Speech of Hon’ble Minister for Finance etc. Departments
as inaugurator of 34th Joint Circle Conference, NFPE

Hon’ble Presidium, distinguished guests, delegates from North Eastern Seven Sisters’ States.

I welcome you all in the capital city at Agartala, Tripura State. You are here in the 34th Joint Circle Conference of Assam and North East in the banner of National Federation of Postal Employees to discuss the present situation of the country, particularly the North East region in the context of alarming situation of the working class people due globalization. Right from 2008 recession in the capital economy around the globe have become a permanent -feature i.e. stagnation of economic growth. The burden of the crisis is transferred to the shoulder of the working class and the middle class teachers and employees of the advanced countries also. Protest against this situation is leading to organized strikes to protect the available facilities against the closure of industries, retrenchment of employees causing problem of the working people and the poor. The welfare measures prevailing for the decades and centuries being withdrawn by not touching the rich and the corporate, even they are being subsidized from the state exchequer curtailing welfare activities.
In our country also same economic system is being following by the Central Governments from 1991 leading to much trouble to the working class and the poor causing their pauperization due to new Economic Policy and uncertainty to the teachers, employee’s pension and other retirement benefits. The UPA government while following globalization policy, used to say that globalization will have also a human face. But the NDA Government now with majority in the Parliament (though only got 38% votes) now nakedly following anti— people policies favoured the monopoly and the corporates in and outside the country. So, accumulation of rapid growth of wealth in the hands of a few by making the crores of poor peoples to be poorer and the poorest is followed. If this continues, purchasing capacity of billion Indians will go down in such a way that our country will be weak. The Workers’
Trade Unions and the middle Class Teachers Employees’ Associations should rise to the occasion by making barricades on the streets to defeat the attempts from destroying the country’s economy. National Federation of Postal Employees have no option but to follow the path of struggle with other organized and unorganized sectors in the banner of National Platform of Mass Organization (NPMO).
I think your deliberations in the conference will go for critical analysis of the affect of globalization in the Postal sector where this postal services are substituted by the Courier Service destroying the importance of the postal service. You have chosen Agartala for your conference because you have heard that a small state with an alternate policy is trying to save the organized and unorganized working classes of Tripura along with the middle class teachers and employees in a way that is not folldwed by the Central Government. Only if the Central Government follows a pro-people policy they can satisfy the entire people of the country with a spirit of actual “welfare state” described in the Constitution— right to live, right to speech and expression, right to protest against oppressors as guaranteed in the Constitution instead of those rich people who does not require any help. Let the governments at States and Central try to help the poor who can’t afford two square meal a day, have no shelter to live, have no income to survive by providing free education and health care for all, subsidized foodgrains, shelter for all, electricity to every household and safe drinking water facility for all, the people will survive in the welfare state.
That means an alternate economic policy can provide the above facilities to the country people for which direct tax to the rich and minimum indirect tax to the poor people should be practised.
With these few words, I request all of you to raise this democratic demand along with your own trade unions economic demands to fill the pulse of the common people and to have them with your struggle with which national governance may be changed in a positive way to serve all in the truest sense.
