CONFEDERATION CIRCULAR NO;2/2011 DATED: 24TH JAN. 2011.


Dear Comrades,

In our last Circular letter issued after the National Council meeting at Mumbai we had emphasized the need for mobilizing our members for the Workers march to Parliament programme slated for 23rd Feb 2011. It is necessary that Confederation's name and honour are projected in a befitting manner in the assembly of workers on the 23rd Feb. We have given quota for each State Committee and expect them to overfulfill the said quota to make our participation in the programme impressive We request the State secretaries to bestow their personal attention to this aspect.

The affiliates are requested to kindly get in touch with their State/Circle leaders to take this programme with all seriousness and make it a grand success by enlisting large participation of members. The CHQ has made arrangements for far outstation comrades for stay on 22nd and 23rd Feb. at Delhi. Comrades may be advised to carry warm clothes as the climate in Delhi may be cold at that point of time.

All organisations are requested to carry their flags and banners and if possible placard depicting the demands. The names of the leaders of the groups from each State and affiliate may be intimated to the Confederation CHQ. Confederation has prepared badges which will be distributed to the participants on the day of the rally. Kindly intimate the cell phone numbers of the group leaders and the following cell phone numbers of the CHQ Sectt. Members may be given to them.

The State Committees may organize Gate meetings in front of all offices to bring to the notice of the members the demands on which the March to Parliament is organized. In this connection, please refer to the confederation website for the campaign material.

We once again remind the Secretariat members and the Secretaries of the State Committees that a meeting of the CHQ Sectt. Along with the State Committee Secretaries will be held on the 24th Feb, 2011 at A/2/95 Rajouri Garden, New Delhi at 11.00AM.

We also take this opportunity to request the leaders of the affiliated organistions to kindly send the intimation to the reception committee at Kolkata of the names of the women comrades being deployed to attend the National Women Convention of CGEs at Kolkata on 7th and 8th and their journey details with a copy of the letter being endorsed to the CHQ.

OFFICE MEMORANDUM


The undersigned is directed to refer to Department of Expenditure O.M. No.19024/1/2009-E.IV dated 13.7.2009 and this Department's O.M.No.31011/2/2006-Estt.(A) dated 27.7.2009 regarding journeys by air while availing Leave Travel Concession (LTC), stipulating that in all cases of air travel (including LTC) both domestic and international where the Government of India bears the cost of air passage , the official concerned may travel by Air India only.

2. It is clarified that restriction of travel by Air India only need not apply to non-entitled officers who travel by Air and claim LTC reimbursement by entitled class of rail .

3. The above orders will; be applicable with effect from the date of issue of this Office Memorandum .Past cases settled will net be re-opened.
4. This issues in consultation with Ministry of Finance (Department of Expenditure) vide their I.D.No. 19024/1/2009-E.IV dated 9.3.2010.
