Subject: Applicability of reservation of 4% under Rights of Persons with Disabilities Act (RPWD), 2016 for allotment of General Pool Residential Accommodation (GPRA) to person with disability (PwD).

 

In order to promote the rights of People with Disabilities, laid down in the Rights of Persons with Disabilities Act (RPWD), 2016 the Directorate of Estates, Ministry of Housing and Urban Affairs has decided to adopt the reservation of 4% for the allotment of GPRA to eligible Government servants as under: -

i.       Eligible Central Government servants with benchmark disabilities, as laid down in Section 34 of the RPWD Act 2016, shall be given priority for allotment of GPRA which shall be up to 4% of the vacancies available in a month in each type (up to Type V only, including Hostel) in General Pool.

  1. The eligible PwD applicants would be given priority over the unified waiting list for both initial allotment / change of GPRA.
  2. The Unique Disability ID (UDID) card issued by the Government will be a valid document for proof of disability.
  3. The benchmark disability shall be as defined in the section 2(r) of the RPWD Act, 2016.
  4. The allotments made under 4% shall be carried out through the Automated System of Allotment (ASA) for which eligible PwD applicants shall be required to bid on eSampada website every month.
  5. The registered applicants shall update their profile by uploading their UDID card on the eSampada website which shall be verified by his/her administrative ministry/department while forwarding the application to Directorate of Estates. The registered applicants shall bid under newly created PwD category on the eSampada website.
