Subject:- Transfer of Administrative control of  Agartala Sorting Office, Shillong Sorting and Dimapur RMS.
Respected Madam,
                           It has been intimated by Circle Secretary Assam Circle that there is  a proposal to transfer Administrative control of  Agartala Sorting Office, Shillong Sorting and Dimapur RMS to N.E. Circle.
                             Since the bifurcation of the erstwhile NE Circle into two circles, such proposals were mooted for several times but found not feasible. There is no question of closing the Sorting Offices (i.e. merging the Sorting Offices to the respective POs) in view of the assurances given by DG Posts in the meeting held 10-01-2012 as per Minutes of the meeting vide DG Posts No OB/1512011 Dated 16th January, 2012.

                                   On the question of shifting the administrative control of these Sorting Offices to the NE Circle, we are of the opinion that the basic tenet of the mail offices is to achieve optimum delivery advantage only. It doesn’t matter under whose control the office is running.  As such the holistic approach to the issue cannot avoid the task of retaining the delivery advantage of the mails for both the circles, not exclusively of NE circle. Proper mail arrangements, prompt transit facilities added with adequate deployment staff and not the control only are the main focus to retain and further improve the delivery benefit. By uprooting the subjects i.e. the staff working (because most of the staffs working there are from Assam only) there may aggravate the endeavor in a negative way.

                   We, therefore, oppose this move of the department and urge upon you to maintain the status quo in respect of administrative control. We also request you to carry out in depth review of mail arrangements, improve the transit facilities and to deploy justified working strength to the offices concerned.

Subject:- Shifting of SRO RMS Bhawan Patna and closure of Patna RMS/1
Respected Madam,
                     It has been intimated by the RMS Circle Unions (NFPE & FNPO) that Director Patna has issued orders for shifting of SRO RMS Bhawan Patna to Bankapur HO . This office is working in the present building since 1987 and making the arrangement of 375 officials who are working in Patna RMS and sections originating from Patna R.S. Bankipur H.O. is about 5 Kms from Bhawan. This arrangement is against the interests of the staff. Therefore, they are agitated.
2.                 Closure of Patna RMS/1 and SPC Patna RMs have been ordered to be closed. These are Day sets. Of these sets will increase the work load of Set/2 and it will be difficult to dispose othe mails in set/2 which will result in accumulation of mails in Patna RMS, to speed Post mails and other mails,.
3.                 Closure of Mail Offices and sets is against the agreement signed in 2012 vide which it was assured that no office will be closed.
4.                 We urge upon you to kindly advise CPMG Patna to drop the above mentioned both proposals to maintain congenial atmosphere in the Circle.
