STRIKE NOTICE SERVED TO THE SECRETARY DEPARTMENT OF POSTS BY NFPE LEADERS ON 06thNOVEMBER-2015.

            Start intensive preparations for making 1st & 2nd December, 2015 strike a historic success.

            All General Secretaries /NFPE Office bearers /Circle Secretaries /Divisional  & Branch Secretaries of all NFPE affiliated unions and AIPEU GDS (NFPE) are requested to intensify the campaign  programme at all levels by   organizing mass demonstrations, General Body Meetings, Gate Meetings and Press Conferences.

            Please issue Circulars. Pamphlets, Hand Bills, Posters in English / Hindi and Regional languages and send to all up to each office, HO,SO,BO , RMS & MMS offices and all other sections of Department.

            Circle and Divisional Secretaries are requested to launch intensive campaign programme upto Division and Branch levels.

Fight unitedly to achieve the demands.
We have won so many occasions and this time also we will also win.

            All CWC Members, Circle, Divisional and Branch Secretaries.

Dear Comrades,

                       As notified the Central Working Committee was held at Ranchi (Jharkhand) from 28th to 29th October, 2015 under the Presidentship of Com. S.K. Bardhan. All the Circle Secretaries except H.P.J&K, Punjab, Rajasthan and Tamilnadu partipated. Com. R. Seethalakshmi G/S P-IV inaugurated the Inaugural Session on 28th Oct, 2015 at 10.00 AM. Com. Giri Raj Singh General Secretary R-III placed the report before the house.
                     Afternoon Open Session was held on 28th Oct., 2015 at 2.00 PM. Com. R.N. Parashar S/G NFPE inaugurated the Open Session. Coms.R. Seetha Lakshmi G/S P-IV, P.Suresh G/S R-IV, Giri Raj Singh G/S R-III, H.M. Gedam Ex AGS , Jagdish Prasad Ex Treasurer CHQ R-III, Shri Anil Kumar PMG as the Chief Guest and other leaders addressed the Open Session. All the leaders and Chief Guest were honoured by garlanding and presenting momento by Com. R.N. Kumhar G/S, Jai Narain Chairman, B.K. Choudhary Working Chairman alongwith members of Reception Committee.
This CWC unanimously endorsed the call given by the NFPE Secretariat two days strike on 1st & 2nd December, 2015 . The CWC adopted the following resolutions:-
RESOLUTIONS
The Central  Working Committee meeting of AIRMS & MMS Emp. Union Group `C` was held at Ranchi (Jharkhand) from 28th to 29th Oct, 2015 unanimously endorsed the call given by the NFPE Secretariat  two days  strike on 1st & 2nd December, 2015 demanding inclusion of GDS under the preview of 7 CPC, implementation of Cadre Review proposals of all Cadres in the  Department of Posts before the 7 CPC recommendations are implemented and filling up of all Group `C` & MTS  in the D.O.P. Despite various forms of struggles conducted by the Postal Employees and assurances given by various authorities including MOC , the govt. has deliberately refused to include the issue of review of wages of GDS employees by the 7 CPC. The AIPEU,GDS (NFPE) has already submitted its memorandum in respect of GDS employees to the Chairman 7 CPC and this CWC demands that this must be considered by the 7 CPC and for that purpose the Govt. must issue necessary instructions to the 7 CPC so that the same is given equal congnigence by the 7 CPC and the wages of GDS are also revised alongwith the other employees. In respect of Cadre Review proposals and filling up of vacant popsts of all Group `C` & MTS including MMS staff , the dillidolly actions  of the Departement  are really not tangible at all.
This CWC, therefore, appeal to the RMS & MMS employees at the grass root level to make the two two days strike a grand success.
 This CWC also adopted the following Resolutions:-
2. Succesful implementation of  1st & 2nd December, 2015 strike.
3. Inclusion of GDS in the 7 CPC.
4. Implementation of Cadre Review proposals.
5. Filling up of vacant posts.
6. Proper utilization of MNOP and other modernization funds.
7. Allotment of sufficient Medical funds.
8.    Improvement of constructions in the RMS & MMS offices.
9.    Improvement of buildings /sanitation in RMS & MMS offices.
10.  Against Communalisation and religious intolerance and protect secular values.
11.  Condemning the all actions of intolerance in the country.
12.  Compassionate appointments.
13.  Against price rise.
14.  Against privatization/corporatization and outsourcing of Postal services.
    15.  Urging enhancement of Bonus ceiling (PLB) from Rs.3500/ to Rs.7000/-  
              w.e.f. 1st April, 2014.
16.  Against labour reforms and attack on Trade Union rights.

The CWC decided to observe the demands day of RMS & MMS Employees from 17th to 19th November, 2015 by badge wearing and campaign demonstration  infront of all offices. Demands in joint Circular is enclosed.

STRIKE NOTICE SERVED:- NFPE Leaders served the Strike Notice of two days from 1st to 2nd December, 2015 to the Secretary D.O.P. today.

R.T.P. CASE:- The next date of RTP case hearing is on 26-11-2015.

GDS CASE:-    Next date of hearing is on 18-11-2015.

R-III BIHAR CIRCL CONFERENCE:- The 31st Circle Conference of R-III Bihar Circle was held at Gaya from 3rd to 5th Oct.2015 which was inaugurated by Com. Giri Raj Singh G/S R-III. Coms. Nagendra Prasad Singh , S.K. Verma and Com. Sheojee Prasad were elected as Circle President, Circle Secretary and Treasurer respectively.

FELICITATION TO COM S.K.BARDHAN:- On 29th October, 2015,the felicitation was given to Com. S.K. Bardhan  President CHQ R-III to be retired on 31-10-2015 by NFPE, CHQ, CWC and Reception Committee.
Coms. R.N. Parashar S/G NFPE & G/S P-III, Giri Raj Singh President NFPE & G/S R-III,R.Seetha Lakshmi G/S P-IV, P.Suresh G/S R-IV and other leaders, CWC members, Circle Secretaries and Reception Committee members garlanded and recollected his yeoman services to the organisation. This CWC also  records its appreciation and gratitude to Com. S. K. Bardhan President CHQ
PAYMENT OF QUOTA:- All Circle/Divisional /Branch Secretaries are requested to clear arrears of quota to CHQ without delay and remit in future regularly.RMS Worker will not be posted to those branches in arrears for more than 3 months.
All Circle /Divisional/Branch Secretaries and  Office Bearers  are requested to mobilize rank & file to participate and make a serious campaign to make grand success the coming agitational programmes of NJCA, Confd., NFPE and CHQ including 2 days strike from 1st to 2nd December, 2015.

IMPLEMENTATION OF DIRECTORATE’S O.M.  NO. 2-53/2011.PCC DATED 22.01.2015 REGARDING REMUNERATION PAYABLE TO FULL TIME/PART TIME CASUAL LABOURERS:

D.G. Posts letter No. 2-53/2011-PCC dated 05 November, 2015 (Addressed to CPMG Kerala Circle).

            I am directed to refer to your office letter No. EST/862.2015 dated 18.06.2015 on the subject cited above and to convey that the spirit of this Directorate’s O.M.  dated 22.01.2015 is to allow revised remuneration to such full time/part time casual  labourers who have physically worked  or who continue to work as such in that capacity, with no  ambiguity , whatsoever . Needless to say, correctness of the payment is to be ensured by adopting such measures as are deemed appropriate in the circumstances of each individual case.
