NATIONAL SECRETARIAT OF CONFEDERATION:- Confederation National Secretariat Meeting was held on 24th July, 2016 under the Presidentship of Com. K.K.N. Kutty at New Delhi and endorsed the decision of Central Trade Unions of 2nd September, 2016 One Day General Strike. Being the affiliated of Confederation of C.G. E. & Workers we endorsed the decision taken by National Secretariat of Confederation. The details are Confederation circular No. Conf/Sectt/2016 dated 26th July, 2016 which is on our website. The General Demands in Part-A and confederation & NFPE  demands are in Part-B are enclosed . The campaign tour programmed of All India leaders of NFPE is also enclosed . All are requested to arrange campaign meetings as per programme of confederation & NFPE. All Circle Secretaries are also requested to launch campaign programme in their respective Circles to mobilize maximum participants for 2nd September, 2016 One Day General Strike.
GDS COURT CASE:- Next date of hearing has been fixed on 16-8-2016.
RTP CASE:_ Next date of RTP case hearing is on 26-8-2016.

7 CPC NOTIFICATION:_ Notification of 7 CPC Committee report has been issued by Ministry of Finance on 25th July, 2016 vide its letter No. F.No.1 -2/2016-IC dated 25-7-2016. And also by D.O.P Minimum wage Rs.18000/-, Fitment 2.57, Existing HRA on Existing Pay till committee submits its report. See for details on our website.

REPORT AND PHOTOS OF 36TH DIVISIONAL CONFERENCE OF MMS DELHI DIVISION
DIVISIONAL CONFERENCE OF MMS DN. NEW DELHI:- The 36th Divisional Conference of All India RMS & MMS Emp. Union Group `C` of MMS Delhi Division was held at MMS Depot Naraina  New Delhi-110028 under the Presidentship of Com. Satbir Singh –III Divisional President from 27th to 28th July, 2016.
Com. K.C. Verma  Circle Secretary R-III, Leader Staff Side Delhi Circle inaugurated the Inaugural Session on 27th July, 2016 at 11.00 AM and spoke in detail on present developments in the Department, attack on Postal Services, 7 CPC issues and other issues.. Com. K.P. Singh presented the Draft Report & Accounts in the house for discussion.
Open Session was held on 27th July, 2016 at 2.00 PM which was inaugurated by Com. Giri Raj Singh General Secretary R-III. He elaborately spoke on Postal, RMS & C.G. Emp. problems, Cadre Review proposal for MMS Staff and other staff, filling up vacant posts of Asstt. Manager & Senior Manager , Drivers and Artisans, 7 CPC report including minimum wage, fitment formula 3.7, five promotions, scrape bench mark in MACP and appealed  to all to mobilize rank & file to participate  and make RMS JCA programmes, dharna, infront of Regional   office on 2nd August, 2016 and One Day hunger strike on 26th July, 2016 infront of all CPMG`s offices and One Day Nation wide Strike on 2nd September, 2016 called by Central Trade Unions and Confederation.

Com.A.K.Gautam F/S & D/S R-III , Virender  Kumar Circle President R-III, K.C. Verma C/S, Dhan Pal D/S R-III New Delhi Stg. Division, K.M. Tripathy C/S R-III, Haryana Circle, K.P. OFFICE MEMORANDUM
Subject: Casual labourers with temporary status — clarification regarding contribution of GPF and Pension under the Old Pension Scheme.
The undersigned is directed to refer to this Department’s OM of even number dated 26thFebruary, 2016 on the above subject and to say that some references have been received in this Department from various Ministries/Departments seeking a clarification with regard to the Para 7 of the referred OM.
2. The OM was issued in consultation with Department of Expenditure and the Department of Pension and PW. It was clarified vide that OM that this Department’s 0.M dated 26th April, 2004 had been quashed in a series of Orders/Judgements. The OM dated 26th February, 2016 restores the provisions of the Scheme as it existed prior to the OM dated 26th April, 2004. The benefit of GPF and Old Pension Scheme is applicable to all those casual labourers who are covered under the Scheme of the 10th September, 1993 even if they have been regularized on or after 01/01/2004.
3. As the benefit of Old Pension Scheme and GPF is admissible only to those Casual workers who are covered under the Scheme of 1993, all Ministries/ Department may strictly ensure that it does not lead to demand by regularly recruited fresh employees appointed on or after 1.1.2004 for similar benefit in place of NPS.

4. This issues with the concurrence of Department of Expenditure vide their I.D.No.1(15)/E-V/2015 dated 27.07.2016

2nd SEPTEMBER-2016 – GENERAL STRIKE

           
            All Central Trade Unions and independent  Federations of  Employees of  different industries and services including Confederation of Central Government Employees and Workers and National Federation of Postal Employees have  decided  to organize One day All India General  Strike on 2nd  September-2016 against the anti-people , anti worker policies and authoritarian  attitude of the N.D.A.  Government on the 12 Points Charter of Demands.

            Being the affiliate of Confederation of Central Government Employees and Workers, We endorse the decisions taken by National Secretariat of Confederation held on 24th July, 2016 at New Delhi. The Confederation Circular No. Conf/Sectt/2016 dated 26th July, 2016 is enclosed herewith for taking necessary action accordingly. The demands of Confederation and NFPE are also added as Part –B of Charter of Demands.

            The Campaign Tour programme of All India Leaders of NFPE is enclosed.

            All are requested to arrange campaign meetings as per programme of Confederation and NFPE. All Circle Secretaries  of NFPE  affiliated unions  are also requested to  launch Campaign Programme  in their respective Circle  to Mobilize  maximum participation in 2nd  Sept,2016 Strike.

2016 September 2nd General Strike 12 Point Charter of Demands of Joint Platform of Central Trade Unions submitted to government:
PART – A
      1.     Urgent measures for containing price rise through universalization of public   distribution system and banning speculative trade in commodity market.
      2.     Containing unemployment through concrete measures for employment generation.
      3.     Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.
      4.     Universal social security cover for all workers.
      5.     Minimum wage of not less than 18000/- per month with provisions of indexation (for unskilled worker).
      6.     Assured enhanced pension not less than 3000 p.m for the entire working population (including unorganized sector workers).
      7.     Stoppage of disinvestment in Central/state public sector undertakings.
      8.     Stoppage of contractorisation in permanent/perennial work and payment of same wage and benefits for contract workers as that of regular workers for the same and similar work.
      9.     Removal of all ceilings on payment and eligibility of bonus, provident fund and increase in quantum of gratuity.
      10.Compulsory registration of trade unions within a period of 45 days from the date of submitting application and immediate ratification of ILO conventions C-87 & C-98.
      11.No FDI in Railways, Defence and other strategic sectors.
      12.No unilateral amendment to labour laws.

PART – B  :  (CGE & POSTAL DEMANDS)

      1.   Avoid delay in implementing the assurances given by Group of Ministers to NJCA on 30thJune 2016, especially increase in minimum pay a fitment formula. Implement the assurance in a time bound manner.
      2.     Settle issues raised by the NJCA, regarding modifications of the 7th CPC recommendations, submitted to Cabinet Secretary on 10th December 2015.
      3.     Scrap PFRDA Act and New Pension System (NPS) and grant Pension/Family Pension to all Central Government employees under CCS (Pension) Rules 1972.
      4.     No privatization, outsourcing, contractorisation of Government functions.
      5.     (i) Treat Gramin Dak Sevaks as Civil Servants and extend all benefits on pay, pension and allownaces of departmental employees.
(ii) Regularise casual, contract, contingent and daily rated workers and grant equal pay and other benefits.
      6.     Fill up all vacant posts by special recruitment. Lift ban on creation of new posts.
      7.     Remove ceiling on compassionate appointments.
      8.     Extend benefit of Bonus Act amendment 2015 on enhancement of payment ceiling to the Adhoc bonus/PLB of Central Govt. employees with effect from the financial years 2014-15. Ensure payment of revised bonus before Pooja holidays.
      9.     Revive JCM functioning at all levels.
10.   Implement Cadre restructuring in left out categories of Postal Department. i.e RMS,MMS,PA CO, SBCO & Postal Accounts etc..
11.  Settle the problems related CBS, CIS & stop harassment and Trade Union victimization.

1.    All General Secretaries of NFPE will consult with Circle leaders and if any change is required can make suitable change.
2.   Leaders whose names are given should compulsorily attend the meeting.
3.   Circle Secretaries of NFPE should take initiative to arrange the joint meeting.  They should consult each other and finalise the programme and arrange grand meetings..
4.   Maximum publicity should be given to campaign programme and maximum participation of employees should be ensured.
5.   Circle Unions / Divisional Unions should make maximum effort to make the strike a grand success.  Joint campaign programme by Circle / Divisional Union Leaders may be organized in all Circles / Divisions.
