RESOLUTIONS OF 29TH AIC

Respected  Madam,
           The 29th All India Conference of All India RMS & MMS Employees Union Group `C` held at Balbhawan, Kanpur from 3rd May to 6th May, 2012 adopted the following resolutions unanimously. I am hereby forwarding the resolutions for consideration and necessary action

1.A.  Following L-2 RMS offices to be converted to L-1 office  to avoid back routing and delay to mails

B.   Setting up of L-2 offices in all District Head Quarters.
C.   Introduction of Mail bags  from L-1 to L-2 offices of the Circle and to L-2 offices of neighbouring circles on need basis.
2.   Speed Post Hubs , BPC, MNC, Logistic Post Centres , all should come under a single roof under the control of RMS.
3.    Filling up of vacant posts in RMS on priority basis as L-1 and L-2 offices are getting more mails after implementation of MNOP.
4.   Modernisation  and proper maintenance of all RMS buildings.
5.  Evolution of Scientific norms for R-Net, SPC, EPP, Logistic and other value added premium services.
6. Expenditure incurred in connection with accidents of MMS Vehicles should be born by the Department.
7. OSA for drivers going outside the H.Q.
8. Renewal of Driving license  fee   should be born by the Department and Special leave should be granted.
9.  More Holiday  Homes in the places of tourism importance specially in N.E. and J&K Regions.
10.  Withdrawal of PFRDA Bill & NPS Bill and reintroduction of defined benefits
11.  Discontinuation of Polythene Bags and more supply of `C` bags & `B` bags.
12.     The 29th All India Conference of All India RMS & MMS Employees Union Group `C` held at Balbhawan, Kanpur hereby  resolve that all MBCs & BPC  at present functioning separately  should henceforth be brought under L-2 RMS offices as part of the functioning of RMS Wing. Experts in RMS can be best utilized for disposal of Business mails.
13.     Replacement of condemned vehicles:_ All the condemned vehicles may be replaced with new vehicles.
14.     Introduce insurance Mail Vans to minimize the loss to the Department.
15.     Stopping of Private Carriers to carry mails and introduce MMS vehicles to carry mails upto 300 Kms.
OTHERS
1. Ceiling on cost per Card in respect of Postal   should be enhanced.
2.  Supply of uniform and shoes in time in MMS
3. No closure of Kolkata RMS Division in view of falling traffic on installation of  AMPC –Protective measures to be taken.
4. Construction of proposed RMS building at MMS Terminus Bangalore instead of at proposed Daddanekhundy which is 30 Kms away from Bangalore City.

           The 29th All India Conference of All India RMS & MMS Employees Union Group `C` held at Balbhawan, Kanpur from 3rd May to 6th May, 2012 adopted the following resolutions unanimously. I am hereby forwarding the resolutions for consideration and necessary action
1.  Removal of 5% cap on compassionate appointments.
2.  Allowing SAs to sit for PSS Group `B` Examination after 10 years of service.
3.  Special Allowance of PO & RMS Accountant should be taken into account for fixation of pay on promotion  and placement under MACP Scheme.
4.  3 MACP should be given to promotee officials exclusively in the case of promotion earned through examination.
5. Early completion of Cadre restructuring.
6.  HSG-I Grade Pay should be enhanced  to Rs.4800/- for restoring equivalent PSS Group `B` and similar facility of providing Grade Pay of Rs.5400/- after 4 years of service.
7.  Abolition of Bonus Payment Ceiling.
8. Upward revision of CGEGIS to Rs. 100/-
9.  Encashment facility of Earned Leave at any time during service.
10.  Setting up of 7th CPC with 5 years periodicity and     D.A. merger w.e.f. 1.1.2011.
11.     The 29th All India Conference of All India RMS & MMS Employees Union Group `C` held at Balbhawan, Kanpur observe that no departmental vacancies  (50%) of drivers are being filled up from eligible MMS staff. It is resolved to request to fill up the promotion quota vacancies from the eligible Departmental officials.
12.     Filling up all vacant posts of Drivers, Artisans, Mechanics, PA, Charge-hand, Technical Supervisor, AMM & Dy.Manager in MMS & Stop outsourcing.
13.     The 29th All India Conference of All India RMS & MMS Employees Union Group `C` held at Balbhawan, Kanpur from 3rd May to 6th May,2012 resolves that the vacancies of PA/SAs should be calculated in advance and recruitment process should be started earlier so that shortage of staff  be eliminated earlier.
14. AIC resolves that Department should modify the Recruitment Rules of PSS Group `B` so that RMS officials  may also compete in this examination against 6% quota along with Postal line officials.SA with Ten years regular service may be permitted to appear for PSS Group `B` examination.
15      Regularisation of RTP services by counting training period as duty and also by considering the more than 240 days in one year  as duty
16.     The AIC resolves to request the Department to honour the decision made in the JCM (DC) in 1979 upgrading the promotional posts after taking matching savings. The Conference requests the department to restore all the Posts of LSG/HSG-II upgraded under TBOP/BVR Schemes and honour the posting orders issued to the officials promoting them after upgrading the posts.
17.     The AIC notes with deep concern that the Posts of HSG-II/HSG-I are not being allowed in MMS. As a result PAs of MMS are  deprived of financial benefits.
18.     LSG Accountant posts should be filled up from PO & RMS Accountants.
19.     The 29th AIC resolves to demand Special leave for the officials suffering from prolong diseases like cancer/ heart diseases.
20.     Stepping up of pay of seniors at par with their juniors who are getting more pay on their getting financial upgradation   under MCAP.
21.     AIC resolves that due to acute shortage of staff in RMS offices mails suffer delay and the staff is compelled to perform over time duty with meager amount. This Conference requests to fill up all the vacant posts immediately.

22.     Extension of Children Education Allowance upto masters degree level.
23.     Regularisation of HSG-I posts.
OTHERS
1. 25% Enhancement of SDA as like other allowances on crossing of D.A. 50%.
4.  Counting of RTP service for MACP.
5. Enhancing the Educational qualification of skilled Artisans in MMS (Matriculate with ITI)
6. Grant of equal pay to skilled Artisans on par with skilled Artisans in Defence.
7.  Grant of promotion   on par with Railway and Defence.
8. Raising educational qualification of MMS drivers to 10 + 2.
10. CGHS facility should be extended to employees residing in suburban areas of A-I  cities.
11. Regularisation     casual       Drivers engaged in MMS
13.Compensatory off in lieu  of Postal Holidays falling on Fixed weekly off day.
