Subject:- Recovery of Rs.22.5 lack
from the staff of AMPC Mumbai on account of non regularization of two increment incentive from the staff working
on AMPC in Mumbai from 1.1.2006 to
24.8.2012
Respected Madam,
It has been intimated by Circle Secretary Maharastra Circle
that Director of Accounts (Postal) Nagpur has intimated that in case no
clarifications are received from Directorate regarding rate of two advance
increments at the rate of 3%, Rs. 22.5 lack will be recovered from the staff of
AMPC Mumbai for the period from 1.1.2006 to 23.8.2012. Brief history of the
case is as under:-
The Eighth Planning Commission had approved
in principal the setting of Automatic Mail Processing Centres in Metropolitan
Cities. Two centres were established, one at Mumbai in 1993 and the second one
at Chennai in 1996. The objectives for setting up Automatic Mail Processing
Centres in important mail concentration centres in the country was

switch over to a Higher Mail Processing Technology and
2) To
achieve Higher productivity to maintain the desired quality of services as
perceived by our esteemed clients.
Keeping in view these
objectives it was decided to formulate a unique incentive scheme in
consultation with the General Secretaries of all recognized unions representing
RMS officials. Accordingly a incentive scheme was evolved and issued by the
Directorate vide letter No. 39-19/90-D (Pt) dated 28/04/1993. In the said
unique incentive scheme, as a part of higher technology incentive, each
officials working in AMPC, Mumbai (including the officials attached to Mail Agency
and Administrative Wing) was granted two extra increments due in his/her own
pay scale at the stage at which he/she is at the time of joining AMPC, Mumbai.
The scheme was implemented on experimental basis for first six months after
inauguration of AMPC, Mumbai. Further the same was extended upto 30th September,
1995 vide Directorate letter No. 39-19/90-D (Pt) dated 04/07/1995. Later on the
Directorate vide letter No. 39-19/90-D (Pt) dated 10.11.1995 decided to implement the incentive scheme of
AMPC, Mumbai on a
PERMANENT
BASIS. A concurrence for the same was also issued by the Finance
Advice (Postal) wing vide their No. 3007/FA/95 dated 25.10.1995.
At the time of implementation of this scheme increment rate
for PA, TBOP and Group `D` - was Rs. 25/, Rs.40/ and Rs. 12/ respectively.
On implementation of 5th CPC rate of increment of
PA, TBOP and Group `D` was raised to Rs.
Rs. 100/, Rs. 125/ and Rs. 60/ respectively.
Therefore this rate of increment was paid to the staff working in AMPC Mumbai.
No clarifications appear to have been issued by Directorate in this respect .
Increment was granted at the rate the official was eligible.
The 6th CPC granted the increment at 3% of the
Pay in the PB corresponding to the minimum
of existing pay scale plus Grade Pay. Recommendations of 6th
CPC were implemented w.e.f. 1.1.2006. As
per its recommendations staff working in AMPC Mumbai was granted two increments
at the rate of 3% of Pay Band plus Grade Pay.
As per practice followed after implementation of 5th CPC , staff
of AMPC was granted advance increments at the rate for which the official was
eligible.
Stenographers in subordinate offices are granted advance
increment at the rate of 3% of Pay Band plus Grade Pay.
CPMG Mumbai vide its letter No. Estt/RA-300/AMPC/6th
dated 17-8-2009 and Mails/AMPC/working/2007-08 (F) dated 27-09-2010 sought
clarifications on the subject from Directorate but no clarification has been
issued by Directorate so far which resulted in the above objection from DAP.
We urge upon you to kindly issue the clarifications
on 3% increment of the Pay Band plus Grade Pay to the staff working on AMPC
Mumbai as is being given to the Stenographers. Recovery of excess payment from
1.1.2006 to 23.8.2012 due non issue of
clarifications by Directorate may put
the staff in big financial hardships and may lead to industrial action and disturb
the congenial atmosphere of the Circle.
