ORGANIZATIONAL NEWS:

DECISIONS OF FEDERAL EXECUTIVE OF NFPE HELD AT LUCKNOW ON 26TH & 27TH JULY, 2011

1. All India Study Camp of NFPE will be held at Allahabad (U.P.) in the month of December-2011 or January: 2012.

2. Postal CASUAL , Part Time, Contingent Employees, All India Convention will held at Tirupati (AP) during the month of November - 2011.

3. State level Conventions, Mahila Conventions and Trade Union Camps will be organized from January, 2012 onwards.

All India Conference of A.I.P.E. Union Postmen & MTS (Gr. 'D' ) will be held at Pushkar (Ajmer) Rajasthan from 25th to 27th September-2011

All India Conference of A.I.R.M.S. & MMS Employees Union Group 'C' will be held in U.P. Circle .Date & Venue ill be intimated later.

RESOLUTIONS ADOPTED IN FEDERAL EXECUTIVE OF NFPE HELD AT LUCKNOW ON 26 & 27 JULY, 2011

THIS FEDERAL EXECUTIVE MEETING OF NFPE HELD AT LUCKNOW FROM 26-07.2011 TO 27.07.2011 AFTER DETAILED DELIBERATIONS ON ALL ISSUES RELATED TO THE PROPOSED INDEFINITE STRIKE FROM 2011 JULY 5TH HAS RESOLVED THE FOLLOWING:

1. This Federal Executive has come to the unanimous conclusion that, under the given circumstances the settlement reached with the Administration on the 25 points Charter of Demands is the best possible and fully ratify the decision of the JCA to defer the strike.

2. This Federal Executive further direct the NFPE & JCA leadership to take follow up action to get orders released on all the agreed items in a time bound manner.

3. This Federal Executive demand the Secretary, Department of Posts, to arrange another review meeting on the PLI related issues as the decentralization of certain important PLI/RPLI functions to Divisions has been done contrary to the sprit of the discussions held on 01.07.2011. Review meetings may also be arranged with the unions of Civil Wing and Postal Accounts as assured during the final round of discussion.

4. Regarding the formation of the Committee to review the Speed Post hubs and first class hubs (L 1,L 2) the Federal Executive is of the unanimous view that the induction of new technology and consequent changes in the mail processing should not lead to indiscriminate closure/merger of existing RMS Offices and interest of employees should be protected. The delay in public mail should be avoided and speedy delivery of articles should be ensured.

5. The Federal Executive further resolve that if any unilateral violation of the assurances given to the Staff Side take place then NFPE and JCA shall organize agitational programmes.

Subject: - Organizing frequent meetings/melas on holidays and Sundays – denial of legitimate rights to the employees to avail Sundays etc.

Sir/Madam,

I am directed to state that the issue of organizing frequent meetings/melas on holidays and Sundays, thus depriving the employees of their legitimate right to avail the break was considered in a meeting taken by Secretary to discuss charter of Demands served with the notice of indefinite strike w.e.f. 05.07.2011 by Postal Joint Council of Action.

2. While in certain circumstances it may be unavoidable strategically beneficial for the Department to hold meetings/melas etc on holidays and Sundays, it may not be done so in a routine manner. Needless to say, the weekly break and holidays etc. have their own significance and it may be kept in view while calling the officials for duty during the break.

3. This may be brought to the notice of all concerned.

I am directed to refer to the Directorates letter No. 37-63/98-SPB-I (Pt) dated 20/26.8.1999 regarding increasing the number of chances to appear in the Limited Departmental Competitive Examination (LGO Examination) to fill up the posts of Postal Assistant/Sorting Assistant from 5 to 6. The matter has since been reviewed and it has been decided by the competent authority to increase the number of chances for OC candidates to appear in the Limited Departmental Competitive Examination (LGO Examination) to fill up the posts of Postal Assistant/Sorting Assistant from 6to 8. It has also been decided to increase the chances for SC/ST candidates to appear in the said examination to 10 provided there are vacancies reserved for candidates belonging to SC/ST and in case any SC/ST candidate is appointed on the basis of his/her 9th or 10th chance he/she shall be appointed against the vacancy reserved for SC/ST, as the case may be, irrespective of his/her merit in the examination.

2. It is requested that these instructions may be given wide publicity immediately.

♣ CENTRE ISSUES DRAFT GUIDELINES FOR PROCUREMENT OF AYURVEDIC MEDICINES FOR CGHS

The Central government has issued a set of draft guidelines for procurement of ayurvedic medicines for the Central Government Health Scheme (CGHS). The procurement shall be done through rate contract (RC) and normal validity of RC will be for a period of two years, which may be extended for a period of six months in one instance and upto a period of one more year on the discretion of the ministry.

The procurement of medicines will be recommended by a provisioning committee and shall be approved by the ministry. A panel of medical inspection committee shall be constituted, comprising of three members each for two years with two months tenure will be prepared and approval for the same will be obtained from the director CGHS to compare the bulk supply of medicines in two phase.

According to the draft the ayurvedic medicines that are manufactured by Indian Medicines Pharmaceutical Corporation Limited (IMPCL) may be procured without inviting tender or rate enquiry at rates finalised by the cost and account branch of Department of Expenditure/Ministry of Finance. However this is applicable only if IMPCL provides barcode for their list of manufacturing medicines from next financial year.

Apart from getting ayurvedic medicines from IMPCL, CGHS will also procure medicines from open market through tendering process by following two bid procedure. These medicines would be generic medicines that are not in the list of medicines being produced by IMPCL or medicines which are certified by the IMPCL having not produced for the period and proprietary medicines as per approved CGHS formulary under disease category.

The draft mentions that the procurement of the medicines shall also be done through approved local chemists if a formulary medicine is not available in the store dispensaries, units or hospitals and even the medicines of equal therapeutic value is is not available in the existing formulary.

It has been notified that the medicines shall be procured only from the firm that has a manufacturing unit with an average annual turnover of rupees 50 lakh per year for three years. Interested firm should be able to pay Rs 25,000 and performance security of Rs 50,000 EMD for a period of four to five months and performance security for a period of three years. The firm should possess for the last three years the Good Manufacturing Practice (GMP) certificate issued under Schedule T of the Drugs and Cosmetics Act 1940 rules there under in force. The draft specifies that all the firms catering should be able to provide barcode system for the selected medicines on the label and packaging unit.

"Procurement of ayurvedic medicines for CGHS, Delhi will be made as per annual provisioning worked out on the pattern of daily patients attendance rate (DPAR) formula and annual demand submitted by the hospitals. The provisioning of classical and patent proprietary medicines of IMPCL and other firms will be made on the assumption of the last three years," the draft states.

It states that the first preference for the procurement of the medicines shall go to IMPCL. However the draft clarifies that CGHS may procure medicines which are not supplied by the IMPCL from state government or co-operative pharmacies provided they are willing to supply medicines on CGHS rate contract. It states that the ratio of 60:40 in terms of value in classical and propriety medicines will be maintained in the CGHS procurement.

HEAD OF OFFICE SHOULD WRITE TO DIRECTORATE OF ESTATE FOR ISSUE OF NO DEMAND CERTIFICATE IN RESPECT OF PERIOD OF PRECEDING EIGHT MONTHS BEFORE THE DATE OF YOUR RETIREMENT, IN CASE YOU OCCUPY GOVT. ACCOMMODATION.


NOT LATER THAN TEN MONTHS BEFORE RETIREMENT


HEAD OF OFFICE WILL ISSUE YOU A CERTIFICATE REGARDING LENGTH OF QUALIFYING SERVICE PROPOSED TO BE ADMITTED FOR PURPOSE OF PENSION AND GRATUITY AND AS TO EMOLUMENTS AND AVERAGE EMOLUMENTS FOR PURPOSE OF RECKONING OF RETIREMENT GRATUITY AND PENSION FOR YOUR ACCEPTANCE. HEAD OF OFFICE WILL ISSUE YOU FORM 5 FOR COMPLETION.


NOT LATER THAN EIGHT MONTHS BEFORE RETIREMENT


YOU MAY SUBMIT FORM 5 DULY COMPLETED IN ALL RESPECTS TO THE HEAD OF THE OFFICE


NOT LATER THAN SIX MONTHS BEFORE RETIREMENT


HEAD OF OFFICE SHALL ENSURE COMPLETION OF PART-I OF FORM 7 AND HE SHALL FORWARD THE PENSION PAPERS TO THE PAO.


THREE MONTHS BEFORE RETIREMENT


YOU MAY APPLY FOR COMMUTATION OF PENSION IN FORM I-A TO THE HEAD OF OFFICE FOR ONWARD TRANSMISSION TO THE PAO. YOU MAY PLEASE ENSURE THAT YOUR DDO HAS STOPPED MAKING GPF RECOVERIES IN YOUR CASE.


TWO MONTHS BEFORE RETIREMENT


HEAD OF OFFICE SHALL COMMUNICATE TO THE PAO, GOVT DUES RECOVERABLE FROM DCRG IN YOUR CASE.


ONE MONTH BEFORE RETIREMENT


AFTER CHECKING OF YOUR PENSION CASE RECEIVED FROM YOUR HEAD OF OFFICE, PAY & ACCOUNTS OFFICER SHALL ISSUE PPO & AUTHORITY FOR GRATUITY.
