Subject: Indefinite strike action by
RMS and MMS Employees —Submission of Memorandum.
Sir,
Kindly
refer to this JCA letter No. RMS/AGTN/
2018 dated 09-07- 2018 regarding the problems pertaining to RMS & MMS
Employees. Our unions conducted several agitatEonal programmes at Division/Region/Circle
level and a massive dharna infront of Dak Bhawan on 04-09-2018. The
administration is not ready to settle the genuine demands raised by the unions.
It is sorry to mention that no discussion was arranged till date on the Charter
of Demands submitted by the RMS JCA. Unilateral Implementation af PNOP without
considering the suggestions submitted by the staff side and not providing
adequate space and infrastructure in hubs resulted large scale back routing of
parcels, accumulation of parcel bags in hubs. Simultaneous implementation of
PNOP and CSI caused enormous miseries to working and our business
deteriorating.
In
this circumstance, the joint Council for action of RMS Unions held on 4th
September 2018, decided to resort higher form of trade union
action including indefinite strike for the settlement of below mentioned Issues
of RMS/MMS employees.
1. Consider the suggestion submitted by the staff side in
connection with implementation of PNOP (Copy of the suggestions enclosed), and
take Immediate changes and remedial dctions to avoid back routing, accumulation
of bags in parcel Hubs. Provide adequate space and other intrastructures In all
hubs. More LI and L2 hubs required in all circles to avoid delay in parcel
movements.
2. Stop the move for merger/closer of mall offices stating
decreased volume of mails after implementation of PNOP. Karnataka circle
administratits propsed merger of Madikerl and Mandya sorting with Mysore RMS immediately
after PNOP implementation.
3.
Non-payment of Out Station Allowance and Accountant Allowance.
4 Discrimination
to RMS/ MMS ompIoyec- in cadre- resiructuring.
5 Settle the
problems due to the lmplomr,,alion of CSl in RMS.MMS Divislons.

good quality of Compulors. scanners, printers, UPS and Generators.

Regularise all part time casual labourers. contingents and DRM.
12. Stop
outsourcing and contraclorisation of RMS 8 MMS funcltons.
13. Withdraw
NPS and guarantee 50% of last pay drawn as mlnimum pension.
14. Stop
victimization and harassment for
contributory negligence and trade union viciimliation.
15. Withdraw
Bench Mark for granting MACP.
16, Provide
40 seats RMS comparrtments in all sections.
17. Drop the
proposaI for shifting of Headquarter of RMS ‘SH`Dn. from Saharanpur
to Ghaziabad.
18. Grant Dress Allowance@Rs.10,000/- per year to MG/MTS/MMS staff as per the
recommendations of 7 CPC.
19 Provide
adequate man power to RMS/MMS units.
20. Supply
adequate good quality Canvas Bags.
Providing uniform size bags for handling business mails in RMS offices.
21. Grant 3
MACP to the officials who get promotion after appearing competitive
examinations.

INDEFINITE STRIKE ON RMS/MMS ISSUES

PREPARATION IMMEDIATELY
Postal Deptt and the NDA Govt is not
ready to settle the burning issues of RMS and MMS employees. We submitted memorandum and organized several
agitations jointly and individually. But the Deptt is not ready to discuss and
settle our demands. Day by day new schemes and projects are being implemented
without discussing with the Staff Side. Implementation of CSI and PNOP caused
the working atmosphere in all RMS units enormous miseries. If the PNOP goes
like this only 89 RMS offices will exist and all other units will be under the threat of
merger/closer in near future.. Large scale back routing, accumulation of parcel in parcel hubs,
inadequate space and other infrastructure facilities makes work place
miserable. Deptt is not ready to accept a single suggestion given by the
unions. CSI also implemented without providing adequate bandwidth server connectivity etc. Because of the inordinate delay in recruitment vacant posts
are increasing in all cadres workload increasing day by day.Cadre restructuring
implemented for PA cadre only even though it was agreed to implement in all
other cadres. Outstation Allowance was withdrawn in many circles. Proposal for
retaining Spl. Allowance for P.O/RMS Acctt was rejected by Finance Ministry .
30-40% NPS employees are cheated by the
NDA Govt. Those who retiring under NPS are getting pension below Rs 1000./
only.
In
the above situation ,there is no other way in front of us other than indefinite
strike. So the RMS JCA decided to resort indefinite strike in the month of Dec-
2018/Jan-2019 for settling our burning issues. The RMS JCA request all
Circles/Divl/Branch unions to start intensive preparations and implement the following programme of actions successfully.

MASSIVE DAHRNA ON 4TH
SEPTEMBER, 2018 IN FRONT OF DAK BHAWAN:-
A massive Dharan was conducted by RMS JCA R-III & R-IV (NFPE & FNPO) on
4th September, 2018 in front of Dak Bhawan under the Presidentship
of Com. P.V.Rajenderan All India
President CHQ R-III, this dharna was addressed by Com Giri Raj Singh General
Secretary R-III, Nirjesh Kumar Tyagi, G/S NU R-III, P.Suresh G/S R-IV, Prithuiroj Damodar Bavikar G/S NUR -IV.
More than 300 comrades all over India participated. After
this dharna JCA met and reviewed the situation and decided the future course of
action including indefinite strike in the month of December, 2018 or January-2019
for the settlement of 21 Point charter of Demands. JCA appealed to form the JCA
at Branch, Divisional and Circle level immediately and intimate to respective
CHQ. All India RMS & MMS Emp. Union Gr. `C` Red Salute for participating
and making it a grand success.
2.5TH SEPTEMBER ,2018
MAHA RALLY :- Maha Rally
was organised with a grand success on 5th
Sept, 2018 at Jantar Mantar New Delhi to stop the anti Worker anti People ,neo
liberal economic policies and also the divisive policies of communalism and to stop the NPS and
regularise the casual Part Time
contingent and DRM. More than 2 lakh workers and peasants of Trade Unions ,
class and mass organisations participated in the dharna. Near about 5000 C.G.
Emp. including NFPE from all states had participated, the participation of R-III comrades was very good. The rally was
very good impressive, colourful, participants were wearing caps, T-shirts with
scrap NPS demand on it. The message of this Maha Rally was loud and clear. If
the govt. is not ready to change the retrograde policies , the workers and
peasants shall intensify their campaign to change the Govt. CHQ R-III Red Salute to all
for participating and making it a grand success.
3.CONFEDERATION NATIONAL SECRETARIAT
MEETING:- The
National Secretariat Meeting of Confederation was held on 5th
Spetember, 2018 at NFPE office New Delhi-110 001 under the Presidentship of
Com. K.K.N.Kutty Chairman Confederation. This meeting reviewed the 5th
Sept.2018 Maha Rally a grand success and decided (1) to further intensify campaign programme
to make One Day Strike 15th November, 2018 a resounding success.Tour
programme of Natioinal Secretariat Members will be from 3rd Oct,2018
to 3 Nov. 2018 as already decided in Hyderababd convention.
4.NATIONAL CONVENTION OF WORKERS:- National cponvention of workers will be organised by the
Central trade Unions except (BMS) and independent Federation including
confederation on 28th Sept. 2018 at New Delhi to discuss and decide
about next course of united country wide action including strike. If the
Convention declare strike than the date of
15th Nov.2018 strike of Confederation will be
changed to syncronise with the strike date of Central Trade Unions and
independent Federations.
5. NJCA PROGRAMMES :- It is decided to observe All
India Demands Day on 19-09-2018 by holding protest demonstrations at all
circles and also infront of at C.G. offices as called by NJCA for the following
demands (i) to scrap NPS (ii) Enhance
Minimum Pay and fitment formula (iii) implement option-1 as pension fixation formula.
6. 19 SEPT, 2018, 50TH ANNIVERSARY OF 1968
STRIKE.:- It is also decided that
the 50th anniversary 19th Sept. 1968 strike may be
organised at all centres in a befitting
mannner by holding flags in front of main offices, paying homage to martyrs of
1968 strike, conducting gate meetings, general body meetings, honouring those
leaders who partiipated in the 1968 and victimised by the Govt.
7. ALL WOMEN`S TRADE UNION EDUCATION CAMP :-All
women`s Trade Union Education Camp is being organised by the COC U.P. at
Haridwar on 29/30 October,2018 which is making all arrangments. Hall of the
Camp and accommodation for delegates have been booked. All Circle Secretaries
are once again requested to ensure participation of lady delegates as Circles
wise quota already fixed minimum one delegate each circle. Please instruct the
lady delegates to book their tavel tickets immediately and inform CHQ.
8.
PAYMENT OF QUOTA :- All Circle/Divisional/Branch Secretaries are requested to remit
the quota @Rs.. 30/per member per month
from August, 2016 to CHQ regularly
through EMO/DD/cheque and Accounts

Sub: Implementation of Pay fixation orders in terms of the Hon’ble CAT, Principal Bench, New Delhi’s order dated 6th March, 2017.
Reference is invited to this office OM No. A-60015/1/2017/MF CGA(A)/NGE/647 dated 13th February, 2018 on the subject mentioned above vide which AAOs of CCAS consequent to implementation of 6th CPC w.e.f. 01.01.2006 were allowed minimum entry pay from the date of their promotion as AAO.
It is mentioned that some officials of other Accounts Service were posted as AAO on deputation basis in the various offices under Civil Accounts Organization during the period 01.01.2006 to 31.12.2015. The clarification on the matter whether such benefit extended to deputationist AAOs has been sought from Department of Expenditure. The matter at present is under consideration in the Department. In this regard, it is requested to provide details in respect of such Assistant Accounts Officers in the enclosed proforma.

In partial modification of circular No. 608/E-10/Estt.-I/DHC dated 17.08.2017, it is hereby circulated for information of all concerned that O.M. F.No. 35034/3/2015-Estt.(D) dated 27/28.09.2016, issued by the Government of India, Ministry of Personnel, regarding upgradation of benchmark from “Good” to “Very Good” under the Modified Assured Career Progression Scheme (MACPS), is applicable w.e.f. 1st January, 2018. The required grading of “Very Good” will be applicable only in respect of ACRs from the current year, i.e. 2017 onwards. For earlier years grading of “Good” upto the grade pay of Rs.6600/- (pre-revised), will be treated as qualifying/ eligibility criteria for the benefit under the MACP Scheme.
