Bill would benefit crores of organised sector worker. He said unorganised sector constitute 93 per cent of the workforce or about 40 crore people.

Participating in the discussion, Mumtaz Sanghamita (TMC) said "it will benefit vast majority of poor workers. Bonus is the thing which is extra and over regular pay". She, however, wanted to know whether the increase in ceiling was commensurate to the inflation rate.

M Srinivas Rao (TDP) observed that labour laws in India were very weak and government should ensure safety and security for workers.

K Visheweshwar Reddy (TRS) said the sharp cut off of Rs 21,000 per month was flawed and added that contractual workers in factories are overworked and underpaid.

Sankar Prasad Datta (CPI-M) too echoed similar views saying that Rs 21,000 per month ceiling should not be there. Jaiprakash Narayan Yadav (SP) said there should be a special provision for women workers while providing bonus.

Prahlad Singh Patel (BJP) asked the government to fix a minimum ceiling and not the maximum one. "We can also think of linking it with the Pay Commission, so that we do not have to come again and again to Parliament to make changes". He said bonus should not be linked to profit or losses.

The Payment of Bonus Act, 1965, is applicable to every factory and other establishment in which 20 or more persons are employed on any day during an accounting year. The last amendment to the eligibility limit and the calculation ceiling was carried out in 2007 and made effective from April 1, 2006.

This amendment in the Act to increase wage ceiling and bonus calculation ceiling was one of the assurances given by the Centre after 10 day central trade unions went on one-day strike on September 2.
