PROPOSED RECRUITMENT RULES OF ASSISTANT MANAGER (MMS) AND DEPUTY MANAGER (MMS)- SUGGESTIONS

Subject: Proposed revision of Recruitment Rules  (RRs) of Assistant Manager (MMS) and Deputy Manager (MMS)-regarding.
Respected madam,
                            Kindly refer to  your office letter No. 9-1/2015-SPB-II dated 11th December, 2015 on the above mentioned subject. We submit the following suggestions for your kind consideration:-

1. Prior to merger of Inspector (MMS) and Assistant Manager (MMS) Postal Assistants in MMS were entitled to  appear in the examination for Inspector (MMS) but in the proposed Recruitment Rules  (RRs) of Assistant Manager (MMS) and Deputy Manager (MMS) Postal Assitants MMS have not been included in the Column 11 of these proposed Recruitment Rules for Assistant Manager. It was only one source for promotion for them.
2.  Postal Assistants and Sorting Assitants in the Grade  Pay Rs.2400 are entitled to appear in the examination for promotion to the cadre of Inspector Post offices in the Grade Pay Rs.4200 now upgraded to Rs.4600. Therefore Postal Assistants in MMS in the Grade Pay of Rs.2400 should also be allowed to appear in the examination for  Assistant Manager MMS.

3.  Artisans Grade –I and Driver Grade –I who have been allowed to appear in the examination for Assistant Manager are getting their promotion to Grade –I after the age of 45 years as there is no Direct recruitment for Artisan Grade-I and Driver Grade-I i.e there will be no Arsian Grade-I and Driver Grade-I below the age of 45 years.They are promoted from lower posts.At the age of 45 years it will not be possible to appear in the competitive  examination. Similar is the position with Lower Selection Grade officials . As a result posts of Assistant Manager will remain vacant.

4. There are 17 posts of Supervisor (Technical) Mail Motor Service. Only they will be in a position  to appear for 41 posts of Assistant Manager.If all the Supervior (Technical) MMS qualify for the post of Assistant  Manager even than the posts of Assistant will remain vacant.

5.We propose that Postal Assistant in the Grade Pay of Rs.2400 and Artisans Grade-II (Grade Pay Rs.2400 and Driver Grade-II (Grade Pay Rs.2400) may also be allowed to appear in the examination for Assistant Manager MMS so that the posts of Assistant Manager be filled up as in the case of Postal/Sorting Assistant.
