SUCCESS
All India RMS & MMS Employees Union Group `C` CHQ Red Salute and
congratulates to all CWC members,
Circle, Divisional and Branch Secretaries, office bearers and members for
participating and making a grand success IIIrd Phase programme on 26th
September, 2016 , one day hunger fast infront of all CPMGs offices. Now CHQ
appeal to all to mobilize effectively rank & file to participate and
make a grand success of PJCA 4 Phase
programme including two days strike on 9th & 10 November, 2016
and Confederation programme including massive Parliament March on 15th
December, 2016 details with Charter of Demands in PJCA Circular and Confederation Circular.
NFPE FEDERAL SECRETARIAT MEETING:- Federal
Secretariat Meeting of NFPE was held on 27-9-2016 under the Presidentship of
Com. Giri Raj singh . com. M.Krishanan S/G confederation also attended and guided
the discussions and decisions. Com. R.N. Parashar S/G NFPE reported detail
discussion with Sh. D.theagarajan S/G FNPO and placed the phased programme of
action culminating in 2 days nation wide strike on 9th & 10th
November, 2016 exclusively on the Bonus demand of GDS and Revision of wages of
Casual Labourers
2. After detailed discussions the Secretariat decided to implement the
decision of PJCA.
HOMAGE TO COM. DES RAJ SHARMA:- Before commencement
of the meeting the National Secretariat paid respectful homage to Com. Des Raj
Sharma Ex G/S P-IV, Ex Dy S/G NFPE. The Genral Secretary of all other
participants mentioned about the ungorfetable contribution for strengthening
P-IV union, NFPE and Confederation and offered two minutes silence.
DEPARTMENTAL ANOMALY COMMITTEE- DEPARTMENT
OF POSTS:-
Secretary General reported regarding communication received from the Department
regarding constitution of Departmental Anomaly Committee. Coms. R.N. Parashar
S/G NFPE & G/S P-III,Giri Raj Singh (G/S R-III) ,R.Seethalakshmi (G/S P-IV),
P. Suresh (G/S R-IV) and Com.Pranab Bhattacharjee (Admn) will represent NFPE in
the committe against the 5 seats allotteed to NFPE. It is requested that all
the General Secretaries should submit the itmes to be included in the Agenda of
the anomaly Committee to com. Giri Raj Singh Secretary (JCM) Staf Side on on
before 15-10-2016. All Branch/Divisional/Circle Secretaries and CWC Members
should also submit the items including MMS drivers and Artisans to R-III CHQ
before 12-10-2016.
FINAL MEETING WITH CHAIRMAN GDS COMMITTEE:- The Chairman GDS
Committee had invited NFPE for final interaction before finalizing the
recommendation. Com. R.N. Parashar S/G NFPE and Com. P. Panduranga Rao General
Secretary AIPEU GDS will attend the
meeting on 7th October, 2016.
CONFEDERATION SECRETARIAT MEETING:- Confederation
Secretariat Meeting was held on 30th Sept, 2016 under the
Prsidentship of Com. K.K.N. Kutty and reviewed 2nd September, 2016 strike
and decided to organise Nation wide campaign and agitational programmes
culminating the Strike against the totaly negative and indifferent attitude of
Govt.Against the non implementation of the assurances given by the Group of
Ministers to NJCA demanding immediate settlement of the Charter of Demands:-
1st Phase programme:- on 20th
October, 2016, demonstration at all Centres/all office gates forwarding of
resolutions adopted on Charter of Demands to Hon`ble Prime Minister of
India,(2) Hon`ble Home Minister (3) Hon`ble Finance Minister and all Deaprtment
Heads.
2nd Phase – On 7th
Nov. 2016 mass dharna at all States Capitals/Important cities.
3rd Phase:- On 15th
December, 2016 a massive Parliament march of not less than 20,000 C.G. Emp. Out
of which 10,000 allotted to NFPE and out of which 1000 allotted to R-III.Circle wise Quota for participation in
Parliament March to be held on 15th December, 2016 is allotted as
under:-
Assam-2, A.P.-50, Bihar-130,
Chhatisgarh-50,Jharkhand-40, J&K-10, Gujarat-60, Haryana-70, H.P.-10,
Karnataka- 30 , Kerala-20, M.P.-100, Maharastra-150, Orissa-40, Rajasthan-130,
Tamil Nadu-50, West Bengal-60,Punjab-80, U.P.-200, Delhi-200
All the Circle Secretaries are requested to
allot the quota to each Division and ensure as per Quota allotted and instruct
to all Divisional & Branch Secretaries to book their tickets of
participants well in advance and intimate to CHQ.
4th
Phase;- Strike
jointly with all like minded Organisations. Date will be decided in the
consultation with other Organisations. Details in Confederation Circular
dt.1-10-2016 which is available on our website.
PAYMENT OF QUOTA:- All
Circle, Divisional and Branch
Secretaries are requested to remit Quota to CHQ @Rs.30/- (CHQ-Rs.26.25,
NFPE-Rs.3.75) per member per month from August, 2016.
SPECIAL DONATION:- All India RMS & MMS Emp. Union Group `C` CHQ appeal
to all CWC Members, Circle,
Divisional and Branch Secretaries to
collect Rs.100/- as Special donation for CHQ from members of our Organisation
during the payment of arrears and Bonus in
order to meet the expenditure arising out of revised pay and high rise prices.
Please implement it.

1ST PHASE – 20.10.2016
PROTEST DEMONSTRATIONS AND GATE MEETINGS
RESOLUTION TO BE ADOPTED IN THE GATE MEETINGS TO BE HELD IN FRONT OF ALL CENTRAL GOVERNMENT OFFICES
This meeting of the employees of the ……………………………………………………………………………

(office) on 20.10.2016, after the demonstration conducted as per the call of the Confederation of Central Government Employees & Workers, as part of the nation-wide agitational programmes culminating in strike, for settlement of the justified demands of the Central Government Employees and pensioners, mentioned in the Charter of Demands, resolved as follows:
The proposed indefinite strike action of the Central Government employees under the banner of National Joint Council of Action (NJCA) of JCM national Council Staff side organisations from 11th July 2016 was deferred, on the basis of the assurance given by the Group of Ministers including Home Minister, Finance Minister and Railway Minister to the NJCA leaders on 30th June 2016 that the demands of the employees, particularly the increase in minimum wage and fitment formula, will be considered favourably and a High Level Committee will be constituted for submitting the proposal to the Government in this regard within a period of not more than four months. This meetings views with grave concern that even after 2½ half months the committee is not constituted and inordinate delay is taking place in implementing the assurance given by Hon’ble Ministers. This meeting further notes with concern the unilateral orders are issued by the Government imposing stringent conditions for Modified Assured Career Progression (MACP) promotion and also abolishing non-interest bearing Advances like Festival Advance and Natural Calamity Advance, without any consultation with the JCM Staff Side.
This meeting, therefore, urges upon the Central Government to expedite action to honour the assurance given by the Group of Ministers and also to settle the legitimate demands of the employees and pensioners raised in the charter of demands.
