Posts
of Manager Mail Motor Service in Poona, Patna, Ahmedabad, Bhopal, Kanpur and
other MMS units are lying vacant for the
last more than 5 years. As the recruitment for the posts of Manager MMS is not
being carried out since 2004, due to which resentment and discontentment among
the staff is simmering. Inspite of repeated requests from this Union no
actionhas been taken by the Directorate to fill up these posts.
We would again
request upon you to kindly take
appropriate action at the earliest for filling up the above mentioned posts of
Manager Mail Motor Service.

Subject:- NSPC Hubs under
the control of RMS-regarding
Respected Madam,
Kindly
refer to this union letter of even number dated 7-09-2011 on the above cited subject.
We again
remind you about the assurance given during the June-July,2011 discussions that
all the National Speed Post Hubs will function only under the control of RMS
and any existing Speed Post Hub under the control of SSPOs will be
transferred to RMS control. However we find that no action has been
taken to bring all National Speed Post
Hubs under the control of RMS.
We urge
upon you to kindly fulfill your assurance regarding placing all the NSPC Hubs
under the control of Superintendent RMS. No extra expenditure is involved in
this process.

Subject:- Framing of
Recruitment Rules in respect of Postal /Sorting Assistant in Department of
Posts.

refer to this union letter of even number dated 14-12-2011 on the above cited subject.
We had
pointed out by cited letter that in the method of Rucruitment Rules of PA/SA issued vide your office letter
No. 37-47/2010-SPB-I dated 18.11.2011, under Column 12 & 13 of the said
method composition of the Departmental
Promotion Committee for considering the PA/SA for confirmation, Senior
Superintendet of Post Offices/Superintendent of Post offices has been shown as
the Chairman of the DPC which shows that
for the confirmation of the Sorting Assistants also Senior Superintendent of Post
Offices/Superintendent of Post offices will be the Chairman of the DPC which
does not appear to be correct. For the Confirmation
of Sorting Assistant, Chairman of the
DPC should be from RMS side i.e. Senior Superintendent of RMS/Superintendent of
RMS
We urge
upon you to kindly add Senior Superintendent of RMS/Superintendent of RMS under
Column 12 of your above mentioned letter
as Chairman of the DPC for confirmation of Sorting Assistants and issue
a clarification in this regard.

Subject:- Filling up
the posts in the cadre of HSG-I
Respected Madam,
Directorate has not finalized the Recruitment Rules for HSG-I
during the last 10 years. In the absence of Recruitment Rules Directorate with
the approval of DOP&T had ordered to promote HSG-II officials who had not
completed the prescribed 3 years service. This arrangement was a one time measure. Now Directorate has
withdrawn these instructions as a result
most of the HSG-I posts are lying vacant.
HSG-II
officials who had not completed 3 years service and promoted to HSG-I on adhoc
basis after May, 2009 has also been
reverted.
This
Union urges that approval of DOP&T may kindly be again taken for extension
of above mentioned instructions till the
revised Recruitment Rules are finalized and the officials reverted to HSG-II
may be allowed to continue so that HSG-I posts does not remain unfilled.
