Sir/Madam,

I am directed to refer to this Department’s letter No 60-16/2009-SPB-1 dt. 12.11.2009 on the above subject and to say that the matter regarding filling up of the posts of Postal Assistant/Sorting Assistant pertaining to the years 2009 has been reviewed and it has been decided that the direct recruitment vacancies of the year 2009 and existing as well as firm anticipated vacancies of the year 2010 may be filled up by direct recruitment as per the existing instructions issued vide this Department’s letter No 51-2/2003-SPB-1 dated 10.11.2004. It may please be ensured that the recruitment process is finalized and results declared by 16th December 2010.

2. In order to finalize the recruitment process by the said target date all are requested to ensure that following steps leading to the selection of the candidates are taken/completed not later than the dates indicated against each:

Advertisement/Circulation of vacancies for the years 2009 and 2010 20th August, 2010
Last date for receipt of the applications 05th October, 2010

There is a proposal to introduce Core Banking Solution (CBS) in 4,000 post offices for ensuring “anytime, anywhere and any branch banking” in these 4000 post offices. There is a financial outlay of Rs.106 crores for development of CBS software, customer relations management, training,project management unit, centralised back office etc. during the 11th Five Year Plan. The project aims at provision of delivery channels like ATM, internet, phone and mobile banking services besides streamlining the existing operations of savings schemes /savings certificates. Till now, 117 officers have been imparted CBS appreciation training and 60 operative officials have attended workshop on Core Banking. Government has also taken the following steps to make the post offices a profitable organization:Modernize mail operations through improved transmission of mails, parcel and logistics between major cities, setting up of automatic mail processing centres for faster processing of mails and rationalization of the existing mail network.

Induction of technology in speed post network and financial services so as to increase the efficiency of operations.

Leveraging the postal network to provide various utility services.

Utilizing technology for improving productivity in post offices.

Imparting need based training to all staff.

This information was given by the Minister of State for Communications &Information Technology, Shri Gurudas Kamat in written reply to a question in Lok Sabha today.

Sub: Limited transfer facility to Gramin Dak Sevaks.
Sir/Madam,
I am directed to refer to this office letter no. of even dt 17-7-2006 on the above mentioned subject.
2. One-men Committee with Shri R.S. Nataraja Murti as Chairman, for examining Gramin Dak Sevaks system, studied the above issue and made recommendations in para 16.12.1 of the report.
3. The recommendations of the Committee were examined by the Department and after a careful consideration, the Competent Authority has ordered the following:
(i) All the five grounds stipulated for allowing the Transfer of Gramin Dak Sevak in para 2 of letter no. 19-10/2004-GDS dt. 17-7.2006 will be retained. The transfer facility can be availed by Gramin Dak Sevaks only once in whole career. However, an exception has been made for women Gramin Dak Sevaks, who availed the transfer facility on the ground of extreme hardship due to a disease and for medical attention/treatment before their marriage, can avail the facility for a second time in the event of their marriage/remarriage.
(ii) Past service of Gramin Dak Sevaks will be counted for the eligibility for appearing in the Departmental Examinations and for Ex-gratia gratuity and will rank junior in the seniority list of new unit.
(iii) However on transfer to a new post, the Gramin Dak Sevaks cannot have any claim for protection in their Time Related continuity Allowance drawn in the old Post. His/her Time Related Continuity Allowance will be fixed at the minimum of the Time Related Continuity Allowance slab of the transferred post, depending upon the work load of the aid post. In the case of Mail carrier/ Mail deliverer/packer, the work load has to be assessed on cycle beat. The transfer has to be approved only if the Gramin Dak Sevkas is willing for the new post, and an undertaking to the effect has be obtained and kept on record. This condition is provided to prevent the misuse of the limited transfer facility so that it can be availed only by those who genuinely need it.
4. All the other conditions laid down in letter no. 19-10/2004-GDS dt. 17.7.2006 will continue to apply.
5. The Heads of circle are requested to keep the above modifications in view while deciding the cases of transfer application of Gramin Dak Sevaks.
6. The contents may be communicated to all concerned for wide circulation amongst the Gramin Dak Sevaks in vernacular understanding.

Sub: Combined Duty Allowance to Gramin Dak Sevaks employees who perform the duties of Gramin Dak Sevaks Branch Postmasters in addition to their own duties.Sir,I am directed to refer to your letter no.Estt/M-377/34/GDS/Corr./2009/1 dated 24-06-2010, on the above mentioned subject.
2. The issue has been examined. DG Posts letter no.14-11/1988-PAP dated 16-07-1990 provided for payment of Rs.50 as combined duty allowance to GDS MD/MC who perform the work of EDBPM in addition to their normal charge of duties. It was also clarified that, GDS Mail Deliverer/Mail Carrier are not eligible for this Combined Duty Allowance if they perform duties other than that of GDS BPMs
3. As per the recommendations of One—man Committee and approved by the government, the GDS MD/MC attached with the addition duty of another Gramin Dak Sevak, revised rate of allowance will be at the rate of Rs.25 per day subject to a maximum of Rs.625 per month. Accordingly, the Mail Deliverer/Mail Carrier entrusted with the duties of BPMs in addition to their own work, are eligible for this additional remuneration as compensation. However, they will not be eligible for any Combined Duty Allowance which is now paid to Branch Postmasters towards delivery and conveyance workTo cite an illustration, if a Branch Post Office has one BPM and one GDS MD/MC on its establishment. In the event of GDS MD/MC performing the duties of Branch Postmasters in addition to his own, he will be eligible for a compensation of Rs.25 per day subject to a maximum of Rs.625 per month in addition to his normal Time Related Continuity Allowance. However, he will not be eligible for further Combined Duty Allowance paid to Branch Postmasters.

NATIONAL CONVENTION OF WORKERS CENTRAL TRADE UNIONS

A big National Convention of Workers Central Trade Unions was held in New Delhi at Mavlankar Hall on 15th July, 2010. Eight Central Trade Unions including INTUC, AITUC, CITU, HMS etc participated in it. Banks, BSNL, Insurance Central and State Government Employees Organsations and other independent Federations were also took part in it..The Convention took a decision to go on a day’s strike on 7th September, 2010 to demand immediate action to curb price rise and stop disinvestment of profit making PSUs.

MEETING ON MAIL NETWORK OPTIMIZATION HELD ON 15.7.2010

A meeting for the introduction of the project on the Mail Network optimization to the staff unions was organized by the department on 15.7.2010. The staff side representatives of both the NFPE & FNPO federations and General Secretaries of P3, R3 & R4 unions were invited for discussion by the department. The meeting was held under the chairmanship of the Secretary, Department of Posts. The in charge of the Mckensey consultants for the India post was also present.

During the presentation, the official side intimated the following programmes are proposed to be implemented in the mails operations.

1.The main object of the project is to get the core right by’ End to end net work optimization, Significant quality improvement & Rigorous performance management.
End to end network optimization: Optimise India Post’s mail network from collection to delivery.
Significant quality improvement: Standardize and improve processes and reduce network complexity.
Rigorous performance management: Establish an effective management structure using KPIs and regular reviews
2. India Post shall be a trustworthy organization with high quality reliable service with improved working conditions.
3. First start with few projects for big cities and thereafter add more products for the same cities. Finally expand the same to all products across the country. Constant monitoring may be introduced by the Directorate like Project arrow.
4. Speed Post and International Mails were first taken for the project and introduced in six metros viz Delhi, Mumbai, Kolkata, Chennai, Bangalore & Hyderabad. The project has brought some significant improvements over the last six months and improvement could be felt in the process of speed post articles. The Bangalore SPC is the example.
5. While revamping the Speed post operations ( collection to delivery), the consultancy will be suggested about the network design, right processes, network schedule, cut off times, processing windows etc for speed post articles at first and then it will be extended to first class mails in order to ensure the maximum D+ 1 quality.
6.The look feel factors like Uniform branding as well as consistency, standardized interiors and exteriors of buildings and supportive infrastructure, identifying new technologies, upgrading the existing to ensure faster and better services, recognizing star circles, performers and ensuring 100% trained staff on field are the components, the department proposed.
7. The Project team Mckensey has been sought involvement in the process at all levels. Officers from Directorate and circle levels are visiting and personally involving. They are meeting the staff to understand the problem and making changes in the project on the ground itself.
8. The impact of the project is to ensure easier sorting by minimum handling, less workload by reducing the number of bags & missorts between different locations, better equipment, higher throughput by higher processing with improved process design, streamlined workflow by having optimized inflow of mails in the processing centers, prioritized processing based on the time of the day for maximum connectivity, regular interaction and display of SPC’s daily performance, suggestions and feedback encouraged and providing adequate training and incentives for high performers etc.
9.It will reduce the sorter distress ensuring minimum multiple handling from the present large multiple handling; ensuring maximum sorting with only one handling from the present position of pre sorting for all items before final sorting; priority to TD/NTD mails in the sorting reducing the number of bags and missorts between different locations within one city etc.
10. It will ensure 100% scan compliance, both for receipt and delivery. No article can enter or leave sorting area unless scanned. Optimizing sorting cages, reducing multi level sorting and revising sorting logic are in the agenda. Similarly uniform volume inflow will be ensured which leads to less pressure for staff on ground and better connectivity which results therefore better quality.
The following 18 KPIs are developed to create transparency in the process of the scheme.
1. Transit analysis within city.
2. Transit analysis across city
3. Time per leg of transit within city
4. Time per leg of transit across city.
These measures speed and reliability of processing of Speed Post articles from booking to delivery.
5. Scans compliance in the entire network
6. Scan analysis per leg of transit within city.
7. Scan analysis per leg of transit across city.
These measures for each processing step whether articles got scanned as prescribed.
8. percent of F scans in Speed Net vs. F Scans in IPS1
9. Percent of F scans in IPS vs. D scans in IPS.
10. Share of Speed Net Delivery Scans vs. IPS F scans (TBD)
These measures for international inbound article with the efficiency of movement at every step before merger with Speed Post.

These supports achieving better D+x and scan performance.
At Present this project was introduced in six cities. During September, it will be extended to fifteen cities further led by eight Directors (Mail & Speed post). Thereafter the Project team will start working on first class mail. A Speed post manual for further rollout is now developed by the Directorate.
On the above points, the suggestions and view points of the staff side was invited by the chairperson of the meeting. On behalf of NFPE, we posed the question before the Secretary that other than the above, whether was there any hidden agenda in the project. We recorded our apprehension whether the project is with the aim of privatization or corporatization of the postal services. The Secretary replied that there is no hidden agenda and there is no privatization or corporatization programme of any services.
She asserted that the project is only to improve the services and there will be no closure of any sorting offices without consulting the staff unions in case if warranted. The project is similar to that of Project Arrow in order to monitor the mail operations by introducing RFID system and avoiding duplication of work.

We asked the view points of the in charge of Mckensy to detail his experience in the project. He replied that the geographical conditions and functioning are entirely different from Latin America, South East Asian countries and the present Indian system requires some modernization and they are practically studying with the consultation of officers and officials in the work spot.

We informed that after deep study of the materials and discussions among the unions, NFPE will offer our comments and reaction to the department at the earliest.

The opinions of the viewers and the activists on the above points are invited immediately to have a deep study of the above along with the proposals of the department.

The proposal for the introduction of Annuity scheme in lieu of pension for the GDS employees has been cleared by the Ministry of Finance on 15.7.2010. The Postal Board has also approved the same.

The next process for the implementation of the scheme is to get approval from PFRDA. Thereafter the scheme should be notified. Option will be called for among the existing GDS comrades whether he is willing to switch over to the new Annuity scheme or to continue in the present severance amount scheme.

The modalities and the real benefits of the proposed annuity scheme are not made known to us. We should also study the scheme and see the advantages before severing the severance amount scheme. As per the present position, the normal process for the implementation of the scheme will take another three to four months minimum.

Solar-power assisted, pedal-operated cycle rickshaw named Soleckshaw developed by CSIR introduced at Rajasthan Circle

Shri Sachin Pilot, Minister of State for Communications & Information Technology launched an environment-friendly postal delivery vehicle ‘Soleckshaw’ here today. Speaking on the occasion, the Minister said that it is the endeavour of the Ministry to use green technology for delivering services in efficient and eco-friendly manner. He said that this effort is a step forward towards the Government’s efforts to modernise and digitise the India Post Services under Project Arrow. Availability of this vehicle will add to the efficiency of postal agents and will also give them a sense of pride.
As a Pilot Project, Soleckshaw will be introduced soon in the Project Arrow post offices in a city of Rajasthan. Shri Pilot mentioned that the Ministry would evaluate the performance of the vehicle within few months and will explore the possibility of its expansion on larger scale.
Soleckshaw is a solar-power assisted, pedal-operated cycle rickshaw developed by CSIR. It reduces the rickshaw puller’s effort by providing battery assistance. It is still a zero carbon emission vehicle. The batteries are charged by solar power at charging stations. Technology has been transferred to multiple entrepreneurs and Soleckshaws are currently plying at Delhi (Chandni Chowk), Chandigarh, Jaipur, Durgapur, Ranchi, Kolkata and Ahmadabad.
Recently, M/s Kinetic Motors in association with CMERI (CSIR) has re-designed and developed a modified version of Soleckshaw specifically suitable as a light delivery vehicle, particularly useful for delivery of post, parcels and other postal services both in urban and rural areas.
Some of the features of the vehicle are as follows: Soleckshaw has potential for use as a light delivery vehicle for distribution of dak etc, Emergence of electronic means of communication is changing the profile of post offices and postmen.
A Postman is likely to carry more parcels for delivery than ordinary mails. A survey in Pune found that each postman covers an area of around 40-45 kms and carries an average weight of 10-15 kgs per day. The Soleckshaw is the ideal vehicle to enable transportation of such parcels with a minimum of effort. This is expected to improve speed and efficiency of postal delivery, increase ability to carry more load; distribute other value-added products in rural areas and provide charging facilities for mobile phones in remote areas etc.

Historic strike of 1960 – Let us glorify the Golden jubilee celebration to commemorate the 50th year of the 1960 strike of the CG employees in a befitting manner by holding meetings, meeting members by recollecting the sacrifice of our leaders for the movement. The article circulated by the Confederation of CG employees about the glorious strike of 1960 is reproduced hereunder for the consumption of all

On 12th July, 2010, we will organise functions to commemorate the 50thanniversary of the first industrial action of the Central Government employees in the post independent India. It was on 12th July, in 1960, the indefinite strike began on the call of the Joint Council of Action of all Federations, Associations and Unions of the Central Government employees. The trade union movement of the Civil servants was at a nascent stage when the strike was planned and finally executed, even though some of the Federations in the JCA had the great tradition of organizing struggles including strike actions even against the colonial Government of Great Britain. In fact it was the strike of the Postal Workers in 1946, which compelled the then British Government to set up the first Central Pay Commission to revise the wages of the Civil Servants, whose real income had been eroded significantly in the war ravaged economy. It is a matter of pride and importance for all of us today to trace the causes and effects of the five glorious days of struggle of 1960 organised by the brave men and women who were central Government employees, who had to undergo tremendous trials, tribulations, agony and render sacrifices of immeasurable value.
The workers and employees under the Govt of India had been spread over various industrial and non industrial organisations and departments. The workers in the Railways, Defence and Post and Telegraph Departments were mostly industrial workers and were members of the all India Federations, AIRF, AIDEF and NFPTE respectively. The National Federation of Post and Telegraph employees were the biggest affiliate of the Confederation of Central Govt employees and workers, which came into existence in 1956. The Confederation had affiliated the Federations, Associations and Unions of both industrial and non industrial workers. Besides NFPTE, the major organisations affiliated to the confederation were the organisations of the P&T Industrial employees, Survey of India, CPWD, Central Secretariat, Income tax, Civil Aviation, Printing and Stationery, Meteorological survey Ministerial and workshop employees, Malaria Institute employees, Indian School of Mines , Audit and Accounts employees , Geological Survey of India etc.
The Confederation raised the issue of grant of dearness allowance in the wake of the uncontrolled price rise of essential commodities which had eroded the real value of wages .In fact the grant of compensation to protect the real wages of the employees in the context of increasing cost of living was one of the recommendations of the First Central Pay Commission. As a corollary to the said demand, the Confederation asked the Government to set up the 2nd Central Pay Commission to revise the wages and determine the methodology of computing the dearness compensation and grant interim relief as the Commission so set up is likely to take time to finalise its recommendations. Since there had been no response from the Government, the Confederation served the strike notice in 1957. Sensing that the demand so raised by the Confederation had elicited the support of the workers the Government set up the 2nd CPC just a day prior to the commencement of the proposed strike action. The Commission so set up granted a paltry sum of Rs. 5/- as Interim relief within a month but took about two years to finalise its report.
Before the 2nd CPC, the employees' organisations, especially the Confederation demanded that the minimum wage in Central Services should not be less than what has been propounded by the 15th Indian Labour Conference, which was held at Shimla in the year 1957 with the participation of all stake holders, viz. the representatives of the Trade Unions, the employers' organisations and the Government. Basing on the formulations suggested by Dr. Aekhroyd, the minimum wage was computed at Rs. 125/- . On the specious ground that the Indian economy had no capacity to bear the additional financial burden that might arise on the acceptance of the demand, the Commission tinkered with the formula itself and quantified the minimum wage at Rs. 70/-on illogical and untenable grounds. This apart, the Commission went on to make recommendations which in effect were to withdraw the existing benefits and privileges, such as it recommended to reduce the number of holiday and casual leave, increased the working hours, revised the employees' contribution on allotment of Government accommodation and refused to recommend any scheme for grant of dearness allowance when the cost of living increases. While the Government acted upon these adverse recommendations, it dilly dallied to take a decision in the matter of even the meager revision of wages.
The Government's attitude and the disappointing recommendations of the 2nd CPC jacked up the simmering discontent into spontaneous outbursts in the form of protest rallies and demonstrations throughout the country. The refusal of the Prime Minister to meet the Chairman of the Confederation, Com.Nath Pai, the then Member of Parliament even after indicating his willingness to grant an interview earlier, triggered a much stronger and united reaction from the employees. It reverberated amongst the rank and file of all the segments of the Central Government employees with the result, the leaders of the AIRF and AIDEF decided to join hands with the leaders of the Confederation to chalk out a common strategy and approach in the matter of the implementation of the 2nd CPC report. The INTUC affiliated Unions in Railways and Defence, viz, the NFIR and INDWF however remained aloof of these efforts, true to their close links with the ruling party, the Indian National Congress. The AIRF, AIDEF and the Confederation jointly convened a National Convention at Mumbai on 3rd April, 1960, which adopted a 6 point charter of demands and set up the Joint Council of Action to spearhead head the movement. The Convention gave a clarion call to all Central Government employees to unite and prepare for an indefinite strike action in case the Government refuses to settle the charter of demands, which included the following issues.
(i) Dearness allowance to be paid on the basis of the first CPC re commendation @Rs.5/- for every 20 point increase in the 12 monthly average of cost of living index 1947=100 as per the recommendations of the First CPC.
(ii) Minimum wage should be based on the norms prescribed by the 15th ILC
(iii) To set up a standing board consisting of equal representatives from employees' federations and officers of various departments (Govt. Nominees) with a neutral Chairman to settle all disputes/claims of any category of employees.
(iv) No curtailment of any existing facilities, rights and privileges
(v) To set up an Arbitration Board and recognize only one union in one industry
(vi) To withdraw the provisions of summary dismissal and punitive actions.
The JCA decided to elicit the opinion of the mass of the employees through a ballot on the proposed strike action. It received overwhelming response from the common multitude of the employees in as much as 90% of the Railwaymen, Defence Workers and P&T employees voted in favour of the strike. The employees of all other organisations, which were affiliated to the Confederation in toto favoured the strike decision. The INTUC affiliated organisations in the Railways and Defence, the NFIR and INDWF which were boasting to represent 70% of the workers of these two Departments, had to eat the humble pie when the strike ballot decisions were announced. It became clear that the workers would even desert their parent organisations in order to join the strike for they resented the Government's untenable stand on issues and the unsolicited support extended by the leaders of the INTUC affiliated Federations to the Govt. Emboldened by the overwhelming support of the workers manifested in the strike ballot verdict, the JCA decided to go ahead with the strike preparation and set up a high powered strike committee consisting of the following leaders;

S.M.Joshi, President, AIDEF as the ChairmanP.S.R. Anjaneyalu, Secretary General, NFPTE , and
D.S. Rajarathinam, Secretary General, Confederation and General Secretary, Income tax Federation as members.

The Government however, stiffened its stand in the face of this development by stating that the recommendations of the CPC are to be treated as an 'award' and therefore, the Government would not like to have any negotiations in the matter with the employees' representatives. Government made it clear that they would go ahead with the implementation of the recommendations of the CPC without making any alteration, howsoever warranted it might be. It was pointed out that the stand of the Government is untenable in as much as the Government has not treated the recommendations of various commissions it had set up in the past as awards and especially in the background of a strike notice, the government was duty bound to negotiate and discuss under section 10 of the ID Act or refer the dispute to the National Tribunal under Section 22. Against the unrelenting position taken by the Government the JCA intensified its campaign and the strike became imminent and inevitable. The Government's attitude came in sharp criticism from various quarters, compelling some leading political personalities like Feroze Gandhi (son-in-law of the Prime Minister), R.K. Khadilkar, Ashok Mehta and many others intervening, which resulted in a meeting with the Labour Minister. To ensure that the negotiations to be successful, the JCA agreed to water down its demand for full neutralisation to 50% if the Govt is prepared to refer the issue to an arbitrator. Ostensibly to favour the INTUC organisations, the Government insisted upon the unconditional withdrawal of the strike as a pre-condition for any discussion and settlement. The ill advised strategy adopted by the Government left the JCA with no alternative to serving the strike notice. On 21st June, 1960, the notice for the indefinite strike was served indicating that the strike would commence from the midnight of 11th July. i.e. from 12th July, 1960 onwards. The Government responded by instructing the Army and Police Personnel to deal with the situation as violation of law and order. In a meeting of the Party workers, the Prime Minister, Pt. Jawaharlal Nehru asked them to arouse the public opinion against the strike and asserted that his Government would deal with the strike with firmness and strength. It was unfortunate that an erudite and progressive leader like Nehru whose sterling role in Indian Independence movement had endeared him as the closest friend of the working people responded in such a high handed manner to a simple dispute between the Government as an employer and the employees. In a broadcast to the Nation, the Prime Minister went to the extent of describing the strike as a "civil rebellion" required to be put down at all cost and by all means. The subsequent repressive measures unleashed proved how assertive he was. A simple industrial dispute was thus politicized dividing the polity sharply in favour of and against the strike. While the AITUC, HMS and UTUC, the central Trade Unions in the country then, came forward to unequivocally support the strike and set up committees to help and assist the striking workers, the INTUC with its affiliates, NFIR and INDWF did everything to prevent the workers from participating in the strike. Government took unprecedented and stringent measures to suppress the strike. It promulgated the Essential Services Maintenance ordinance and brought all Government departments under its purview and prohibited strike in Government services. On 9th July, 1960 it further issued an executive fiat under the Armed Forces Emergency Duty Act, 1947, specifying that the P & T, Railways, Aircrafts, Ports, Mints and Security Press are vital organs of the community. The large majority of the workers and employees became determined to participate in the strike.On 11th July, 1960, the leaders of the JCA and thousands of activists throughout the country were arrested and imprisoned. Summary trials were held at the Prison premises. The arrested employees were convicted to rigorous imprisonment extending to period exceeding one and half years. The Government's propaganda machinery, the All India Radio went full blast spreading falsehood about the strike thereby creating an atmosphere of panic. Despite all these, the strike did commence on 12th July at the appointed time and large section of the employees and workers participated in the strike. It was total in the Survey of India, followed by the Audit and Accounts Department, Civil Aviation, Post and Telegraph, CPWD, Income tax, Railways, Defence and many other Central Government Departments. The Government unleashed a reign of terror; arresting the leaders and common employees; raiding the Government colonies; compelling the employees to report to duty; detaining those who do not abide; caning and lathi-charging the workers who were demonstrating peacefully before the offices. At Dahod Police resorted to shooting and gunned down five Railway workers. In the face of the unprecedented repression and state terror, the strike continued for five glorious days. To withstand the armed might and state sponsored brutal terror became impossible for the unarmed civilian workers. On the appeal made by Shri Ashok Mehta, the strike was finally called off on 16th July, 1960. Even as per the Government's own admission, more than 500,000 workers were on strike throughout the five days.
On 12th July, the strike elicited the participation of more than 12,00,000 workers and employees, i.e. about 56% of the total Government employees participated in the strike action on the first day.During the five glorious days of strike, 5 comrades were shot dead, another 9 persons lost their life; 17,780 workers were arrested, 27,000 were suspended, 6000 employees, who had not been conferred with the permanent status, were terminated; and another 6000 were dismissed following imprisonment under ESMO and other disciplinary proceedings. The Government's vindictive actions went on unabated. Recognition of 85 Associations, Federations, and Unions were withdrawn. The conduct rules were amended to debar the employees from becoming members of the unrecognised unions; demonstration and any other protest actions were prohibited; for continuing to be the members of the unions whose recognition was withdrawn, many employees were charge-sheeted.Against the palpably illegal and atrocious decision to amend the conduct rules, Com E.X Joseph, General Secretary All India Audit and Accounts Employees Association filed a petition before the Mumbai High Court. The Court struck down Rule 4B of the Conduct rules as violative of Art 19(1) of the Constitution. This crucial judgment, which became a milestone in the service conditions of the Government employees, especially in the matter of the inalienable right to form associations/unions came as a great relief for all unions and frustrated the Government's notorious plan to wean away the employees from the militant trade unions into the pliable and ruling party sponsored unions of INTUC. The judgment gave a sense of confidence to both the leaders and the rank and file of the workers to fight back the offensive. It was in the background of the confusion created by the amendment to the Conduct rules, the INTUC made its attempt to form a union in the Post and Telegraph Department. Intensive tours were undertaken by the INTUC leaders to woo the victimised employees promising vacation of the vindictive and punitive action on becoming members. It is to the credit of the common P&T workers that they treated these attempts with the contempt it deserves. Ultimately the Government admitted that the Nation suffered irretrievable loss in as much as 17.6 lakh man-days were lost; 14 persons lost their life; the financial loss was estimated at more than two crores; irreparable damage to the morale of the employees; unfathomable loss of the fair image of the Government itself. In reply to a query put to the then Cabinet Secretary as to what would have been the cost of an agreement on DA in comparison to the losses sustained by the Govt., his audacious reply was "who cares for the loss in Govt."Obviously there had been no instantaneous settlement of the demands raised in the strike charter, as the strike had to be unconditionally withdrawn in the face of the state sponsored terror. A sense of frustration and anger must have come about in the psyche of the common employees and the grass root level leadership then. But the fact is that the 1960 strike did bring about tremendous attitudinal change in the polity. More and more people began to talk of the necessity of fixing a minimum wage for the workers. The 15th ILC norms got wider coverage and became an important factor in the wage negotiations. Later the Government and the employers had to recognise the need for full neutralisation of the cost of living in the form of DA. Cost indexed wage revision became the order of the day. The debate in the Parliament reflected more and more concern towards workers and the Government which employed the highest degree of repression got isolated and discredited in the eyes of the common people. The icons of Independence struggles tumbled down. Government had to restore the privileges and rights of the employees. It also had to recognise the need for a negotiating machinery to avert the strike and the JCM came into being as a result. The INTUC organisations also had to abandon their approach on worker related issues as in many subsequent struggles, they had to perforce align with the other trade unions in the country. The Government's attitude of treating the Pay Commission's recommendations as "award" had to be changed. The recommendations of the subsequent Pay Commissions were subjected to discussion with the representatives of the Federations and modified. The demand raised by the workers in 1960 to set up a standing board to settle disputes in which the representatives of the Federations could be nominated was conceded in as much as the National and Departmental Anomaly Committees that came into existence after the negotiations on the 5th CPC recommendations did have the representatives of both official and staff side. The role, prestige and status of Trade Unions in Indian polity became more pronounced after the 1960 strike. It brought about a meaningful change in the industrial relationship as conciliation and negotiations became an integral and unavoidable factor in the dispute redressal mechanism. Let the immortal legacy of the 1960 strike inspire us for it has shown that the indomitable spirit, sense of sacrifice and constant efforts to unite the class moulds the militant and real union.
Red salute to all those comrades who by their supreme sense of sacrifice and militancy wrote the revolutionary saga of the glorious strike of 1960.

Secretary General of NFPE and Assistant Secretary General of FNPO conveyed their sincere thanks for convening the meeting and there after discussion started on Charter of Demands. The action points emerging out of discussions are as follows:
Item No. 1

(a) Roll back steps of privatization of Speed Post processing, mail conveyance and data entry work.
The Chairperson made it clear that in case of bulk Speed Post articles and where there is shortage of staff, outsourcing is being done so as to ensure fast movement of articles. However, there is no such policy of the Government either in case of Speed Post articles or for other accountable articles. In the context of Staff Side reference about anti-social elements dealing with the Speed Post articles, an enquiry will be made in this regard.
(b) Cancel the order for downgradation of EDSOs to EDBOs and closure of EDBOs.

Necessary clarification on the demand of the Staff Side about drawal of increments in case of downgradation of EDSOs to EDBOs will be issued. A presentation will be arranged by Technology Branch for the Staff side to demonstrate all the technological developments that are taking place especially in the context of functioning of EDSOS/EDBOS.
(c) Cancel the decision to close down “C” Class Post Offices.
The Staff Side was informed that no such order has been issued by the Department. They were further explained that the policy of the Department was to relocate Post Offices to new areas/townships which are growing. The idea is to rationalize to meet emerging needs. Suitable instructions, in this regard, will be issued to all Heads of Circles.
(d) Outsourcing of mail conveyance.
Purchase of departmental vehicles for conveyance of mail will be pursued.
Item No. 2

(a) Stop violations in the agreements on Status quo of RMS & MMS as well as merger of RMS with less than 10,000 mails.
Reports will be called for from the Circles against the order of status quo.
(b) Create scientific norms for the work in CRC, Speed Post, Logistics and EPP.
This item will be discussed with the Staff Side in a separate meeting to be taken up by CGM (MB & O). Date and time of the meeting will be intimated by Director (SR & Legal), after consultation with CGM (MB & O).

Item No.3
(a) Holding of JCM Departmental Council Meetings and periodical meetings with Federations/Associations.
Departmental Council (JCM) Meetings and periodical meetings will be held at regular intervals.

(b) Referring the issue of discrimination of pay scales between the Telecom TBOP/BCR and Postal TBOP/BCR w.e.f. 1.1.1996 to Board of Arbitration.
This Item will be considered as a part of cadre restructuring of Group “C” employees in PA/SA cadre. In the context of cadre restructuring, the Chairperson gave direction for expeditious consideration so as to complete the process before the close of this year.

(c) Holding of GDS Committee Meetings periodically with GDS Unions.
Periodical meetings as prescribed will be held at regular intervals.
Item No.4
Stop harassment of staff under Project Arrow.
Data sent by various Circles will be subject to proper scrutiny. Heads of Circles will also be addressed to furnish correct information.
Item No.5

(a) Undertake reassessment of vacancies in PA/SA cadre (including Circle Offices) to rectify mistaken calculation of vacancies in all circles.
The position will be reviewed Circle wise for necessary follow up action to be completed before 15th August 2010. For expeditious disposal, video conferencing will be done with the concerned Heads of Circles.
(b) Fill up all vacant posts in all cadres in Department of Posts as on 31.12.2009.
Information in regard to residual vacancies remaining unfilled will be called for from all the Circles for necessary follow up action in this regard.
(c) Allow local recruitment as one time measure in Postal Accounts similar to 1997 Sundernagar.
DDG (PAF) will examine the matter in accordance with the existing rules and instructions on the subject.

Item No.6

(a) Cadre Restructuring of Group C employees (other than accounts cadre).

A Committee comprising DDG (Estt), DDG (P) and Director (SPN) and three members from Staff Side, to be nominated by them, will be constituted to examine the proposals in detail and submit recommendations. The entire process is to be completed before the close of the year.

(b) Withdrawal of order regarding cadre restructuring of Postmasters cadre until comprehensive cadre restructuring of PA/SA cadre is completed.

The Staff Side will be apprised of the details of the new Cadre.

(c) Cadre Restructuring of LDC, Sorters & DEOs in PAOs..

Necessary action to be taken by DDG (PAF).
Item No.7

(a) Grant of Pension, Departmental status to Gramin Dak Sevaks, grant of HRA/CCA, ACP including trade union rights and welfare measures.
Welfare measures in favour of Gramin Dak Sevaks viz relief in case of prolonged illness, relaxation of education assistance schemes will be placed before Postal Staff Welfare Board in its next meeting. The issues of annuity and Health Scheme have been taken up with the Nodal Ministries.
(b) Remove discrimination on bonus ceiling.
Matter is subjudice.

(c) Modify the Rs.20,000 cash handling work points for GDS BPMs – withdraw orders denying revised TRCA wef 1.1.2006 in respect of BPMs.
Matter is subjudice.
(d) Compute work norms for all types of work performed including NREGS, PLI, RPLI, Pension Payments etc to GDS.

The issue will be examined.

(e) Implement enhanced Social Security to GDS like Ex-Gratia Gratuity and Severance Amount w.e.f 1.1.2006.

The benefits were extended as per past practice.

(a) Grant of parity in pay Scale (PB-1 with 2400/-) for MMS Drivers on par with Drivers of Parliament Secretariat.
Staff Side was apprised that the matter was taken up with the Ministry of Finance but did not find favour.
(b) Recruitment of adequate number of drivers.
To be considered along with the issue of filling up of vacancies.
(c) Sanction of OSA for the long distance logistics van drivers of MMS.
Mail Branch will look into it. Action to be completed expeditiously.
(d) Technology training to Work Shop staff and grant of Data Entry Operator’s scale of pay to Work Shop Staff.
DDG (Trg) to take necessary action for providing technical training to Work Shop Staff.
Item No.9
(a) Revision of wages from 1.1.2006 in respect of RRR Candidates, Casual Labourers, Contingent Staff.
Issue of RRR Candidates being sub judice, no action. The case of Casual Labourers is being examined. To be followed up vigorously.
(b) Grant of temporary status to eligible full time status casual labourers, convert part time into full time, absorb full time, part time, contingent in vacant GDS Posts.
The entire issue of Casual Labourers will be looked into with the objective of liquidating their number as per policy of the Government.
Item No.10

(a) Fill up all vacancies of Postmen and Mail guards

To be considered along with filling up of all vacancies in the Department.
(b) Modify certain unscientific work norms of Postmen/MTS finalized by Work Study Unit.
The existing norms will be reviewed after six months from the date of its issue. The Circles have been addressed to give their feed back in the matter and the review process will be completed by October 2010.
(c) Enhance the Postman Double duty Allowance as per the recommendations of 6th CPC.
The entire issue of double duty allowance will be reviewed by October 2010 by a Committee. The Chairperson directed that all issue relating to Postmen will be discussed separately.
Item No.11

Remove all local anomalies in MACP Scheme like application of benchmark of the period prior to introduction of MACP Scheme; grant MACP on Average benchmark like Department of Railways; denial of regular promotion earlier to introduction of MACP.
In the context of bench mark for grant of MACP within PB-1, it was desired to issue order on the pattern of the order having been issued by Ministry of Railways, immediately. The matter will be pursued.
Item No.12

Creation of System Administrators Cadre and financial compensation for special work performed by System Administrators.
A Committee consisting of DDG (Estt), DDG (P) and DDG (Technology) will be formed to consider this aspect along with cadre restructuring of PAs/SAs. As regards grant of Road Mileage Allowance, mater is under examination.

Recruitment Rules for Multi Tasking Staff
The draft rules to be referred to Department of Personnel for their approval. As regards educational qualifications of existing Gramin Dak Sevaks and Casual Labourers for appointment as multitasking staff, status quo will continue.

Roll back of the decentralization of PLI/RPLI – Augment required staff strength and filling up of vacant posts.

The proposal to be considered by PLI Directorate and any problem in this regard to be reported to Secretary (P) within a week.

Parity of scale of pay of Ministerial Cadre in Postal Civil Wing on part with the Postal Assistants and upgradation of posts of Works Clerk Grade – II/head Clerk – Filling up of all vacant posts of technical as well as ministerial posts – Creation of one Civil Wing Circle for each Postal Circle.

The Staff Side will take up this issue separately.

Regularize the HSG-I, HSG-II, LSG arrangements and grant Officiating Pay and Allowances to all Officials holding the posts.
The issue will be looked into afresh in view of the provision made in Postal Manual Volume IV, as stated by the Staff Side, as also in the light of prevailing instructions of the Government of India on the subject.

Enhance OTA and OSA rates in tune with the 6th Central Pay Commission.

The question of enhancing OTA rates stands referred to the Committee of Secretaries by the Nodal Department. The enhancement of OSA rates will be examined by Mail Branch and is to be completed within one month.

Com. K.Ragavendran Ex Secretary General felicilated in Chennai

Comrade K.Ragavendran Ex-Secretary General NFPE was accorded a warm felicitation by Tamilnadu Comrades. The function was organised by the AIPEU Group 'C' Chennai City North Division in which a galaxy of leaders from various organisations including CITU,Confederation, Railways, BSNL, State Government Employees and top leaders of NFPE and FNPO participated. LET US ORGANISE IN SUCH A WAY THAT
FROM JULY 13TH ONWARDS
THE ENTIRE POSTAL AND RMS OFFICES COME TO A STANDSTILL

STRIKE TO SURVIVE

The entirety of five lakhs Postal and RMS Employees of INDIA POST will be on indefinite strike from 13th July 2010, as per the call given by the Joint Council of Action comprising of National Federation of Postal Employees, Federation of National Postal Organisations and the Gramin Dak Sevaks Unions. Hectic preparations are going on in every circle and there will be total strike all over India. Functioning of the INDIA POST will be completely paralysed.We are compelled to resort to indefinite strike action as we have been pushed to the wall. The attitude of the Government and the Postal Board is totally negative. All negotiating forums are defunct for the last many years. Negotiation takes place only when strike notice is served. No formal meetings, No JCM Departmental Council Meetings. No consultation with Unions on important issues affecting the employees. It seems that the Postal Administration is not ready to accept the reality that in a democratic setup issues can be resolved only through negotiations with all stakeholders including the Unions.About one lakh posts has been abolished during the last ten years in the name of downsizing. Employees are reeling under the pressure of excess workload. The shortage of staff has adversely affected the efficiency of the INDIA POST. Thousands of posts in all cadres are lying vacant. Closure of offices, large scale outsourcing, downgradation of EDSOs, violation of RMS agreement, harassment of staff in Project Arrow offices, abnormal delay in cadre restructuring, negative and inhumane attitude towards Gramin Dak Sevaks, denial of pay parity to MMS Drivers, Non-grant of revised wages to Casual Labourers, anomalies in MACP Scheme, total neglect towards the system Administrators, unilateral decentralization of RPLI/PLI work, denial of merger of Group – C Accounts cadre in DOP & DOT – all these long pending issues are agitating the minds of the employees and resentment is mounting day by day.The indefinite strike from July 13th is to protect the INDIA POST and also to protect the interest of its five lakhs workforce. Downsizing, outsourcing, privatisation, closure of offices are against the interest of the INDIA POST. Only workers can protect the legacy of INDIA POST. Battle line is drawn and it is upto the Government and Postal Board to decide whether there should be an indefinite strike or not. The ball is in their court. Let us unite together with determination and make the strike a tremendous success. Let the five lakhs Postal and RMS employees all over India standup and declare in one voice – we shall fight unitedly, come what may. We are confident that success will ours.Remember UNITY IN ACTION is our watch word.

Com. . K.Raghavanderan - Ex Secretary General NFPE retired on superannuation on 30th June 2010,
Com. . K.Raghavanderan Ex Secretary General NFPE ( elected as Secretary General NFPE at Kolkata 7th Federal Council October 2007) one of the foremost leader of Postal trade union movement in Tamilnadu Circle retired from service on 30-06-2010 after rending more than 38 years of meritorious service to the Department and also to the Union,. Com. K.R is not only an intellectual leader but also a natural leader of the Postal masses and in every strike and struggles he gave leadership to them. The masses always loose to them. Com .K.R. for his valuable and unmatched contribution to the Federation and Postal Trade Union Movement. He was an integral part of all CHQs and was closely associated with all the General secretaries with intimate friendship and camaraderie.The CHQ R III wishes him happy, healthy, peaceful, Retired life.
